BUILDING PERMIT ISSUANCE TIME FRAME
If this permit requires a Town of Vail Fire Department Approval, Engineer's (Public Works)
review and approval, a Planning Department review or Health Department review, and a review
by the Building Depaftment, the estimated time for a total review will take as long as three (3)
weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser amount
of time. However, if residential or smaller projects impact the various above mentioned
departments with regard to necessary review, these projects may also take three (3) weeks to
review and approve.
Every attempt will be made by this department to expedite this permit as soon as possible.

that if the permit is not picked up by the expiration date, that I must still pay the plan check fee

PUBLIC WORKS AND THE PUBLIC WAY PERMIT PROCESS
How it relates to liuilding Pcrmits:
Fill out the attached check list with the Building Permit Application.
If yes was answered to any of the questions then a "Public Way" permit is required. You
can pick up an application at either Community Development, located at 75 South Frontage
Road or Public Works. located at 1309 Elkhorn Drive.
i Notice sign-offs for utility companies. ALL utilities must field verifl7 (locate) respective
utilities prior to signing application. Some utility companies require up to 48 hours notice to
schedule a locate.
A construction traffic control/staging plan must be prepared on a separate sheet of paper.
An approved site plan may also be used. This plan will show locations of all traffic control
devices (signs, cones, etc.) and the work zone, (area of construction, staging, etc.). This
plan will expire on November lst and will need to be resubmitted for consideration for
approval through the winter, Be aware that your resubmission for winter may be denied
depending on the location of construction.
Sketch of work being performed must be submitted indicating dimensions (length, width
and depth of work). This may be drawn on the traffic control plan or a site plan for the job.
Submit completed application to the Public Work's offlce for review, If required, locates will
be scheduled for the Town of Vail electricians and irrigation crew. The locates take place in
the morning, but may require up to 48 hours to perform.
The Public Work's Construction Inspector will review the application and approve or deny
the permit. You will be contacted as to the status and any requirements that may be
needed. Most permits are released within 48 hours of being received, but please allow up
to one (1) week to process.
As soon as the permit is approved, the Building Department will be notified, allowing the
"Building Permit" to be released. Please do not confuse the "Public Way Permit" with a
"Building Permit".
, NOTE: The above process is for work in a public way ONLY. Public Way
Permits are valid only until November 15th. A new Public Way Permit is required
each year if work is not complete. Re-application each November 15th does not
mean an automatic renewal.

f, The Town of Vail Building Department has developed the following procedures to
ensure that new construction sites have adequately established proper drainage
from building sites along and adjacent to Town of Vail roads or streets.
The Town of Vail Public Works Department will be required to inspect and approve
drainage adjacent to Town of Vail roads or streets and the installation of temporary
or permanent culverts at access points from the road or street onto the construction
site. Such approval must be obtained prior to any requests for inspection by the
Town of Vail Building Department for footings, temporary electrical or any other
inspection. Please call Leonard Sandoval at479-ZI9B to request an inspection from
the Public Works DeDaftment. Allow a minimum of 24 hour notice.
Also, the Town of Vail Public Works Department will be approving all final drainage
and culvert installation with resulting road patching as necessary. Such approval
must be obtained prior to any Final Ceftificate of Occupancv issuance.

