elevation drawings shall be provided on the plan or separate sheet. Stamped engineering

Scale of 1" = 20'or larger
Landscape plan must be drawn at the same scale as the site plan.
Location of existing trees, 4" diameter or larger. Indicate trees to remain, to be relocated

the strand is not being affected by the proposed improvements and grading.
Indicate all existing ground cover and shrubs.
Detailed legend, listing the type and size (caliper for deciduous trees, height for conifers, gallon

When combined with any boiler, the Phase Itr@
. R and HL series indirect water heaters provide
the most efficient hot water heating systems avail-I able today. Phase IIIo's advanced technological
design feaurcs two concentric tanks: an inner
tank, constnrcrcd of lfi)% high quality stainless
steel, contains domestic water and 41 gg[s1 tank,
constructed of durable carbon steel, contains boil-
er water. Water in the inner tank is heated indi-
rectly by circulating hot water in the outer tank
from the boiler.
The unique sunounding heat exchanger provides a
much morc even distribution of heat as compared
to a coil type heat excbanger.
Indirect water heaters with coils are more suscepti-
ble to isolated cold spots in the domestic hot warer
,l d which can lead to bacteria growth. Coil heat
,. I exchangers are also more suscepible to liming.

Proven (ast lron Construction
Burnham's Series 88 boiler is
constructed witl durable cast
iron sections. The pinned heating
surface of these sections along
with the vertical flue design
extracts maximum heat while
maintaining low draft losses.
This results in higher effrciencies
and lower fuel costs.
Each section is joined with
quality cast iron nipples which
increase the longevity of the
boiler by resisting petroleum-
based chemicals, including
antifreeze which can deteriorate
the gaskets used in some
competitor's boilers. Ilme-proven
cast iron nipples last the life of
the boiler. They expand and
confract along with the sections
they join enzuring the integrity
of tlte entire section assembly.

Every Series 88 boiler is built
with a patented mst saving
feature called an Eliminaireo.
This built-in air eliminalor, cast
into the left-end section, diverts
air bubbles into a tapping piped
to the expansion tank. Therefore,

The aluminized steel burners
are desiened and precision-tuned

Modular or Hultiple
ASME Section IV differentiates
between modular and multiple
boiler installations. According to
ASME, a modular boiler system
consists of indMdual modules
with a maximum input of 40O
MBH each. Each module is to be
equipped with a pressure tem-
perature gauge, temperature limit
control, safety reliefvalve and
drain valve. The modules are to
be manifolded together on site

The Series 88 is available as a packaged or knockdown unit. Packaged units are shipped packaged and
wired. The relief valve, pressure temperature gauge, boiler drain valve, drafthood and LWCO (when fur-
nished) are shipped in separate cartons. The knockdown units are shipped with sections assembled and
mounted on the base with manifold and burners installed. Controls, trim, jacket and vent damper (when
furnished) are shipped separately.

on eL Friday evening sometime during the Fall of I98l-. It
was at this time that I discovered that the landscaping plan had not been addressed and a final Certificate of
Occupancy could not be granted-
In the Spring of J-982 I met with Peter Patten and came up
with a landscape plan that wou1d not only enhance the property, but satj-sfy the neighborhood. This landscape plan was completed j-n the Fafl of 1983.
I have no problem with you conducting an inspection of the East Vai-I Fire SLat ion at any t ime, I woul-d I ike to clear up this matter as soon as possi-bl-e.

Dear Steve,
The Electrical Inspector made an inspection on Tuesday,
January 27th, 1981, and informed us that we must use metal
conduit for electrlcal wiring in the ceiling of the Truck
Bays in the East Vail Fire Station.
I don't think the Inspector understood that both the area
separation and the occupancy separation between the
(B2) truck bays and the residential (R1 ) section of the
building is actually the one hour dry wa1l assembly.
Any electrical wiring above the dry wal1 ceiling assembly
would be in the residential section of the building. (See
attached drawing) IVe feel the existing situation is permissible by the code. Thank you for the consideration
in this matter.

