Hey Dominic and Allison,
The Town of Vail has received the Conditional Use Permit and Development Plan applications for the new gondola proposed to replace the Vista Bahn lift. I believe the Town Staff generally
supports the concept of replacing the existing Vista Bahn chair lift with a new gondola.
The conditional use permit review process and the development plan review process do not merely determine whether or not “ski lifts and tows” are allowed on a specific property, instead
these review processes also determine how that ski lift and tow is constructed and how that ski lift and tow is operated. As with every development application, details must be presented
to demonstrate compliance with the Vail Town Code and conformance with the Vail Comprehensive Plan.
While the submitted application with narrative, not to scale 8-1/2”x11” schematic site plan, and partial photograph of an example gondola may present the general concept of the new gondola
proposal; the submitted materials do not adequately demonstrate compliance with the requirements of the Agriculture and Open Space District or the Ski Base Recreation 2 District (setbacks,
height, site coverage, landscaping, parking/loading, design criteria, mitigation of development impacts, etc.). The submitted application must also be revised to include the details
necessary to demonstrate compliance with the review criteria and findings for a conditional use permit (light and air, utilities, impacts to recreation facilities, bulk/mass, pedestrian
traffic/circulation, conditions of operation, impacts to public health, impacts to adjacent structures, etc.) and a development plan (design compatibility, architectural design, scale/bulk,
height, buffer zones, identity, character, visual integrity, relationship to surrounding uses, comprehensive plan conformity, design features, landscaping, etc.).
The application must also provide the details necessary to demonstrate conformance with the Vail Comprehensive Plan. In addition to the submitted narrative, the application must also
address the Vail Village Master Plan objectives of goal #3 related to enhancement of the Vail Village walking experience through streetscaping, landscaping, event plazas, etc.; goal
#4 related to preserving and expanding open space areas and greenspace opportunities; and goal #5 related to improving the transportation and circulation systems throughout the Village.
The application must also demonstrate how the new gondola proposal conforms to the Vail Village Master Plan Sub-Area recommendations. The Vail Village Master Plan Sub-Area #11-2, The
Vista Bahn Park, recommends improving the connection between the lift and the skier plaza area, re-grading the ski yard to improve access and site usefulness, etc. The submitted application
does not include the grading, landscaping, site improvement, etc. information necessary to demonstrate conformance to these specific recommendations.
Additionally, please provide further narrative about the operation of the proposed gondola compared to the current operation of the Vista Bahn chair lift such as: number of associated
employees, hours and/or days of operations, noise levels, operational changes (example: if a new operation such as loading/delivery for mountain top facilities is anticipated) etc.
Please submit additional plans (topographic survey, grading plan, landscaping plan, lighting plan, gondola elevations/renderings/photographs, etc.) and additional narrative demonstrating
compliance with the Vail Town Code and conformance with the Vail Comprehensive Plan to facilitate the continued review of these development applications. Please refer to the Conditional
Use Permit application form, the Development Plan application form; Section 12-8E-6, Development Plan, Vail Town Code; Section 12-8E-8, Submittal Requirements, Vail Town Code; and Section
12-16-2, Application Contents; Vail Town Code, for a complete list of submittal items.