MATERIAL STORAGE AND CONSTRUCTION PARKING

CODE 5-2-10: DEPOSITS ON PUBLIC WAYS PROHIBTTED
Unlawful deposits: Subject to subsection C thereof, it is unlawful for any person to litter, track or
deposit, or cause to be littered, tracked or deposited, sand, gravel, rocks, mud, dirt, snow, ice, or any
other debris or material upon any street, sidewalk, alley or public place, or any portion thereof.
Notice; Abatement: The Director of Public Works may notifo and require any person who violates or
causes another to violate the provision of subsection A hereof, or who has in the Director's employment
a person who violates or causes another to violate the same, top remove such sand, gravel, rocks, mud,
dift, snow, ice or any other debris or material within twenty four (24) hours after receipt of said notice
by the Director of Public Works. In the event the person so notified does not comply with the notice
within the period of time herein specified, the Director of Public Works, or other authorized agent, may
cause any such sand, gravel, rocks, mud, dirt, snow, ice, debris or any other material to be removed
from any street or alley at the expense of the notified.
Summons and Penaltyr As an alternative to the notice for removal provided in subsection B above,
any person who violates or causes another to violate the same, may be issued a summons to appear
before the Municipal Court of the Town for said violations, and upon being found gurlty of a violation
hereunder be punished as provided in Section 1-4-1 of this code.
D Notice and Penalty: It is unlawful for any person to fail or refuse to comply with the notice of the
Director of Public Works as provided in subsection B hereof, and any such person shall, in addition to
payment of the expense of removal incurred by the Director of Public Works, as provided in subsection B
hereof, upon being found guilty of a violation hereunder, be punishable as provided in Section 1-4 1 of
this Code. (1997 Code: Ordinance 6 (1979).
CODES 7.3A-1 AND 7-3A-3: PARKING OBSTRUCTING TRAFFIC & IMPOUNDMENT AUTHORIZED
No person shall park any vehicle upon a street or at any other place within this Municipality in such a
manner or under such conditions as to interfere with the free movement of vehicular traffic or proper
street or highway maintenance. (Ord. 2(1968) g i)
Whenever any police officer finds a vehicle attended or unattended, standing upon any poftion of a
street or upon any place within this Municipality in such a manner as to constitute a violation of any
section of this Article, or left unattended for a period of twenty four (24) hours or more and presumed to
be abandoned under the conditions prescribed by Colorado Revised Statutes section 42-4-1102, as
amended, the officer shall require the vehicle to be removed or cause it to be removed and placed in
storage in the nearest garage or other place of safety designated or maintained by this Municipality, and
the charges for towing and storage of such vehicle shall be charged to the owner of the vehicle in
addition to a ten dollar ($10) impoundment charge. (Ord, 2(1968) 5 3: Ord. 28(1981) 5 1)

EXECUTIVE SUMMARY
l. The proposed residence should be supported with
conventional type spread footings, designed for an
allowable soil bearing pressure of 2000 psf. They
should construct the footings on the undisturbed
gravelly sand with cobbles and boulders. See
Foundation Recommendations.
2. Based on the Official Maps for the Town of Vail,
Lot 3, Block 2, Bighorn Fifth Addition, is not
classified as geologically sensitive area. Geologic
hazards study is outside ofour scope ofservices.
SCOPE OF'STUDY
This report presents the results of a subsurface Soil and Foundation Investigation for a
proposed residence to be constructed on Lot 3, Block 2, Bighorn Fifth Addition, at 5146 Gore
Circle, in the Town of Vail, Eagle County, Colorado. The purpose of the subsurface soil and
foundation investigation was to determine the engineering characteristics ofthe foundation soil
and to provide recommendations for the foundation design, grading, and drainage. Geologic
hazard studies are outside ofour scope ofservices.

SITE DESCRIPTION
Lot 3 is at 5146 Gore Circle off Main Gore Drive in East Vail, Eagle County, Colorado.
The lot is on the south side ofthe road,just opposite the entrance from the Frontage Road. The
topography of the site is moderate. Drainage is to the south and southwest. Vegetation on the lot
consisted of some pine trees. Also, there was about 3 feet of snow on the lot. To the east and
west ofthe lot, are existing houses. Lot 3 is vacant.
PROPOSED CONSTRUCTION
We understand that the proposed residence will consist of two stories, wood frame
construction, with a concrete foundation and a basement. We anticipate loads to be light, typical
of residential construction.
Ifthe finalized plans differ significantly from the above understanding, they should notifu
us to reevaluate the recommendations of this report.
FIELD INVESTIGATION
The field investigation conducted on March 30, 2000, consisted of excavating, logging
and sampling two test pits. Excavation of the test pits was done with a Cat 3078 Trackhoe. The
test pits' locations were selected by Mr. Greg Cummings of G&J Construction, and are shown on
Drawing No. I . We show the soil profile of the test pits on the Subsurface Exploration Logs,
Figure No's I and 2. Soil samples for laboratory soil analysis and observation were taken at
selected intervals.

