Thank you for your patience in regards to the Primary/Secondary designation for the existing duplex at 4879
Meadow Drive, Unit 1 (Parcel B - Fihgerald) and Unit 2 (Parcel C - Audiss)/ Lot 15, Block 5, Bighorn 5th
Addition. I have found a letter, in the Town legal file, dated February 26, 1992 from Edward Gwathmey, AIA
(attached), that designates the'Lamb Residence' as the 'Secondary' unit. With the letter and the ownership
time-line, provided by Patte H. Burkholder (attached), it is clear that Parcel C - Audiss Residence is the
Secondary unit.
Therefore, to move forward with the application for re-model (DRB08-0152), please submit revised plans, that
reflect the Audiss unit as Secondary, To formally submit the change, please also complete and submit a
'Change to Approved Plans' form (follow the link below for a copy of the form), with both owner signatures, and
fee in the amount of $20 to the Community Development Department. Thank you for your time and

I am writing you this email with regard to the Audiss/Fitzgerald
Residence. Nicole Peterson has been assigned this project and will help
guide you through the process. Nicole Peterson wil be out until Monday
May 1gth. ln her absence lwill take this project to a meeting with
other departments in order to get their comments, if any on the project.
In Nicole's absence your project will begin its review.
At our staff meeting today we unrolled your plans and came up with
several comments which you can begin to address. Your responses to
these comments can be directed to Nicole Peterson by email or by
delivery here at the Community Development Office.
Comments:
1) The Town does not permit the faux stone you placed on your material
board. All stone is to be natural (real) stone. Please replace your
proposed stone with a real stone. lt may be a thin cut stone veneer if
weight is a concern.
2) Please provide a redline set of plans showing your GRFA calculations
per Chapter 12-15, Gross Residential Floor Area, Vail Town Code.
3) The DRB may express concerns over the placement of your materials.
The DRB follows the architectural principles of locating "perceived"
heavier materials of lighter materials. In your design the DRB would
typically request that the elevations express the stone at the base,
then the stucco, and finally the vertical wood on top. Something you
should consider to increase the likelihood of approval by the DRB
4) The Town of Vail passed an ordinance about a year ago banning the
installation of wood shakes. You will not be able to place wood shakes
on the new doors and other roof forms. Please propose a material which

meets the requirements of 14-10-5, Building Materials and Design, Vail
Town Code. You can either proposed a material to re-roof the entire
duplex or you can propose a accent roof material which would go on the
dormer. The difficult roof area to address will be the new roof over
the bunk room.
5) Please provide a cut sheet for the new light fixtures.
6) From your survey it appears there is a shed in the northern most
corner of the lot. lf this is indeed a shed which one of the owners
utilizes for storage it must be removed in conjunction with this
application. The Town does not permit separated structures, except
under some very unique circumstances, which I do not believe your lot
would qualify for. No site visit was performed prior to sending these
comments out so if the structure identified as a shed is some form of a
utility structure please disregard this comment.
I just wanted to give you our initial comments so you could be working
on them while Nicole is out. Receiving responses to these comments by
Monday will help Nicole to review and process your application.

helps to expedite the development review process as critical issues are identified and dealt with in the

Time Reouirements
The Design Review Board meets on the 1st and 3rd Wednesdays of each month. A complete application
form and all accompanying material must be accepted by the Community Development Department prior
to application deadlines. A schedule of DRB meetings and associated application deadlines may be found
on the World Wide Web at http://ci.vail.co. us/commdev/planning/drb/meetinos/default. htm For a new
residential development, the application deadline is typically 3.5 weeks prior to a Design Review Board
hearing.
Review Criteria
The proposal will be reviewed for compliance with the Design Guidelines as set forth in Title 12, (Toning

If a property is located in or adjacent to a mapped hazard area (i.e. snow avalanche, rockfall, debris flow,
floodplain, wetland, poor soils, etc.), the Community Development Depaftment may require a site-specific
geological investigation. If a site-specific geological investigation determines that the subject property is
located in a geologically sensitive area, the property owner(s) must sign an affidavit recognizing the
hazard report prior to the issuance of a building permit. Applicants are strongly encouraged to consult
with Community Development staff prior to submitting a DRB application to determine the relationship of
the property to all mapped hazards.
Required Plan Sheet Format
For all surveys, site plans, landscape plans and other site improvement plans, all of the following must be
snown.
Plan sheet size must be 24"x 36". For large projects, larger plan size may be allowed.
Scale. The minimum scale is 1"=20'. All olans must be at the same scale.
Graphic bar scale.
North arrow.
Title block, project name, project address and legal description.
Indication of plan preparer, address and phone number.
Dates of original plan preparation and all revision dates.
Vicinity map or location map at a scale of 1"=1,000'or larger.
9. Sheet labels and numbers.
10. A border with a minimum left side margin of 1.5".
11. Names of all adjacent roadways.
12. Plan leoend.

