Dear Chris and Cheryl:
This letter serves as a summary of BCER Engineering's review of the Emergency Room Door Security
Remodel project compliance with the March 15, 2007 Life Safety Report for the VVMC. The design of
the current remodel project complies with this report with the following minor exception.
There is a dead-end corridor issue between Doors #4 and #2 in the waiting area lobby. The dead-end
created during a lock-down situation of the Emergency Department (ED) doors creates a dead-end
corridor that is 56 feet, four inches in length. This length exceeds the 50-foot maximum dead-end
corridor allowed for a Group B occupancy with fire sprinkler protection. BCER feels an equivalency to
allow this condition has been satisfied with the following design measures:
• The ED lock-downs will only occur after-hours (10:00 PM to 6:00 AM) and instances of an acute
threat to protect the ED staff from a physical, human threat.
• The lock-down condition of the doors will release upon a signal from the fire alarm system to
make all exits available during a fire emergency.

• A switch device will be in place at the constantly attended ED charge nurse station to provide a
means to activate an deactivate the doors that are in a lock-down state so they can be released
once security or the Vail Police have mitigated the incident. This way the lock-down can be
controlled by the ED charge nurse from a constantly attended location.
The west side of Door #2 will not have an exit sign overhead to avoid drawing a person to it for
exiting purposes. The west side of Door #2 will also have a sign with 4-inch tall letters in English
and Spanish stating, "Not an Exit". There will be a lit exit sign outside the elevatar entrance/exit
(just west of Door #2) directing exit flow to Door #4. Door #4 will be clearly marked as an exit
and will allow passage for people in the waiting area. Additionally, the end of the dead-end
condition only has offices with people who are familiar with the building and unlikely to be
trapped by a dead-end condition.
The 56-foot, 4-inch dead-end condition creates minimal risk to anyone and the counter measures to
overcome it by the design eliminate its life-safety hazards. The ED lock-down door remodeled project
meets the transition and future requirements of the Group B/M, 1 ST Floor level and in my opinion
provides a reasonable level of life safety for an overall mixed-use, Group B/M/I-2 building.