SUBSURFACE SOIL AND GROI]NDWATER CONDITION
The soil profile encountered in the two test pits was uniform. It consisted of 2 feet of
topsoil over 5 feet of gravelly sand with cobbles and boulders. Ground water was not
encountercd in either test pit.
We sampled the soil in the test pits at random intervals. The soil samples were tested in
our laboratory for natural moisture content and grain-size distribution. 'Ihe test results are shown
on Figure No. 3.
FOUNDATION RECOMMENDATIONS
The proposed residence should be supported with conventional type spread fbotings,
designed for a maximum allowable soil bearing pressure of 2000 psf. The footings should be
placed on the undisturbed gravelly sand with cobbles and boulders. We recommend minimum
width of l6 inches for the continuous footings and 2 feet for the isolated tboting pads.
Continuous foundation walls should be reinforced top and bottom to span an unsupported length
of at least I 0 feet.
We recommend a minimum of 48 inches of backfill cover for frost protection of the
footing subsoils. The.foundation excavation should be observed by the undersigned cngineer to
verifu that lhe soil conditions encountered during construclion are as anticipated in this report.
The foundation excavation should be free liom excavation spoils, frost, organics and standing
water. We recommend proof-rolling of the foundation excavation. Soft spots detected during
the proof-rolling, should be removed by overexcavation. Any overexcavation within the
proposed foundation, should be backfilled, in 8 inches loose level lifts and compacted to 100%
of the maximum dry density and within 2 percent of the optimum moisture content as
determined in a laboratory from a Standard Proctor test (ASTM D-698). A structural fill, placed
under footings should be tested by the engineer or her representatives on regular basis. Void left
in the foundation excavation due to removal of boulders should be filled with sravel or lean

concrete.
SLAB CONSTRUCTION
The natural on-site soils, exclusive oftopsoil, and organics, are suitable to support lightly
loaded slab-on-grade construction. The subgrade for the slab-on-grade construction should be
proofcompacted to detect and remove soft spots. They should backfill overexcavated soft spots
and other underslab fill with the on-site soil, free from topsoil and organics, or other suitable
material, compacted to a minimum of 95 percent of the maximum standard Proctor density
(ASTM D-698). Suitable material should be free from topsoil, organics and rock fragments
greater than 3 inches.
The concrete slab should be constructed over a 4-inch layer of clean gravel consisting of -
314 inch gravel with at least 50% retained on the No. 4 sieve and less than 3 percent passing the
No. 200 sieve.
They should reinforce the concrete slab-on-grade and score controljoints according to the
American Concrete Institute requirements and per the recommendations of the designer to reduce
damage due to shrinkagc. The concrete slab should be separated from the foundation walls and
columns with expansion joints to allow for independent movement without causing damage.
RETAINING WALLS
Foundation walls retaining earth and retaining structues that are laterally supported
should be designed to resist an equivalent fluid density of55 pcffor an "at-rest" condition.
Laterally unrestrained structures, retaining the on-site earth, should be designed to resist an
equivalent fluid density of 35 pcf for the "active" case.
The above design recommendations assume drained backfill conditions and a horizontal
backfill surface. Surcharge loading due to adjacent structures, weight oftemporary stored
construction materials and equipment, inclined backfill and hydrostatic pressure due to

undrained backfill should be incorporated in the design. They should try to prevent the buildup
ofhydrostatic pressure behind the retaining wall.
UNDERDRAIN SYSTEM
To reduce the risk of surface water infiltrating the foundation subsoil, we recommend
installation of a foundation perimeter drain (see Figure No. 4). The foundation perimeter drain
should consist ofa 4-inch diameter, perforated pipe, sloped to a suitable gravity outlet, or to a
sump pump location, at a ll4 inch per foot for flexible or at a l/8 of an inch for rigid pipe. The
drain pipe should be covered with a minimum of 6 inches of -3l4-inch free-draining granular
material. Geotextile (Mirafi l40N or equivalent) should be used to cover the free-draining gravel
to prevent siltation and clogging ofthe drain. The backfill above the drain should be granular
material to within 2 feet of the ground surface to prevent a buildup of hydrostatic pressure.
SITE GRADING AND DRAINAGE
Grading plan was not available for our review. The following recommendations are
general. Exterior backfill should be compacted at or near the optimum moisture content to at
least 95% of the maximum standard Proctor density under pavement, sidewalk and patio areas
and to at least 90% ofthe maximum standard Proctor density under landscaped areas. They
should use mechanical methods of compaction. Do not puddle the foundation excavation.
The site surrounding the building structure should slope away from the building in all
directions. A minimum of 12 inches in the first l0 feet is recommended in unpaved areas, and
three inches in the first 10 feet in paved areas. The top ofthe granular foundation backfill
should be covered with a minimum of I foot of relatively impervious hll to reduce the potential
of surface water infiltrating the foundation subsoils.
Surface water naturally draining toward the proposed building site should be diverted
around and away from it by means of drainage swales or other approved methods. The roof

