A. Unlaufirl deposits: Subject to subsection C thereof. it is unlauful for any person to litter,
track or deposit. or cause to be littered, tracked or deposited. sand, gravel, rocks, mud. dirt,
snow, ice, or any other debris or material upon any strcct, sidcwalk, allcy or public placc, or
any portion thereof.
B. Notice: Abatement: The Director of Public Works mav notif and require anv person who
violates or causes another to violatc thc provision of subsection A hereof. or who has in the
Director's employmcnt a person who violates or causes another to violate the same. top
remove such sand, gravel, rocks, mud. dirt. snow. ice or any other debris or material within
twenty tbur (24) hours after receipt of said noticc by ttre Director of Public Works. In the
event the person so notified does not comply with the notice within the period of time herein
specified, the Director of Public Works, or other authorized agcnt. may causc any such sand.

or alley at the expense ofthe notifiEd.
C. Exceptions: The provisions ofsubscction A hcrcofshall not be applicable:
l. Within the immediate area of any construction, maintenance or repair project of any
street or alley or of any water main, sewcr main, eloctricity linc, gas linc. tclephone line
or any appurtcnancc thereto:
2- To dcposits ofsand. dirt or materials necessary for the protection of the public safety; and
3. To public areas dcsignated for the dumping or depositing of said matenais
D. Summons, Penalty: As an alternative to the notice for removal provided in subsection B
above, any
perSOn who violates or causes another to violate the same. may be issued a summons to
appear before the Municipal Court ofthc Town for said violations, and upon being found
guilty ofa violation hereunder be punished as provided in Scction l-4-l of this code.
E. Noticc; Pcnalty: It is unlawful for any person to fail or refuse to comply with the notice of
the
Director of Public Works as provided in subscction B hcrcof, and any such pcrson shall, in
addition to payment of the expense of removal incurred by the Director of Public Works, as
provrded in subsection B hereof, upon being found guilty ofa violation hcrcunder, be
punishable as providcd in Section l-4-l ofthis Code. (1997 Code: Ordinance 5 (1979)

BUILDING PERMIT ISSUANCE TIME T'RAME
If this permit requires a Town of Vail Fire Department Approval, Engineer's (Public Works)
review and approval, a Planning Department review of Health Department review, and a review
by the Building Department, the estimated time for a total review may take as long as three (3)
weeks.
All commercial (large or small) and a.ll multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projocts should take a lesser amount of
time. However, if residential or smaller projects impact the various abovc mentioned
departrnents with regard to necessary review, these projects may also take the three (3) week
period.
Every attempt will be made by this deparhnent to expedite this permit as soon as possible.
I, the undersigned, understand the Plan Check procedure and time frame. I also understand that if
the permit is not picked up by the expiration date, that I must still pay the Plan Check Fee and
that if I fail to do so it may affect future permits that I apply for.

PUBLIC WORKS PERMIT PROCESS
How it relates to Buildine Permits
Fill out our check list provided with a Buildine Permit Application.
If yes was answered to any of the questions then a "Public Way" is required. You
can pick up an application at either Community Development, located at 75 South
Frontage Road or Public Works, located at 1309 Vail Valley Drive.
Notice sign offs for utility companies. All utilities must field verify (locate)
respective utilities prior to signing application. Some utility companies require up
to 48 hours notice to schedule a locate.
A construction traffic controVstaging plan must be prepared on a separate sheet of
paper. An approved site plan may also be used. This plan will show locations of
all traffic control devices (signs, cones, etc.) and the work zone, (area of
Construction, Staging, etc.). This plan will expire on November lst and will need
to be resubmitted for approval through the winter,
Sketch of work being performed must be submitted indicating dimensions (length,
width and depth of work). This may be drawn on the traffic control plan or a site
plan for the job.
Submit completed application to the Public Work's offrce for review. If required,
locates will be scheduled for the Town of Vail Electricians and Irigation crew.
The locates take place in the morning, but may require up to 48 hours to perform.
The Public Work's Construction Inspector will review the application and
approve or disapprove the permit. You will be contacted as to the status and any
requirements that may be needed. Most permits are released within 48 hours of
being received, but please allow up to one (l) week to process.
As soon as the permit is processed, a copy will be faxed to Community
Development allowing the "Building Permit" to be released. Please do not
confuse the "Public Way Permit" with a "Building Permit" which is to do work
on a project itself.
NOTE:
The above process is for work in a public way ONLY.
Public Way Permits wevalid only until November 15e.
A new Public Way Permit is required each year if work is not complete.