A PUBLIC USE DISTRICT (PUD)
A proposal for an upgrading of the Vail Fire District's facilities in Bighorn
inltuhing office and residentja'l space was tabledby the applicant at the
0ctober 22, lglg Planning and Environmental Cormiss'ion meet'ing. A revised
proposa'l has now been submitted.
The PUD Zone District's deve'l opment standards are to be set for each project
by the PEC prior to acting on an app'l ication for a conditiona'l .use-permit.
Tire developinent standards-include iot area, setbacks, hejght, density control ,
site coverage and 'l andscaping and site developrnnt. Qff-street parking
requirements are also to be set by PEC.
Ifj*ea- the proposal as presented is adequate in the above devel.opment
standards, they may aiopi it as pi'oposed. If you vlish to set other standards'
that can be doire nbw and a redesign to those standards wou'l d be required.
SITE PLAN
The proposal includes a new doub'l e-'bay facility for fire vehic'les' an office'
s'ix ioriritory-type units for Fire District trainees (wjth associated cooking
and living flcit'ities), a two-bedroom apartment and a three bedroom apartment..
Ten park'iig spaces for the residents are proposed to the south of the,apartments
accelsed by a'driveway looping in from the far easternportion of the lot.
The questiont of how many residentia'l units to allow on the site arose and a
temporary mutual agreement between the Town and the Fire District was arrived
at ind i! reflected in the proposal. The PEC has the discretion to set the
density control on the property.

COMMENTS AND RECOMMENDATION
The residential spaces should not be increased above what is proposed. lJe stil'l have a concern with the siting of the driveway on the east because it
appears from site inspection that a considerab'l e nurber of trees would have to be
taken out near the four existing p'ines. Placing the offi'ce space el sewhere could
solve the problem by a1 lowing the bags to be moved 45 feet to the west and the
driveway could come to the west of the existing vegetation.
As requested by the owner of a new duplex under construction on the'l of to
the east, the impacts of the parking lot should be minimized to whatever
extent possible. A "beefing-up" of the 'landscaping proposed on the east of
the parking lot should be incorporated. Trees should be Spruce with possibly
a berm in that area a'l so. A similar treatment should be looked at for the
west sjde of the 'l ot to nnke sure the existing residence on that sjde is not
adversely affected.
Thus, we recommend approval of the uses and development standards proposed but
fee'l the westward movement of the driveway should be investigated a'l ong with a
heavier screening of the parking area. A final recommendation is that the
structure should be residential in appearance. l,le feel these issues can be
addressed at Design Review Board stage in the form of conditions for approval .

1. ) Approval of Minutes of 4-28-80 Meeting.
Sandy Mi11s said she had a question about the llest Vail Common
recommendations. Peter said the minutes did not have to be changed
but that he would include Sandy's comments regarding following the
Town's parking regulations in his memo to tbe County.
' Sandy Mi11s made a motion to approve the above minutes. Ed Drager
seconded the motion. The vote was unanimous with the exseption of
Gerry lfhite who abstained as he was not at the meeting.
2.) Approval of modification of Flood Plain on Lot 9, Block 3,, Vail Vrllage Ilth Filing..-(-' Bill Pierce, architect on the above project, asked to postpone this ' item until later in the meeting as he was expecting Stan'Bernsteint

3. ) Conditional Use Permit to al1ow expansion of Bighorn Fire Station
on Lot 15, Bighorn Subdivision.
Peter gave the Staff Recommendation and conditions. Bill Pierce made
the presentation. He said they are trying to keep the proiect residential
ln character. It iscertainly less GRFA than a duplex. The height is
not higher than duplexes. They did not want it to look like a government
or institutional type building.
Dan Corcoran asked why the glass doors had been used. Bill and
Gordie said merely so that people know it is the fire station. Dan
asked if they could be eliminated or was there another reason.
Gordie said they do provide light in the bays. Dan said he stil1
feels it fits in except fon the glass. doors
Gerry asked if there had been any comments from the neighbors. Peter
and Bill said they had both talked with the owner of the Wherry/Clausing
Duplex. Bill said they had tried to meet all his concerns regarding
blending and screening with landscaping.