Desion Review Board Meetinq Requirements
For new construction and additions, the applicant must stake and tape the project site to indicate
property lines, proposed buildings and building corners. All trees to be removed must be taped. The
applicant must ensure that staking done during the winter is not buried by snow. All site tapings and
staking must be completed prior to the day of the DRB meeting.
The applicant, or their representative shall be present at the Design Review Board Hearing. Applicants
who fail to appear before the Design Review Board on their scheduled meeting date and who have not
asked in advance that discussion on their item be postponed, will have their items removed from the DRB
agenda until such time as the item has been republished,
If the DRB approves the application with conditions or modifications, all conditions of approval must be
resolved prior to the issuance of a building permit.
Staff Aooroval
The Administrator (a member of the planning staff) may review and approve Design Review applications,
approve with certain modifications, deny the application, or refer the application to the Design Review
Board for a decision. All staff approvals are reviewed by the Design Review Board and any staff decision
is subject to final approval by the DRB.
Additional Review and Fees
If this application requires a separate review by any local, state or Federal agency other than the Town of
Vail, the application fee shall be increased by $200.00. Examples of such review, may include, but are
not limited to: Colorado Department of Highway Access Permits, Army Corps of Engineers 404, etc.
The applicant shall be responsible for paying any publishing fees in excess of 500/o of the application fee.
If, at the applicant's request, any matter is postponed for hearing, causing the matter to be re-published,
then the entire fee for such re-publication shall be paid by the applicant.
Applications deemed by the Community Development Department to have design, land use or other
issues, which may have a significant impact on the community, may require review by external
consultants in addition to Town staff. Should a determination be made by Town staff that an external
consultant is needed, the Community Development Department may hire the consultant. The
Depaftment shall estimate the amount of money necessary to pay the consultant and this amount shall
be forwarded to the Town by the applicant at the time of filing an application. The applicant shall pay
expenses incurred by the Town in excess of the amount forwarded by the application to the Town within
30 days of notification by the Town. Any excess funds will be returned to the applicant upon review

VII. FINAL SITE PLAN
Once a building permit has been issued, and construction is underway, and before the Buitding Department will schedule a framing inspection, two copies of an Improvement Location Certificate survey (ILC) stamped by a registered professional engineer must be subnitted. The following information must be provided on the ILC:
Building location (s) with ties to property corners,i.e. distances and angles.
Building dimensions to the nearest tenth of a foot.
All utility service line as-builts, showing tlpe of materlal used, and size and exact location of-1ines.

A.Submittal reguirements: The owner or authorized agent
of any project reguiring design approval as prescribed
by this chapter may submit plans for conceptual review
by the Design Review Board to the Department of
Comrnunity Development. The conceptual review is
intended to give the applicant a basic understanding of ttre compatibility of their proposal wj.th the Town's
Design Guidelines. This procedure is recommended primarily for applications more complex than single-
farniJ.y and two-family residences. However, developers of single-family and two-family projects shall not be
excluded from the opportunity to request a conceptual
design review. Complete applications must be submitted
10 days prior to a scheduled DRB neeting.
The following information shall be submitted for a
conceptuaf review:
1. A conceptual site and landscape plan at a minimum
scale of one inch eguals twenty feet;
2. Conceptual elevations showing exterior materials
and a description of the character of the proposed
structure or structuresi
3. Sufficient information to show the proposal
complies with the development standards of ttre
zone district in which the project is to be located (i.e. GRFA, site coverage calculations,
number of parking spaces, etc.)t
4. Completed DRB application form.
grocedure: Upon receipt of an application for
conceptual design review, the Department of Community
Development shall review the subnitted materials for general compliance with the appropri-ate requirements of
t,he zoning code. If the proposal is in basic
compliance with the zoning code requirements, the project shall be forwarded to the DRB for conceptual review. ff Lhe application is not generally in
compliance with zoning code requirementsr the application and submittal materials shalL be returned
to the applicant with a written explanation as to why
the Community Development Department staff has found
the project not to be in conpliance with zoning code

George and Lizette Lamb have a pressing need to add 110 square feet
of floor area within their existing residence by infi1ling some
two-story space.

the primlry/ secondar y zoning, they are the sfondary residence and
they have a maxj-mum GRFA of :
408 of 3750 + 683 = 1773 sguare feet.
Accordj_ng to my calculations encfosed, the existi-ng residence has
1797 and. we wj-sh to add 110 square feet bringing the total to
1907. We request additional 1907 mlnus 1773 = 134 square feet.
Needless to say, the site coverage is not affected and all other
conditions of the zoning are in compliance per Ordinance No. 35
Serles of 1988. The minor rel-ocation of two windows will be
addressed in the enclosed DRB appli-cation.
Pl-ease let us know if our assumptions are not correct or 1f you
need additional information. The baby is due in January and it
would be nice if i-t had a warm home.
