Town may prescribe to ensure that the location and operation of the conditional uses will be in accordance
with development objectives of the Town and will not be detrimental to other uses or properties, The pro-
posed project may also require other permits or applications and/or review by the Design Review Board

RE: AMENDMENT TO THE EXISTING "CONDITIONAL USE PERMIT" FOR THE
REMODEL AND ADDITION TO THE EXISTING VAIL PUBLIC LIBRARY AT 292
WEST MEADOW DRIVE, LOT 5, BLOCK 1, VAIL/LIONSHEAD FILING 2, VAIL,
COLORADO.
Attention: TOV Planning and Environmental Commission,
The Town of Vail Public Library is requesting an Amendment to their existing
"Conditional Use Permit ", to allow for an addition to the existing facility; and conversion
of existing interior space. The addition consists of replacing the existing exterior stair and
deck with a new enclosed stair and elevator. This will require extending the existing
"galleria" and providing a new entrance lobby on the lower /ground level. In addition, the
southwest corner of the building will be squared off and added onto, to allow for enlarged
staff area (76 sf) on the lower /ground level and increased community room (234 sf) on
the main level. The new elements of the addition are clad in materials (siding, stone and
roofing) to match existing.
The Library received an initial "conditional use permit" in 1980 to establish the ability to
construct the original building. The criteria of that approved CUP was the proposed (and
built) building as drawn and submitted, and became the basis for the building presently in
place.
Amendments to the 1980 CUP where approved in 1982 and 1992 to allow for changes to
the lower /ground level interior space to accommodate a "teen center" in 1982, and a Type
III EHU in 1992. The 5 bedroom/lbath EHU has been in place until earlier this year,
when the long -term commitments to the space were terminated. The TOV Library would
like to renovate this existing space for library office functions to allow for improved
service to the community for decades to come.
Per Article C. "GENERAL USE DISTRICT" zoning, these uses are allowed as
conditional uses (12 -9C -3) in support of "public buildings and grounds ". In addition, per
12 -9C -5 the PEC shall prescribe that the following development standards be established
as part of any approval or amendment:
LLOT AREA AND SITE DIMENSIONS — The original lot 5 has been modified
to separate the Middle Creek drainage /stream tract (Tract A, VV Filing 2 and

