RE: Boehland/Breeden duplex (3966 Lupine Dr.) - avalanche & rockfall exposure

As you know, I completed a site inspection of the abov+referenced propedy in Vail on
July 20, 2006 to assess the hazard, evaluate mit(lation cunently in place and consider
appropriate mitigation forthe proposed remodel. My concfusions foflow.
1. Hazard- As shown on Town of Vail maps and evaluated in a study I prepared for
Duane Piper in 1993 this duplex can be reached by avalanches (snow or debris
avalanches) and rockfalland requires mitigation to protecl the struc{ure and/or
occupants. Avalanchec begin on steep slopes below a prominenl limestone cliff
about 400 feet above the site and may consist of dry or wet snow and entrained
debris. These can reach the duplex and can prodqce structuraldamage
including broken windows and doors andlor ruptured walls. Rockfall can also
begin in the limestone cliff, reach the duplex and cause damage.
2. Cune.nt M'figation -Structural mitigation I recommended in my 1993 study is not
currently in place. A catching berm above the building does not exlsl; alternately,
rocKall 'Gabion' baskets against the back stem walls are not continuous over the
struc1ure, are not sufftciently high or are broken. The open decks on the back of
the duplex may not require mitigation by the Town of Vail because they are not
internal living space however the back walls are also exposed to the hazards.
3. Mitiqation for the Prooosed Remodql -- I have reviewed site plans prepared for
you on'8-30-05" and discussed these planswith you on site lastweek. When
this remodel is done I recommend appropriate mitigation be built. Thiswill
require a site-specific evaluataon of the finat plans. A new site visitwill probably
not be required.

Certificate of dedication and ownership. Should the cerLificate of dedication and ownership provide for a dedication of land or improvements to the public, al-I beneficiaries of deeds of trust
and mortgage holders on said real property will be required to sign the certificate of dedicatj-on and
ownership in addition to the fee simple owner thereof.

APPROVAL PROCESS, REVIEW CRITERIA
Upon receiwing two copies of a complete submittal along with
payment of the appropriate fee. the zoning administrator sha1l route one copy of the site map to the town engineer for his review. The zoning administrator sha1l then conduct this review concurrently. The town engineer shal-l review
t.he submittal and return comments and notifications to the zoning administrator who shall transmit the approval,
disapproval or approval with modifications of the plat
within fourteen days to the applicant. The zoning adninistrator shall sign t.he plat if approved or require modifications on t.he plat for approval or deny approval due

1 OBJECTIVES AND LIMITATIONS
This report has the following objectives:
a. Calculation of snow (and debris) avalanche dynamics;
b. Specification of avalanche mitigation wall surface areas and strength
requirements;
c. Calculation of rockfall velocities, energies, and bounce heights;
d. Specification of rockfall defense parameters.
The report also has the following limitations which must be understood by all those using the
results:
a. The avalanche and rockfall defense parameters depend critically on building
positions and orientations as specified in the Piper/Architects drawings of May,
L992. Changes to these specifications may invalidate the conclusions of this
report.
b, Avalanche and rockfall dynamics have been computed using the best
currently-available methods and procedures, however future changes or
. observations may modify the results slightly.
c. There exists sorne small (but statistically undefinable) probability that
avalanche and rockfall events may exceed the size and energy of those
assumed in design and damage to the structure could occug.
d. There exists some srnall probability that persons near but outside of the
structure will be injured or kitled by rockfall or avalanches.
2 SNOW (AND DEBRTS) AVAI-ANCHES
Snow avalanches originate primarily below the prominent limestone cliffs approximately 400
feet above the building site, Small volumes of 'snow may also fall civer the cliffs and initiate
motion on the slopes below. Snow avalanches may consist primarily of dry snow with a
minor debris component or may consist of wet snow with considerable entrained soil and
vegetative debris. The dry-snow avalanches, because of higher velocity, will extend to
Lupine Drive approximately 100-120 feet north of the proposed uphill building walls during
desigrr-magnitude (100-year) conditions; in contrast, the wet (debris) avalanches will stop as
soon ab moderate-gradient slopes are encountered, approximately 60-80 feet south of Lupine
Drive. Both types of avalanches will produce similar impact loads on building surfaces and
require similar mitigation design.
Design avalanche velocities and impact-pressure potentials on flat surfaces have been
computed utilizing the following steps:
a. The maximum avalanche runout distance, or stopping position was assumed
to be at Lupine Drive. This assumption is consistent with observation of
extreme avalanches in similar terrain throughout the Colorado snow climate.
b. Avalanche velocity, flow-thickness, and impact-pressure distributions were
computed using a stochastic avalanche-dynamics model that simulates
avalanche motion as a "flow" of discrete particles on the avalanche centerline.
Details of the avalanche-dynamics model output are contained in Appendix "A," avalanche
loading parameters (flow thickness, normal impact pressure, and velocity) are contained in
Appendix "B."
3 AVAIANCIIE LOADS AND CLIMBING IMIGHTS
Avalanche impact loads and climbing heights are shown on Figures L an.d2 and Table 1..,

