Subject: Ritz Carlton/West Lionshead- Required CDOT Permits and timing
Use of Frontage Road is significant, more like an arterial- however, the Ritz project
decreases the turning movements. CDOT concurs with Kimley-Horn's traffic impact
study conclusions and the need for turn lanes at the west and east portals of W.
Lionshead Circle.
The Ritz is scheduled to open in Nov/Dec 2009-Constructio n to begin Spring `07
Frontage Road relocatio n (West Lionshead) would require FHWA, the Right of Way
manager and CDOT regional director's involvement. The approval process could be as
long as 3 to 5 years. Environmental clearances will be an involved process, may require
an EA.
The right of way width may be required to be 100', not 80'. Need to have land appraised °
for sale/trade with existing R.O.W.
Town of Vail (or Vail Resorts with the Town of Vail's signature) should contact the
Regional Director regarding the approval process (Feds need to agree also).
Curtis Rowe (K-H) to send the desig n numbers and information to CDOT regarding the
"new"frontage road (West Lionshead) alignment, how it affects the Ritz numbers, and
describing how it works with the relocated Frontage Road. The supplemental
information should also include numbers related to construction traffic for temporary
construction access for the Ritr.
It was decided to apply for an Access Permit now (or near future) for the turn lane
improvements for the Ritz (the permit is good for 3 years) and then by January 2, 2009
(or earlier), submit for a NTP (with construction plans) if the Frontage Road realignm ent
is not making significant progress.

Jim Nall Region 3 Program Engineer/Permit Manager-spoke for a moment regarding the
Frontage Road rea lignment:
- traffic plan has not been adopted at this time, but the concept of the relocation
looks good
- he last met with the Town of Vail and now feels that it is in TOV's court to
continue with the approval process. Information should be shared w ith the team
and the team should start preparing some documents to find out if this is
practical.

Discussion was brought back to the January 2, 2009 date for the NTP submittal for the
Ritz, if the Frontage Road realignment is not making significant progress, the Town
agreed that that seemed reasonable
Regarding the Staging Plan done by PCL for the Ritz- CDOT & TOV did not like the two
access points on the Frontage Road, would prefer one central access i n the middle, and
only ingress or egress onto S. Frontage Road. The other in gress or egress should be
on Forest Road or W. Lionshead Circle. PCL should study this and prepare a revised
plan, also to include more detail (similar to the one done by RANA) showing Right of
Way, edge of asphalt, staging area, temporary lighting, access and traffic flow.
The existing parking for the Marriott(in the parking structure) is being moved to the
Maintenance site lot, therefore the 5' sidewalk along the south side of West Lionshead
Circle needs to be m aintained from the South Frontage Road to the Marriott. Also n eed
to maintain pedestrian/bike path access along South Frontage Road, as well as
maintaining separation f rom traffic to protect the public. Jersey barriers are proposed 5'
off the edge of asphalt with type 4 end treatm ents. Staging area shou Id also be
separated from public.
CDOT will require Temporary Access Permit for the construction access, staging and
construction activity.
Not permitting tower crane, however no lifting over CDOT R.O.W.
Will need to get a lease agreement for the area in the R.O.W. that is used for staging.
Also will need a lease agreement for the soil nails that encroach in the R.O.W.. Can
probably submit the lease agreement for both the staging and the soil nails at the same
time (together). This item appears to be the critical path item, as the R.O.W. unit is
backed up with other work. Shoring (soil nails) are planned around May 1 St and the
staging area is planned for use around July.
The soil nails in the R.O.W. will also require a Special Use/Utility Permit, but the lease
agreement will need to come first.
Dan (CDOT)will contact the R.O.W. unit to help facilitate the lease agreements. Dan
will contact them and then contact AEI with some available dates for a meeting with the
R.O.W. unit.

The easements and legal descriptions for the lease agreements are complete and
should not be changing. The shoring plans should be completed by Yenter by next
week (Feb. 1 S') and should include sections to provide to CDOT.
What about the east portal of West Lionshead Circle? Improvements are warranted
(both existing and future)what is the Town going to do about it? TOV responded that it
is in the Masterplan but is not slated for construction at this time. Possibly will be
planned with traffic impact fees. Dan said Town is responsible per code and he will send
a letter about this.
For West Lionshead/South Frontage Road realignment-the Town should write a letter to
Ed Fink (CDOT) regarding what the process should be and what time frame to expect.
The Town will be the applicant and VRDC will provide the documents/drawings. The
Town wants VRDC to get the process going and only use TOV when needed, so VRDC
to write the letter and TOV will co-sign it.