sandy Mills asked about the use of the domitory rooms. Gordle explained
that they are going to have a program utilizing some students and there
wilL be one professional person s[pervisor on cluty at all tines also'
These people will be using the dormitory accommodations'
Sandy asked who will be the people living in the, apartments' .Gordie
said the apartmeni"-u"" tor peopfe workiig for the Fire District. They
are trying to compiy with tnl t-own wishes to provide employee housing
in any new Town f-u"ifit1".. They are losing good employees because they
can,t afford to live here and the Town will have the advantage that
they are protessi-nal firefighters and would be able to assist in an
"t"ig..r"y if needed because of their close proximity'
sandy asked if 10 parking spaces are enough. Gordie said they feel
it is because theytcan limit the students cars if necessary.
Bill Pierce said there is a change in the p1T: as submitted' Gordie
explained that originally they were thinking of doing three apartments
but the staff was iot in'favor of that because of the zoning
so they presented plans for one three bedroom and one two bedroom apart-
ments. Howeverr-ti; Tire Board doesn't like those plans and asked them
to change the plans to one-two bedroom and two-one bedroom apartments'
Gordie said they feel that if they have- a three bedroom apartment ' it
will be rented by three firemen wLo work together all day'and that is
just not a good Lituation where people work together all day and then
have to live together the rest of the day. They need some privacy

make findings as listed on page 477 of the Zoning ordinance-in-section
l-8.60.060. SanOy-trlifls said lhe would amend her motion to include

that her parents own the house next to this 1ot and since they could

Mrs. Anderson said their attorney said the Town would be liable

the existing grade.
Mrs. Anderson said she feels it is a very severe thing to mess
with the flood pIain. Things like this should be left natural .

and Hydro Triad is the professional who said the alteration is.okay.
Sandy Mi11s said that Stan new what the fLood plain was when he
bought the lot. She doesn't feel it should be possible for people
to buy a 1ot and then get it engineered to do whatever they want
with it.
Jim Rubin said when the Hazard regulations were adopted three years
ago, there was a provislon for amending flood plain etc.
Drager said if the map is correct, Mrs. Anderson's parents are better
. off with the modification. He also said the.Hazard Ordinances were
passed to a11ow modification wl-th engineering e><pertise.
Gerry White said we are not only dealing with hazards here, we are
also dealing with view corrldors, aethestics etc
Jim Rubin mentioned that both neighbors had already built before
the flood plain map was done.
Gerry White said he was concerned with setting precedents in moving
in fil-1 and changing flood plains.
There was a question 'about the sea wa1l. Bill Pierce showed the
p1-ans. Most of the board agreed it is not a sea wa1I.
Ed Drager made a motj-on to approve the modiflcation of the f'lood Plain

o -Hyciro Triad and Kent Rose. Dan Coreoran seconded the motion.
.' Mrs. Anderson asked to speak again. She said she could see what
was happening and would like to bring up some other details about
the aethestics of this project. She said it is just not pleasing.
She was not going to bring it up here, she thought it was for DRB
but since Gerry brought it up, she would like to say that it will
block her parent t s view of the ice fa11s and the climbers that climb
them each year. This whole plan is just not pleasing to then.
Gerry White said he would l-ike to withdraw a little of what he previously said. In looking at the p1ans, he sees it differently.
Jim Rubin said this would have to go back to DRB and that would
be a more appropriate place to bring up the aethestics.
Gerry White called for a Vote on the motion. The vote was three
to one with Sandy Mills voting against approval . She said sbe
felt an attempt should be made to put the house on the existing
Iot north of the 100 year flood plain.
Cathie asked if Bill Pierce will bring this to DRB on the 21st
and he said no.

5.)Continuation of Public Hearing for the consideration of Vail

Core I and II.
The Board discussed the ordinances. The Board wanted the word "within"
added to the time deadlines. They felt the time procedures should be
maximums. That is if projects eame in well in advance of the deadline
it could be approved when brought in and not have to wait until the
specified time. Dan Corqoran made a motion to approve the Zoning
Changes as revised and presented. Ed Drager seconded the motion.
The vote was unanimous.
The Architectural Guidelines, now call Design Considerations, rlere
discussed. Jim Rubin explained that the staf.f has met with a large
group of architects to discuss these. John Perkins arranged the
meeting and there was a good turnout. Jim explained that John was
at a County meeting today and unable to be here. After the meeting
with the architects, Jeff Winston revised and renamed the guidelines
and Jim delivered copies to all those architects who had attended the
meeting and held another meeting last Friday. Only four architects
came that time.
Sandy Mills said she thinks it is good if they didnrt come back to 'object
Dan Corcoran asked if all the things the board had said in their
meetings and all the comments from the architects have now been
incorporated in the document. Jim Rubin said they had.

Design Considerations dated 5-6-80 and the Vail Lionshead Urban
Design Considerations dated 4-4-80 to the Council. Ed Drager
seconded the motion. The vote was unanimous.