Tracts A,B and C, VLH Filing 2) from the original site. Therefore, the lot area
and dimensions have been reduced.
2.SETBACKS — The addition proposed stays within the southern and western
alignments of the existing building, therefore setbacks are unchanged.
3.BUILDING HEIGHT — The addition proposed extends existing facades and
aligns with the existing roof planes of the building, therefore building heights are
unchanged.
4.DENSITY CONTROL — The existing EHU being eliminated did not contribute
to density, therefore density is unchanged. The proposed addition is 1194 sf of
new space and the conversion of 1720 sf of interior space (lower level) from
GRFA to office /staff use contributes to a total of 2030 sf "net floor area" (at the
community room and lower staff offices). As these uses and areas presently exist
within the building and does not increase staffing requirements, their impacts are
minimal.
5.SITE COVERAGE — The addition proposed increases site coverage by 552 sf.
This minor increase is still well below the 70% noted in the Lionshead
Redevelopment Master Plan.
6.LANDSCAPING — The proposed addition requires the removal of 3 existing fir
trees. New plantings will be provided per the new Landscape Plan.
TPARKING AND LOADING — As noted in item 4, the proposed new square
footage being added should not impact or increase the parking requirements. At
present, 7 parking spaces are established/maintained on Lot 10, VV Filing 2
(across W. Meadow Drive). Two of those spaces were dedicated to the abandoned
EHU (per the 1992 CUP). This should allow for an increase of 2 spaces for staff
use. Staffing requirements will not increase. All the proposed new "net floor area"
will be used by existing staff. Loading does not presently exist at the Library, and
the additional square footages should not require the need for a dedicated loading
berth.
As this proposal relates to the Lionshead Redevelopment Master Plan, it recommends
that any redevelopment consider its' general policy guidelines when working within the
boundaries of the Lionshead District. The TOV Library lies along the eastern edge of the
District. As part of Article 4.1 /East Lionshead Civic Hub (in conjunction with the
Dobson Ice Arena, Lionshead Parking Structure and the Civic Center Site) the Library
should be "respectful of and compatible with those civic components ". The proposed
addition does comply with, and does not impact the development standards of Chapter 5,
Article 5.1. Also, because the proposed addition does not increase the overall mass and
bulk of the existing building; the view from View Corridor 3 (Article 4.4.2.1) is not
impacted.
Article 4.9.1 of the Lionshead Redevelopment Master Plan states "there shall be no net
loss of employee housing in Lionshead as redevelopment occurs ". Because of the
Town's due diligence of the past years, ample employee housing exists within the
community, and elimination of this Type III EHU would not be a detriment to the
employee housing stock. Twice before (1980 and 1982) the Town has allowed the
housing component of the building be utilized for alternative functions, and once again
the Library would gain substantial benefit by allowing the conversion to Library support
functions.
We believe the proposed addition complies with the following enumerated factors per
Article 12 -16 -6 (Criteria; Findings):
1.Relationship and impact of the use on development objectives of the town.
The proposal is in concert with the Town development objectives and will
have minimal, if any, negative impacts on existing and potential uses in
the surrounding area.
2. Effect of the use on light and air, distribution of population, transportation
facilities, utilities, schools, parks and recreation facilities, and other public
facilities and public facilities needs.
The proposal will have no negative impacts on the above - described
criteria.
3. Effect upon traffic, with particular reference to congestion, automotive and
pedestrian safety and convenience, traffic flow and control, access,
maneuverability, and removal of snow from streets and parking areas.
The proposal will have no negative impacts on the above - described
criteria.
4.Effect upon the character of the area in which the proposed use is located,
including the scale and bulk of the proposed use in relation to surrounding
uses.
The proposed changes will have no negative impact regarding scale and
bulk, as the proposal is converting existing interior space, and the new
stair and elevator stay within the existing height and mass of the existing
building.
The proposal also complies with the necessary findings noted in Article 12 -16 -1:
1.The proposed changes and additions are in accordance with the purposes of the
conditional use permit section of the zoning code and the purposes of the
district in which the site is located. The proposed changes and addition also
complies with the Town Comprehensive Plan and the Lionshead Re —
development Master Plan.
2.The proposed location of the use and the conditions under which it would be
operated or maintained will not be detrimental to the public health, safety, or
welfare or materially injurious to properties or improvements in the vicinity.
3.The proposed uses complies with each of the applicable provisions of the
conditional use permit section of the zoning code and does not alter the basic
character or intent of the original conditional use permit.

Our office is designing a small addition at the existing SW corner of
the Town of Vail Public Library. The addition involves removing the
existing exterior stairs and 2 large fir trees, and replacing them with
a new interior stair and elevator. See the attached survey, site, floor
plans and elevations. As part of our Amendment to the "conditional use
permit ", the TOV is requiring the attached "utility approval and
verification be signed off by all appropriate utility /service companies.

