BUILDING PERMIT ISSUANCE TIME FRAME
If this permit requires a Town of Vail Fire Depaftment Approval, Engineer's (Public Works)
review and approval, a Planning Depaftment review or Health Department review, and a review
by the Building Department, the estimated time for a total review will take as long as three (3)
weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser amount
of time. However, if residential or smaller projects impact the various above mentioned
departments with regard to necessary review/ these projects may also take three (3) weeks to
review and approve.
Every attempt will be made by this depaftment to expedite this permit as soon as possible.
I, the undersigned, understand the plan check procedure and time frame. I also understand
that if the permit is not picked up by the expiration date, that I must stlll pay the plan check fee
and that if I fail to do so it may affect future permits that I apply for.

TEAR OFFI MTSCELIANEOUS:
1l Tear off existing shake roofing and remove all debris from the site. Remove (and
replace) siding in arsas to receive new wall membrane and flashings. Plath Gonstruction
will keep the jobsite as clean as possible and practical during the construction, and a
thorough cleaning of Plath's work areas witl be performed upon completion. Plath
Construction willtake allreasonable precautions to protect the interior of the building from
water and weather. However, Plath Gonstruction shall not be held liable for any interior
damage sustained from leaks caused by sudden, and, or, unforseen storms that occur
during the tear off phase of this work.
3l Plath Construc-tion will provide all insurance and perm'rts required by the Town d Vail
Building Department.
rl DRY-|N/COLD ROOF/ SHAKES/flLE/ SHINGLES / FI-ASHING:
1l fnstall 112" c,Dx plywood over existing cold roof assembly.
2l Install "Jiffy Seal" lce and Water Guard by Protecto Wrap over the entire pitched roof
area, according to the manufacturer's specifications. Extend membrane up walls a
minimum of 12" at roof to wall Junctures. Use mastic as needed.
3l Construct ridge vents at ridge locations. Vents to be constructed using 2'x2" a124"
O.C. Insbll 1"x 4' counterbattens at 10" O.C. over vertical battens. Cover vent openings
at ridge vents only using galvanized bug scre€n.
4l lnstall #1 medium cedar shakes with laced 18'x 301b. feh each course. Use starter
and hipand-ridge shingles as needed.
5l Install 24 gauge paint-loc flashings as needed, including valley, step and endwall
flashings. Install 24 gauge paint-loc drip edge flashings at roof eaves and rakes.

GENEFAL NOTES:
1l Please be advised that materials br this proposal have been bid at current market
prices. Due to the cunent volatility of the market, material prices cannot be guararteed
past 30 days.
2l Cedar shakes for this proposal have been bid at the curent market price of $102.50
per square. Due to the ertreme volatlity of the cedar market, price changes prior to the
acceptance of this proposal will require renegotiation of the contract price, to reflect any
such changes.
3l lce and snow removal, daily covering and uncovering of the roof deck with plastic,
and drying out of the roof deck, if necessary, will be an extra charge over and above the
contract price and will be charged extra at the rate of $30.00 per man hour. Materials,
(plastic, propane, etc.) will be charged extra at Plath's cost.
4l Priming may be required for the lce and Water Shield, depending on site conditions
and outside temperatures (below 40 degrees fahrenheit) during application. lf priming is
required, this work will be charged extra at the rate of $15.00 per 100 square feet.

5l Winter work is not figured in this proposal. lf roofing work is delayed past November
15th, additional charges may apply to cover our added expenses for working under
adverse winter conditions. Any such charges shall not exceed 1M d the remaining
contract amount, and are in addition to any snow removaland priming chargesthat may
apply.
6l Plath Construction carries property damage liability insurance in the amount of
$1,000,q)0.(X) per occunence. Plath Construction carries auto insurance in the amount
of $1,000,000.00. Plath Gonstruction caniBs appropriate Workman's Compensation
insurance through Colorado State Compensation. No further insurance coverage is
included in our price, and if required, the additional cost shall be added to the contract
price.
7l Upon receipt of the contract price, Plath Construction will issue a warranty oertificate
guaranteeing roofing against leaks due to flaws in workmanship for a period of 2 years
from the date of roofing complotion. Leaks qualifying under the terms of said warranty

