Gentlemen:
As requested byyour Mr. Eric Johnson, the undersigned conducted an engineering gee
logic reconnaissance of the lsaacs property and vicinity, in East Vail, colorado. The
property, at 3996 Lupine Drive, is Lot 8, Block 2 of the Bighom second Addition (NEl/4
sEl /4 NE'l /4 sec. 'l 1, T. 5 s., R. 80 w.). That lot lies on the floor of the northwest.
trending Gore Creek Valley between Lupine Drive and the southwestern bank ofthe creek
about 4 miles east-southeast of the town of Vail and across the floor of the valley from
lnterstate l-70, in Eagle County. The ground slopes very gently from Lupine Drive to Gore
creek, which has incised a channel about 4 to 5 feet deep and about 2 5 feet wide. I
understand that a recreation room is to be constructed above the garage of Unit A of this
duplex unit. The ground around the duplex would not be disturbed by additional cuts or fills;
and the ground water regime, consequently, would not be disturbed by this planned
construction.
The ground upslope from the property and Lupine Drive curves gently upward in
transition from the valley floor to the steeply inclined southwestern slope of the valley,
and rises to two bluffs of bedrock, one about 200 feet in elevation above the valley floor, the
other about 400 feet in elevation above the valley floor. That slope crests about Z 5 00 feet
above the valley ffoor about a mile to the southwe$.
My objectives have been l.) to generally outline geologic conditions pertinent to the
property; 2.) to evaluate the probable impact of those conditions on the planned construc-
tion; and 3.) conversely, to assess the probable impact of the planned construction activities

on the natural geologic conditions, with particular reference to geologic hazards such as
landslides, debris flows, avalanches, and rock falls.
Sedimentary rock strata of the Pennsylvannian-age (about 280 to 320 million years
ago) Minturn Formation constitute bedrock beneath the floor of the valley and its south-
western slope. These strata include sandstone, siltstone, and shale mainly, but also a few
thin to thick limestone beds. The strata appear to strike eastward and to dip a few degrees
southward, thus into the ridge slope. The lsaacs property, at about El. g4oo feet, lies on the
floor of the valley. The ridge peaks at about El. I 'l ,O2O feet about a mile to the southwest.
thus the ridge slope averages about 2:,|. That average is somewhat deceptive, however,
because the slope above the property is disrupted by 3 near-vertical bluffs of bedrock about
200 feet, 400 feet and 2000 feet in elevation above the property. The lowest bluff is about
20 to 30 feet high, the middle bluff is about 60 to 75 feet high, and the upper bluff appears
to be about 50 feet high. Otherwise, the bedrock units are blanketed by residual soils and
soils derived as slopewash and debris flows estimated to range from a few inches to several
tens of feet thick. The soils support a dense growth of aspen from the ffoor of the valley up
to the first rock-faced bluff, but primarily evergreens above that first bluff. These bluffs
are faced by thick to very thick-bedded, fine to coarse-grained arkosic sandstones separated
by seams and thin beds of sandy shale. Several boulders with maximum exposed dimensions
on the order of 5 to 8 feet are scattered on the slopewash apron below the lowermost bluff.
They are partly buried in the soils. Most of these are composed either of limestone or of
sandstone, thus were derived locally, but a few are composed of granitic rock, thus are
erratics. That is to say, they were dropped from one or more of the glaciers that occupied
the Gore creek Valley during the 2 million year long lce-Age, which ended in the valley
about l0,000years ago.
Two potential geologic hazards are evident on and upslope from the lsaacs property, The
duplex occupies a sector of 2 coalesced debris fans near their downslope terminus, and the
blocks of sandstone strewn across that fan and the adjacent slopewash and residual soils,
which together form a topographic apron down slope from the lowermost rock bluff,
evidence a rock-fall hazard. The risk associated with either hazard has Z components: the
recurrence rate (that is, how often the event occurs) and the magnitude of the occurrence.
Either component can be evaluated and estimated only in empirical terms- low, medium,
and high-because the state of the engineering geologic practice does not permit a quantified,
objective analysis, only an empirical, subjective assessment based on the geologist's
education and experience.
The 2 coalesced debris fans debouched from two ravines, both immediately to the east of