How it relates to Buildins Permits
Fill out our check list provided with a Building Permit Application.
If yes was answered to any of the questions then a "Public Way" is required. You
can pick up an application at either Community Development, located at 75 South
Frontage Road or Public Works, located at 1309 Vail Valley Drive.
Notice sign offs for utility companies. All utilities must field verify (locate)
respective ulilities prior to signing application. Some utility companies require up
to 48 hours notice to schedule a locate.
A construction trafiic control/staging plan must be prepared on a separate sheet of
paper. An approved site plan may also be used. This plan will show locations of
all traffic control devices (signs, cones, etc.) and the work zone, (area of
Constructiorl Staging, etc.). This plan will expire on November I st and will need
to be resubmitted for approval through the winter.
Sketch of work being performed must be submitted indicating dimensions (length,
width and depth of work). This may be drawn on the traffic control plan or a site
plan for the job.
Submit completed application to the Public Work's offtce for review, If required,
locates will be scheduled for the Town of Vail Electricians and Irrigation crew.
The locates take place in the morning, but may require up to 48 hours to perform.
The Public Work's Construction Inspector will review the application and
approve or disapprove the permit. You will be contacted as to the status and any
requirements that may be needed. Most permits are released within 48 hours of
being received, but please allow up to one (1) week to process.
As soon as the permit is processed, a copy will be faxed to Community
Development allowing the "Building Permit" to be released. Please do not
confuse the "Public Way Permit" with a "Building Permit" which is to do work
on a project itself.
NOTE:
The above process is for work in a public way ONLY.
Public Way Permits are valid only until November l5h.
A new Public Way Permit is required each year ifwork is not complete.

familiarity with the residence. In 1991, a new garage was added to the Stout
residence and a current regulation calculation was done for the GRFA. Please note

In addition to meeting submittal requirements, the applicant nust stake and tape the project site to indicate property lines, buildj,ng lines and building corners. AIl trees to be removed must be taped. A11 site tapings and staking must be completed prior to Lhe
DRB site visit. The applicant must ensure that staking
done during the winter is not buried by snow.
The review process for NEW BUILDINGS normally requires two separate meetings of the Design Review Board: a conceptual approval and a final approval . Applicants should plan on presenting their development proposal at a minimum of two meetings before obtaining final
approval .
Applicants who fail to appear before the Design Review Board on their scheduled meeting date and who have not asked in advance that discussion on their item be postponed, will have their items removed from the DRB docket until such time as the item has been republished.
The following items may, at the discretion of the zoning administrator, be approved by the Corununity Development Department staff (i.e. a formal hearing before the DRB may not be reguired):
a. Windows, skylights and similar exterior changes which do not alter the existing plane of the buil-ding,. and
b. Building addition proposals not visible from any other lot or public space. At the time such a proposal is submitted, applicants must include letters from adjacent property owners and,/or fron the agent for or manager of any adjacent
condominium association stating the association
approves of the addition.
If, a property is located in a rnapped hazard area (i.e.
snow avalanche, rockfa11, flood plain, debris flow,wetland, etc) r a hazard study must be submitted and the owner must sign an affidavit recognizing the hazard report prlor. to the issuance of a building pernit.Applicants are encouraged to check with a Town planner
prior to DRB application to determine the relationship of the property to all mapped hazards.
For all resldential construction:
a. Clearly indicate on the floor plans the inside faee of the exterior structura] walIs of the building; and b. fndicate with a dashed line on the site plan a four foot distance fron the exterior face of the buiJ.ding walls or supporting columns.

Dear Mr. Mc0omic:
In reviewing old building permit files, and attempting to close them out, staff discovered that
the above-referenced residence never received a final Certificate of Occupancy, receiving only
a Temporary Certificate of Occupancy (TCO). Since no landscape inspection request was
ever made, the Town could not release a final Certificate of Occupancy. Due to the extended
period of time from when the TCO was originally issued, the staff believes it is now
reasonable to issue a final Certificate of Occupancy for the residence.
Staff would like to let you know that any future property improvements will require review of
the existing landscaping, and additional improvements may be required as a condition of
approval.

As requested, a representative of this office was at the
above referenced site to observe the subsurface conditions
eneountered in the foundation excavation. A garage addition was
being constructed with the excavation for the foundation
exbending approximately 4 feet below the existing grade. The
garage will have a slab on grade approximately 4 feet above Lhe
foot ings -
Water was infiltrating the footi,ng excavat,ion in the
southwest corner- The contractor had placed a pump in an
attempt to dewater the. excavation- The subgrade was softenecl cltre
to saturation approximately 10 feet al-onEi the south wa-ll and 6
feet along the west walf- ln this area, approximately 6 lnches
of unstable muck covered firmer underlying soils-
We recommend that you over-excavate the wet unstable areaE
aL l-east one foot under the footings or to firm soil-s, which ever:
is greater. Replace the over-excavated soil with washer:l roch (2
to B inch size,\ and conrpact - 'Ihe washed rock should be wrapped
with a geotext.ile filter fabric (Mirafi 14O-N) to prevent a
migration of fines from the surrounding soils. We recommencl lhal
you contiuue to dewater the excavation with the pump for twc' days
after concrete i-e placed-