RE: The Town of Vail Public Library Renovation and Addition PEC application
The Vail Public renovation is designed to greatly improve and upgrade the overall guest
experience. This will be accomplished in several ways. First, the main library level will be
completely remodeled from the original 1982 layout with new library book shelving to
accommodate the increased collection, a new circulation desk, a new technology area, new
energy saving lighting with controls, and new carpet among other upgrades. Second, the
existing main level staff area is being relocated into the existing lower level space which was
used as housing and has been vacated recently after the flooding of Middle Creek.
Parking
The parking for staff and the previous housing is located in the parking lot adjacent to the
hospital parking, sometimes referred to as the "mud lot ". The staff at the library has been
reduced by 2.58 FTE from 2001 to 2012. The library will not need any additional staff with the
addition. The reduction in employees and the elimination of housing parking, the excess spaces
have been tumed over to the hospital for their use. This in turn has allowed the hospital to use
Tess parking in the town's parking structures.
The actual increase in visitor use in public libraries has been dramatically influenced in a
change in who has access to the library collection. In the past even though you worked in the
TOV but lived down valley, you were restricted from obtaining a Vail Public Library card. This
policy has changed and now many who work in Vail are able to obtain a library card. This
increase in use creates very little additional traffic or to the library and use the Vail Library due
to this convenience verses their home library. parking demand as these users are here for work.
The usually walk or take the in -town shuttle
The evolution of public library visits has changed dramatically over the years. The length of time
a patron is in the library has decreased with the introduction of library on -line services such as
searchable data basis, down loading of audio books. These services have reduced the demand
for parking.
The decrease in overall parking demand accommodates the slight increase of the community
room expansion and training room in the basement. Based on the formulas set by the assembly
space in the commercial core of Vail, the increase in parking would be 269 SF /1000 x6 x.8 for
Commercial Core area =1.29 for the reduction for a transit and pedestrian friendly area. This is
offset by the increase in parking supply freed up by the housing and reduction in employee
numbers.
The parking requirement is set by the Planning and Environmental Commission. We would state
that there is no parking requirement due to the changes to the Library over the years.

Housing:
The vacated Lower Level of the Vail Public Library was renovated into Employee Housing in
1999 and was for a temporary time frame until the library could afford to expand into the space.
The housing was not part of any housing requirement. It was the second employee housing
project the Town of Vail created after jumping into the employee housing business for it own
employees. This unit used the existing 1720 s.f. and included five bedrooms, a shared small
kitchen and one bath. It was not the greatest of conditions. We received approval to use this low
cost space to meet the housing demand. The TOV felt it necessary at the time to be competitive s'
and an employer of choice. The Town of Vail has provided for its employees, not as mitigation
but as a part of doing g business, 118 additional housing units or 23 bedrooms. The Town of Vail
proposes to replace the temporary housing, located in the library, with 1760 SF of deed-
restricted employee housing, which may be one or multiple units. This is not an employee
housing exchange program because the temporary housing approval was not granted on the
condition of additional GRFA and was not assigned as required housing mitigation. The Town of
Vail proposes to use the mitigation bank scenario for this project.
Vehicle Trips:
Regarding commercial linkage, per the zoning code, 12 -23 -4 redevelopment EHU are required s'
only If the project generates additional employees. Onsite mitigation is exempted due to the
purpose of the site is best used for library usage. The increased space is for a public benefit
and the only place this public benefit (library space) is at the current library. Therefore no
commercial linkage or on site housing requirement is established.
The ITE Trip Generation 4th Edition has a very small study completed for libraries, with only four
studied for the trip generation rate. The rate is 6.19/1000 s.f or 6.74 /employee. These are
vehicle trips. The Vail Library attendance was reviewed for the 4 -6 pm period on two different
months. The greatest attendance occurred during the 4 -5 period for each month. The monthly
attendance was 2246 and 2156 for Jan and March 2011; the patron rate then is 71.7 patrons
per peak hour. The patron per 1000 SF would be 71.7/14.474 =4.95. The vehicle trip rate
assumes 30% arrive by other means than vehicle and the car occupancy rate would be
1.5 /vehicle. This equals a trip generation rate of 2.31 vehicles per 1000 SF.
The ending trip rate is then 2.31 x269 SF /1000 =. 62 trip increase.
The Town of Vail is one of the only entities in which core responsibility of providing
transportation improvements throughout the town. The trip increase in traffic is easily offset by
the millions of dollars the TOV continues to spend in improving the overall transportation
system. Therefore the impact is and will continue to be mitigated by the town's continued
investment in transportation improvements.
Public Art:
Public Art Board, AIPP, is working with the expanded library project and it is anticipated to
determine a project of up to 1% of the hard construction cost for public art, which is in the
current budget.
