OK. A copy of the signed lease agreement will be required prior to any work within CDOT ROW. 2. OK. Please provide a copy of the extension of the utility permit by its expiration. 3. The dewatering plan shows the same volumes. Does this mean the handwritten volume notes are inaccurate in the original submittal? Please provide a new clean copy of the expected dewater flow rates. 4. The new calculations show significant ( -80 %) capacity loss in the 12" CMP due to the dewatering. This pipe is already undersized for the area. It not only takes a portion of the Four Seasons lot but also the Scorpio and Alphorn Lots, and a large portion of the municipal lots and the Frontage Rd. based on the information given the pipe either needs to be upsized prior to dewatering or the dewatering needs to go to Spraddle Creek. 5. OK. (see above) 6. OK. Please provide this information ASAP. The Town will be obtaining a third party review, the review is awaiting this additional information. 7. Is this e -mail the back -up for the HP Memo regarding settlement, or is there more to come. 8. The dewatering permit submitted is dated Nov 2005 and states it is good for one Quarter. It also addresses the old plan with settling ponds as well as a max discharge of 350 gpm. Please be advised that the Town will be obtaining a third party review once all the engineering data has been provided, we will need up to two weeks for review. 1. The Utility Permit notes that the dewatering work will be done under the lease agreement between CDOT and the developer. The agreement must be signed by both parties prior to starting any work within the CDOT ROW. 2. The Utility Permit expires 11/15/06, this will have to be extended to continue work. 3. Discharge lines #4 and #5 do not reflect the appropriate gpm on the plan view as compared to the handwritten volumes. 4. The Hydraulic analysis by PLC suggests that all dewatering should go to Spraddle Creek and shall not interfere with the replacement of Spraddle Creek culvert. Based on the analysis presented the Town agrees. The existing West Meadow storm sewer does not have sufficient capacity to allow for any additional flow. 5. The analysis by Alpine has a mathematical error in the Q12„ maximum capacity, it should be 2.45 cfs not 24.5 cfs, this will change the conclusion. 6. The engineered analysis needs to reflect all surrounding buildings not just the Scorpio Condominiums 7. Provide analysis with HP letter. The Town will be obtaining a third party review, the review is awaiting this additional information. 8. Provide a copy of the state dewatering permit, if it has not already been submitted. Fully executed CDOT Lease Agreement — The lease agreement has been transmitted to CDOT for signature. We will provide you a copy 'upon receipt 7. Provide back up to HP GeoTech's engineered analysis for Scorpio Condominiums — Per email correspondence with HP GeoTech, dated October 6, 2006, they assumed a compression percentage of 0.1 multiplied by an optimal 1� �\ drawdown depth of 40 feet. Due to the coarse granular nature of the subsoils, undisturbed sampling was not possible in order to produce a compression graph. I have attached this email correspondence for your review. 8. Provide copy of the state dewatering permit — A copy was provided with the G &E Permit booklet, behind tab: Ground Water Permit. The applicant agrees to investigate, handle respond to, and to provide defense for and defend against, any such liability, claims, or demands at the sole expense of the applicant. That the applicant agrees to maintain any landscaping associated with the encroachment on the right -of -way. 8. At this time the type of system proposed for this project is a reinforced shotcrete wall with soil nail anchors. Before our proposal is assembled, our engineers perform a complete design, including calculations, and quantities required. for the system that will be installed. The design approach includes interpreting data provided in the soil investigation, structural, civil, and architectural drawings, and utilizing one or more computer analysis programs. The programs used for this particular project include, Snail, this program is a soil nail wall design and analysis program developed by the California Department of Transportation. We have used this program on numerous successfully completed projects in the past and have found it to be an excellent method of designing reinforced soil -nail walls. We also utilize a program called Slope/W for additional slope stability analysis. This program is considered "state of the art" by most in the geotechnical field, and provides further confirmation of the design, and required safety factors. Additionally, this project has been designed and will be installed following criteria as out lined in the Federal Highway Administration Manual (FHWA) for soil -nail wall design and construction. Once construction plans have been completed, layout of the future structure and earth retention wall will be accomplished in the field. During this same time period utility locates will be performed to determine every utility that lies within our construction area. Page 2 Utility Conflicts Based on the utility locates, our field supervisor will then determine which utilities can be readily surveyed with accurate horizontal dimensions (tied to building grid layout) as well as vertical elevations. For any utilities, which this information cannot accurately be determined, potholing will be required. Potholing will be performed utilizing a vacuum method. This method is performed by pressured water and suction of materials, so no damage occurs to the utility. As each utility is located, location survey will be performed, again both horizontally and vertically tied to building grids. This procedure will be performed for all utilities with in our work area. This'survey information will be assembled by our supervisor and transmitted to Coggins and Sons staff engineer. The engineer will then cut cross - sections reflecting the relationship of the future soil nails and existing utilities. These cross sections will be "cut" as often as necessary to assure utilities will not be disturbed, interrupted or damaged. If, during the cross - section process it is determined that there is interference between soil - nails and utilities, our engineer will provide design modifications, which may include, adjustments in soil -nail elevation, location, or angle of inclination, to eliminate the conflict. The process described above has worked very well for Coggins and -Sons on ma proje rough out Colorado and the Rocky Mountain region, including the onnenalp and /One Willow Brie in the town of Vail.