Survey Requirements
Doing Work in
The Town staff would Iike to make the 1991 building season a
smoot.h one for all contractors, architects, surveyors as well as
the Town. Staff has identified a few problems that surfaced a
number of times last summer which can be avoided without much
additional work. With the folfowing policies, we think we can prevent most of these problems. If you have questions, please
call our office and request to speak to a planner so they can
help you.
Of the seven policies listed beIow, five sinply clarify the pieces of information the Town currently requires. ?he last two pertain to projects i.nvolvingr setback or height variances or
those built. by owner/builders.
A. Sunrey Policy Clarifications
L. Improvement Location Certificate (fLC) . An fLC will- be
required prior to any frarning inspections to verify
that height and setback standards have been met. No
framingr inspections will be scheduled until the ILC is
approved. P1ease allow two working days from the tirne
the ILC is submitted to the time the inspection can be scheduled. Iisted below are standards for the information to be shown on the ILC. Architects and Builders should be aware that discrepancies exist in
estabLished rnonumentation in the Vail Valley. Please
consult a surveyor to verify monumentation prior to
developing plans for a site.
2. Format for ILC Information. On the survey prepared for
the framing inspection, indicate the highest points of
the roof ridge using a synbol . Staff will indicate
on the approved field set of the building permit
drawings which ridge (s) need to be shot. The contractor can then let the surveyor know what
information is needed. The roof plan does not need to
be drawn on the fLC. The pJ.anner wj.1l overl-ay the
survey on the approved building permit plans. The roof ridge points identified with the symbol on the fLC
should align with the roof plan on the Town's set of building permit plans.
3.Roof Heisht. On the ILC, the surveyor should note the
roof material (if any) on the highest point of the
ridge wtrich exists the day of tbe shooting. The
planner will add the dimensions of all other materials
(except a coLd roof vent,) which will be built in the
following weeks. For example, if only the ridge beam
has been constructed the day of tbe shooting, the
surveyor should note that on the survey and then the
planner will add the dirnensions of Lhe insul.ation,
sheathing, etc. to verify tlrat tbe finished product
will not exceed the height limit. Ridge helght will be
measured to the Lop ridge of the sheathing. On the
attached diagrams, the point identified with an
asterisk is the top ridge of the sheathing. A cold roof vent, not exceeding 12 inches in height, measured
from the sheathing to the top of the shingles' is
considered an architectural projection and wiII not be
included in the height.
Setbacks. when specifying the distance of a setback on
the ILC, note tbe material existing on the structure
the day of the shooting. Planners will then add any wall material to what is shown on the survey in order to determine the final dlstance of the setbacks in the
same way that wil.L be done for height. If ledges or
supports for rock veneer or any other facing material
have been built into the foundation' measure the
setback to that exterior point (see diagram below).
Final distance will be measured from the outside edge of the exterior wa1l. material.
Benchmark. On the ILC, identify the benchnark used for
the basis of the elevations. If the same benchmark is
used throughout the construction process, the
measurement of a building should be consistent. As
long as the same benchmark is used for every shooting,
the building can be measured accurately and should not
exceed the height limit. Items which make good

Attached is the resubmittal of a 150 square foot family room addition in Bighorn
Subdivision, 5th Addition, East Vail. The previous submittal date was September 5,
1989, I was called at our office the morning of the Design Review Board Meeting
and was told I did not have to appear at the DRB meeting. As I understood it, the
project had received "Staff Approval" and could proceed.
The construction did not take place at that time, and the applicant now desires to do
the project. Also attached are the plans ofthe remodel. I had photos of the existing

Rick Pylman presented the request. Rick showed site plans and elevations and he reviewed the criteria and findings. The additions rtrere proposed in the most logical locations. The staff recommendation was for approval . Rick felt that the additions were fairly minor and did feel that there was a legitimate hardship.
Duane Piper, representing the applicant, pointed out reasons to
expand on this side of the property, rather than on one of the other sides.
After discussion, Diana Donovan moved for approval citing that there are exceptions applicable to that site that did not apply generally to other properties in the same zone. The motion was
seconded by Peggy Osterfoss and the vote !'ras 7 to 0 in favor.

A request for a side setback variance in order to construct an addition to a residence on Lot 3, Block 4,
Bighorn subdivision, 5th Addition.Applicant: Hugh Ferdo\.rs
DESCRTPTION OF VARIANCE REQUESTED
The applicant is reguesting a setback variance for two
separate additions to the residence. The existing residence is sited partially within the required 15' side setback. The first request is to enclose a deck that is located above the
garage adjacent to the master bedroom. This deck currently
encroaches approximately L4'.into the required setback and the applicant is requesting a partial enclosure of this deck. The enclosure consi-sts of approximately-lo square feet of GRFA. The additional GRFA is within the allowablE on the lot.
The second reguest is to add an extension to the spa
equipment housing room in order to relocate and upgrade the existing mechanical equiprnent for the unit. This q4 sEuare foot addition will encroach approxi-mately 4' into the required l-5' setback.
II. CRITERIA AND FTNDINGS
Upon review of Criteria and Findings, Section 18.52.06o of the municipal code, the Department of Comrnunity Developnent
recommends approval of the requested variance based upon the following factors:
A. Consideration of Factors:
The relationship of the requeste
vicinity.
The existing structure is located within a 15' setback.
The two additions that are requested - bedroom extension
and mechanical room extension - make the most sense
located as they are proposed. Although the enclosure
extends within several feet of the property line, there is a large drainage easement and gu1ly that separate this structure fron the adjacent developnent on Lot 4.
The design of the addition, the siting of the existing
house, and the existing topography rninirnize the irnpact
on the adjacent property.