the propety. The ravine farthest away (about 500 feet, as measured along the valley
slope) is a few tens of feet deep and quite narrow, and heads about 1400 feet in elevation
above the floor of the valley. The closer ravine (about 200 feet away, as measured along the
valley slope) is quite shallow and heads in the lowermost rock bluff only about 200 feet in
elevation upslope from the valley floor. Both ravines have densely forested side slopes; and
the coalesced debris fans, aggregating about 900 feet wide across the toe, simila4y are
densely forested. Some of the trees are as much as 18 inches to 2 feet in diameter, thus the
most recent debris flow event of significant size appears to have been no earlier than
several hundred years ago and may have occurred many hundred to several thousand years
ago. In fact, significant debris flow activity for both appears to be essentially precluded by
the dense vegetation that covers the slopes from which the rock debris would be derived
during any intense rainfall or snowmelt. Consequently, I believe the risk of a debris flow
debouching from either ravine to be low, and the risk of a recurrence of a debris flow large
enough to damage the lsaacs property to be low likewise. Water carrying a small amount of
rock debris, however, probably is at least an annual event, and probably an event repeated
several times a year. For those, the water would be the problem, not the rock debris they
carry. More importantly, a debris flow debouching from either ravine would be blocked in
its path to the duplex on the lsaacs property by the duplexes occupying the properties
immediately across Lupine Drive (that is to say, those buildings designated as 39gg and
3996 Lupine Drive).
The eastern of the two ravines in times past may have served as an avalanche route, but
that route, as noted above, is now nanowed and largely blocked by trees that would tend to
retard or even capture an avalanche. In any event, the duplex structures across Lupine
Drive from the lsaacs property should effectively block an avalanche that issued from that
ravine, along with any air blast that might be generated by the avalanche. consequently, the
avalanche risk peftinent to the lsaacs duplex is assessed to be low.
The recurrence time for rock-falls from any of the 3 rock-faced bluffs that overlook the
property appears to be long. No fresh scars evidencing recent detachments of rock from the
two lower bluffs were observed , and all of the large blocks on the soil aprons below are
buried at least several feet, thus settled at their sites a long time ago. still, some of the
layers of rock on the face of the middle bluff have been undercut by the loss of some of the
rock below, and are cantilevered out of the bluff fuce.
ln any event, cobbles and small boulders of rock that might fall from either rock-faced
bluff should be trapped by the trees and dense brush on the slope below the outcrops. onry
very large rock blocks might be able to crash through those vegetation bariers to reach the
valley floor. Those would be prevented from reaching the lsaacs property by the duplex

structures across the street unless they passed through the nanow space separating the two
buildings. The chance of that happening is assessed to be low. The risk of a large block of
rock derived from the two lower bluffs reaching the lsaacs property, I conclude, is no more
than low for the life of the lsaacs duplex. The uppermost rock bluff, almost a mile from the
property, is too far removed geographically to constitute a realistic source of rock-falls
that could reach the bottom of the valley through almost a mile of dense forest. Only a rock
mass of truly catastrophic size could reach the duplex on the lsaac property, and the risk of
such an event, I believe, is very small.
Otherwise, geologic conditions pertinent to the lsaacs property appear to be benign. The
aspen-forested slope to the base ofthe lower bluff above the property appears to be free of
landslides, and the ground between the lower and middle bluff and above that middle bluff is
densely forested with evergreens, thus unlikely to be unstable (unless disturbed) or to
harbor existing landslides.
So long as the natural ground stability is not significantly disturbed by large cuts or
fills, or impoundments of natural drainage--and these are not planned as a part of, or likely
to result from the addition of the planned recreation room above the garage--the planned
construction activity should have no impact on site geologic conditions on this or the
neighboring properties, and could not generate any new geologic hazards or rngger any
existing hazards. Consequently, that building activity, in my opinion, will not increase the
geology-related hazard to other properties or structures, or to public buildlngs, roads,
streets, rights-of-way, easements, utilities, or facilities.
