CO 81657 Peak Civil Engineering, Inc. reviewed the groundwater well discharge plan proposed by Layton Construction (attached) and has the following recommendations: All dewatering /groundwater diversion flows (from 6 lines of wells at 12.2 cfs estimated total flow) from the Four Seasons project site should be placed into the Spraddle Creek storm sewer system which has adequate capacity for 100 -year storm events (See attached hydraulic grade lines). Existing storm inlets located on West Meadow Drive west of the upcoming 2006 Spraddle Creek 6x3 CBC project should not be used for the diversions. The existing 12" CMP storm sewer appears to be under -sized to handle 25 -year events (or less) per the 1992 Muller Engineering Streetscape Study. The attached calculation for the existing 12" CMP storm sewer shows that the full flow capacity is only 3.05 cfs, with 1.98 cfs and 1.65 cfs proposed from well line 2 and line 6 respectively. The 12" existing CMP would have 1.07 cfs and 1.4 cfs reserve capacities with either line 2 or line 6 discharges respectively. Small runoff events ( <10 -year) from the hydrologic basins (as defined by Muller Study) would quickly fill these reserve capacities and over - topping of West Meadow Drive would occur. The dewatering /groundwater diversion should be piped to the downstream end of the pending CBC project at the existing storm sewer vault (see attached exhibit) if the CBC project is not complete when discharges begin. The extra flows should not be passed through an active adjacent construction site and place more burden on Western Slope Utilities operations. Despite the existing twin Spraddle Creek CMP's poor condition under West Meadow Drive, additional capacity remains and these culverts would accommodate most events (with added dewatering) approaching the 100 -year storm probability of surcharge /damage to public and private property. At a previous meeting it was discussed that we would need an engineered analysis showing the following; - anticipated flow (gpm /cfs) - amount of flow going to Spraddle Creek and to the west Storm sewer - Hvdraulic analysis showing the additional flow dogs aot`sicLnnificantly minimize the exis inq ca acyt -+v.
