Included with this letter are a revised set of plans which I believe address all of the Town’s comments. Additionally, I have provided a letter of understanding that can be executed by the Town and VVMC with regard to the use of Lot 10, which is owned by the Town of Vail.The Plan:The restriping plan and reorganization of the parking area helps VVMC achieve a goal of providing exceptional customer service but providing an efficient parking operation for guests and patients. Previous attempts at reorganizing the parking area have been focused on maximizing the number of parking spaces with less attention given to the adequacy of proper circulation and flow. The proposed plan provides more attention to the circulation and efficiency with a three-pronged approach to greeting visitors. The proposed plan moves the attendant booth closer to the entrance from Meadow Drive (though with adequate distance for vehicle stacking to Meadow Drive) and requires vehicles to stop. The attendant then helps the visitor determine whether they need short-term parking, longer-term parking, or would benefit from free valet service. The attendant then directs the visitor accordingly.Short-term parking is provided in the parking area on Lot 10 and allows the visitor to quickly park and easily exit. The valet service is provided in the porte-cochere located at the front of the building, also in the area of patient drop-off. Longer-term parking and valet parking occurs in the remainder of the parking lot under the direction of the parking lot attendant.The proposed plan is highly organized and has an efficient flow and provides a total of 125 parking spaces, 8 of which are specifically reserved for the Town of Vail Library use. These 8 spaces have been provided in the quickest and easiest spaces to access on the campus. In 2009, there were 107 VVMC parking spaces within the surface parking area on the VVMC campus (does not include the garage parking spaces). Additionally, there were 15 existing parking spaces reserved for the Town of Vail on Lot 10 (not included in the 107 space count). The landscape area within the surface parking area was 749 sq. ft. Snow storage was managed by VVMC utilizing hard surface areas for temporary snow storage.In 2009, VVMC obtained DRB approval to reconfigure the surface parking lot to obtain a total of 120 parking spaces. That was an increase of 13 parking spaces which could be used to offset any future parking needs within the facility. Additionally, there are 15 TOV parking spaces located on Lot 10 (not included in the 120 space count). Changes also resulted in a net increase in the landscape area for a net new area of 1,872 sq. ft. Snow storage management remained unchanged, though clearly there was a net reduction in snow storage needs. These changes were executed in the summer of 2010 and exist today. As documented above, the proposed plan will provide a total of 125 parking spaces, 8 of which will be reserved for Town of Vail use. The landscape area has been increased to 2,804 sq. ft. or by 932 sq. ft. over the current plan. Schedule and Staging:VVMC plans to implement this plan in the Spring of 2012. While a specific date has yet to be selected, the work will not be implemented during the July 4 holiday week when the Town’s structures are typically full. The work will be implemented in phases and patient access will be appropriately managed within the parking structure and at the front door. Employees will be required to park in our satellite facilities down valley and to take advantage of the free employee shuttles.