The following additional points must be considered when using the above criteria in design:
a. Tree trunks and rocks entrained into the flow of wet-snow avalanches may
produce point loads exceeding those specified in Table 1, perhaps by a factor
of 2 or 3. These point loads will act over surface areas of 1ft2 or less.
b. An impact-loading factor may be required to determine the strains induced
in structures by the above loads, The requirement for an impact-loading factor
can be determined by the structural engineer or architect by using the graphs
contained in Appendix "B."
c. A deck will project to the south of the structure in the vicinity of walls A,
B, and C. The uplift force on the bottom of the deck surface is equivalent to
the normal impact pressure at the same height above ground level and can be
determined from Fieure 2 and Table L.
4 ROCKFALL
Rockfall begins within and immediately below the limestone cliffs some 400 feet above the
building site. Although major rockfalls are infrequent at this location, a field inyestigation
indicated that loose rocks are located within the cliffs and on the steep slope below the cliff.
A 2-foot diameter, "spherical" rock was used in computations of a desigrr rockfall event. The
Colorado Rockfall Simulation Program (CRSP) was uged to compute rockfall velocities and
bounce heights at the proposed building location. Slope steepness, roughness, and hardness
was surveyed in the field to provide input for use in the program.
Details of the CRSP output are given in Appendix "C" at the end of this report. When 100
simulated, 2-foot diameter rockfalls were started at the cliff, 54 reached the site; 46 stopped
above the site. The extreme rockfall "runout distance" extended to the ditch on the south side
of Lupine Drive.
5 ROCKFALL MITIGATION
5.L Protection of 'the building
Rockfall mitigation consists of'"gabion" baskets or similar energy-absorbing barrien designed
to stop rocks with velocities, bounce heights, and energies as specified in Table 2. These
energy.-absorbing barriers should be located on walls "A," "B," "C," and "D" indicated in
Figure .1. The values in Table 2 are 90 percent exceedence probability (P*) values. Thus a
10 percent chance exists that the design, 2-foot diameter, 691-pound rock will exceed these
bounce heights and velocities. The Pro-values, however, dre identical to those used in design
at other Vail locations, and is, in my opinion, sufficiently conservative.

5.2 Anti-deflection barrier
An rock-carth berm should be located on the east side of the building, with the base of the
berm at the 8,393-foot contour (Figure 1). Ttris berm, which is intended to act as an "anti-
deflection barrier is shown in cross section in Figure 3. This will prevent 86 percent of the
design rocks from rolling onto adjacent propefty and will decrease the probability of natural
rockfall from reaching adjacent Prupertv (Section 6).

6 COMPLIANCE WITH VAIL FIAZARD ORDTNANCE
This study concludes that snow and debris-avalanche hazard and rockfall hazard (a) exists,
(b) can be mitigated, and (c) can be desigrred so that it will not increase the hazard on
adjacent public or private propefiy. Specifically, the mitigation can be designed to be fully in
conformance with Town of Vail H"zard Regulations (paragraph 18.69.052 tC] tb]).

This project will reguire a site improvement survey. Such survey
shall be subnitted and approved prior to request for frame
inspection.
All crawl spaces within the Town of VaiI are limited to a earth to
structural floor ceiling height of 5', be earth floor on1y, be
ventiLated as per UBC 251-6 (c) 5 with minimum access as per UBC
25!5(c)2 and maximum access of 9 sq. ft.
Any building site with a slope of 30 degrees or more shall require an
engj.neer design. Such design shall address drainage, soil retainage,
and structural design.
Excavation below slabs on qrade shall not be permitted without prior
approval .
Address numbers shall be posted plainly visible and legible from the
street.
For ML Occupancy
Slope garage floor to allow for drainage to outside or provide a
fl-oor drain with with sand and oil int.erceptor to dry well or to sewer. Any garage floor drain connected to sewer must be appproved
by Upper Eagle Valley Water & Sanitation District.

I understand that there is some question about the structure of the box bays and
dormers of the east unit of the subject duplex.
Using a live load of 85# and a dead of 15#, I've calculated the roof load to be
1,530# as a point load from the lX 12 ridge to the cent€r of the box bay. The end
reaction is 765# each side.
I'm using a suspension type framing that relies upon the rafter tails (3-2X12 s) as
the structural member. The connection is tension with FHA straps. I've ftgured the
sfiaps as 20 guX 12 nailing length. The load allowable for this configuration is
780ift. My last inspection wils on Sunday, 3nD3. At that time the FHA straps
w€re not in place but on Monday, Tim Olson assured me that they were installed as
per my sketch and our conv€rsation.
Additionally, I'm getting some benefit from a solid contact and nailing of the side
walls of the bay. I just can't put a figure to this detail ttrerefue, it is figured as

3. If a utility company has concerns with the
proposed construction, the utility representative

form that there is a problem which needs to be
resofved. If the issue is relatively complicated,
it should be spelled out in detail in an attached
letter to the Town of Vail. However, pJ-ease keep
in mind that it is the responsibility of the
utitity company and owner to resolve identified

4. If the utility verification form has signatures
from each of the utility companies, and no
comments are made directly on the form, the Town
will presume that there are no problems and that
the develoPment can Proceed.
5. These verifications do not relieve the contractor
of his responsibility to obtain a street cut
permit from the Town of VaiI, Department of Public
Works and to obtain utifitv focations before
diqqinq in any public right-of-way or easement in
the Town of Vail. A buildinq permit is not a
street cut permit. A sLreet cut permit must be
obtained seParatelY.