drains and downspouts should extend and discharge beyond the limits of the backfill.
LAWN IRRIGATION
It is not recommended to introduce excess water to the foundation soils by installing
sprinkler systems next to the building. The installation of the sprinkler heads should insure that
the spray from the heads will not fall within I 0 feet of foundation walls, porches or patio slabs.
Lawn irrisation must be controlled.
LIMITATION
This report has been prepared according to locally accepted Professional Geotechnical
Engineering standards for similar methods of testing and soil conditions at this time. There is no
other warranty either expressed or implied.
The findings and recommendations of this report are based on field exploration,
laboratory testing ofsamples obtained at the specific locations shown on the Location Sketch,
Drawing No.l and on assumptions stated in the report. Soil conditions at other locations may
vary, which may not become evident until the foundation excavation is completed. If soil or
water conditions seem different from those described in this report we should be contacted
immediately to reevaluate the recommendations of this report.
This report has been prepared for the exclusive use of Mr. Greg Cummings of G&J
Construction, for the specific application to the proposed residence on Lot 3, Block 2, Bighorn

Dear Ann,
Over twenty-one years ago we purchased lot 8 in Bighorn Subdivision also
known as 5119 Gore Circle. The recent demands of the developer of lot 3 (also
known as 5146 Gore Circle) to run a private sewer service through the easement
shared only by 5119 Gore Circle and 5139 Gore Circle and any public utility
company is not acceptable, or intent of how the easement was written for this
subdivision.
lf there were no options for the property owner of lot 3 to access public utilities
other than disrupting the property owned by lots 8 and 7, it would be necessary
for the public utility companies to make provisions to bring utility access to this
lot. Because there are other options for sewer service to this lot and only
because of economic issues and marketing benefits, of providing a gravity sewer
system for this speculative home verses a lift station commonly used throughout
the county, this does not substantiate the use of a privately shared easement as
a viable means of sewer access or any other utility easement by a private third
party.
Please let it be known that there will be no trespassing or disturbance of both soil
or vegetation of any private third party attempting to utilize this easement shared
only by 5119 Gore Circle and 5139 Gore Circle.

Your conceptual plans havc been reviewed by members of the Town's Development
Review Team and by the Design Review Board. 'l"he foltowing issues have been raised
which should be resolved prior to final review of the plans:
Public Worlis Issues:
l. The maximum width of the driveway is 24 feet. Please revise the site plan.
2. All required parking spaces (3) must be shown on the plan. Surface parking spaces
are required to be 9' x 19' and enclosed parking spaces are required to be 9' x 18'.
Please revise the site plan.
3. Show locations ofdriveway grade changes. Beyond the 4 foot unheated concrete
pan, the first ten feet of the driveway can be at no more than an 8%o grade. Following
this portion, the heated driveway can be not more than 12o/o grade. The portion of the
driveway located in the Town of Vail right-of-way must also be in a separate heat
zone.
Fire Department Issues:
I . The fire department requires 20 feet of driveway width for staging purposes. Please
revise the site plan.
2 Due to the difliculty in accessing the driveway turn-around area, the house should be
sprinklered. Please indicate this on the site plan.

Planning Issues:
I Please identify elevations for all proposed roofridges. Also indicate the existing and
proposed grades underneath all ridges. This is necessary to calculate building height.
2. Show location of all required parking (see Public Works issue no 2).
3. Submit a separate Landscape Plan showing contours, existing trees, ground cover-
and shrubs, trees to be removed, and location of all proposed plantings.
4. One set of floor plans must be redlined indicating how GR-F'A was calculated.
5. Please assign a scale to all plan sheets (ie. %" for floor plans)
6. Elevation drawings must show existing and finished grades and must be drawn at the
same scale as floor plans. Also, please show proposed lighting fixtures.
7. Submit a roof plan indicating roof pitches and drainage system (ie. gutters and
downspouts).
8. Submit a separate lighting plan indicating the type, location, and number of fixtures,
height above grade, and lumens output. Please submit a cut sheet for each fixture.
9. The GRFA calculated for the proposed structure is 4603 sq.ft. The maximum
allowable GRFA is 4582 sq.ft. Please reduce the square footage accordingly.
Design Review Board lssues:
1 Accent materials (ie. cedar and stone) should be distributed tkoughout the structure
on all elevations, rather than be limited the north elevation.
2. Consider the addition of a pop-out element on the west elevation so that accent
materials can be applied in a practical manner.
3. Determine the distance between support posts fr.lr the deck railings (check with
Building Department for UBC requirements).

clearly stated on the su rvey so that all measurements are based on the same commencement

Scale with a graphic bar scale and north arrow.
Property boundaries to the nearest hundredth (.01) of a foot accuracy. Distances and
