i visited the site referenced above to observe the reinforcing steel recommended in the record from earlier today:
'2. Vertical wall steel was intended to be 66's at 48" on center lapping the 15 x 2' -6 x 6' dowels. Instead, the
dowels were installed as shown in the original cast-in -place concrete details, and the additional vertical bars were
omitted. This would stilt exceed the required minimum reinforcing steel, however the dowels are too short, and
do not extend into the .bond beam at the top of the wall. We recommend installing #5's x 2'-0 minimum vertical
at the top of the wall lapped with the existing dowels at 48'.'
The additional #5 bars appeared to be in place as described, and we believe that the foundation is structurally
complete.

According to Greg Denkla, Town of Vail building inspector, the masonry foundation wall was not
constructed as described in the record and detail dated 11/21/02. The following items shown in the
previously noted detail were changed:
1. The standard wire joint reinforcement at 16" was not installed. Instead, the wall was constructed
with (21145's continuous horizontal at the top and bottom of the wall, and (1145 was installed at
approximately mid - height. This exceeds the UBC requirements for horizontal steel and is an acceptable
substitution.
2. Vertical wall steel was intended to be #5's at 48" on center lapping the #5 x 2' -6 x 6" dowels.
Instead, the dowels were installed as shown in the original cast -in -place concrete details, and the
additional vertical bars were omitted. This would still exceed the required minimum reinforcing steel,
however the dowels are too short, and do not extend into the bond beam at the top of the wall. We
recommend installing #5's x 2'-0 minimum vertical at the top of the wall lapped with the existing dowels
at 48 ".
We have not visited the site to observe the wall steel as constructed. We are basing our
recommendations on the description by Greg Denkla of the Town of Vail and the contractor. If the wall
steel is not installed as described above, please contact us for further clarification.

Dear Property Owner(s),
A review of the Town of Vail Community Development files indicates that the permit listed above does
not show a record of any work performed in the last 180 days. The permit must show work
progressing within a 180 day period (an approved inspection must be completed) or an extension
must be applied for per the 2009 International Building Code, section 105.5. The last approved
inspection received on this permit was on 11/17/2005 and we do not show any record of an extension
request.
While contractors typically submit permit applications, property owners are ultimately responsible for
the permits on their property per the 2009 International Building Code, section 105.1.
I encourage you to call for a final inspection so we may close this permit out and ensure all life safety
components have been completed. Please contact us within 30 days as of the date of this letter to
schedule this inspection.
If we do not hear from you within 30 days, we will expire this permit. That means any future work you
are considering could not be applied for or approved until this expired permit is resolved. Further, it
may affect any future property sales should the prospective buyers research our records in
Community Development for this property before purchase. As you can see, it is desirable to finalize
the permit now so your property records with the Town of Vail are free of this outstanding issue and to
ensure life safety for the inhabitants.
