refer to the submittal requirements for the particular approval that is requested. An application for Design Review
cannot be accepted until all required information is received by the Community Development Depaftment. The
poect may also need to be reviewed by the Town Council and/or the Planning and Environmental Commission.
Design review approval lapses unless a building permit is issued and construction commences within
one year of the approval.

The attached avalanche zoning and loading analysis has been prepared as we
discussed last week.
I have concluded that the residence at 4778 Meadow Drive, because of its
location east the primary avalanche flow trajectory, will be outside the area of
flo'uring-avalanche impact. The existing building and any proposed additions on
this property will be exposed only to low-density powder blast.
Mitigation will not be required to protect the structures or persons at this site
because the powder-blast pressures will be small.

1 REPORT OBJECTIVES AND LIM]TATIONS

zones: and

This report also has the folloring limitetions, wttich mrst be understood by all
those relyirp on the results:
a. Current forest cover and topography have been considered in this
analysis ho*ever, substantial changes (e.9. as the result of brest fire)
could increase the avalanche size and hazad zones;
b. The design event at Vail is a "100-yea/ return-period event; larger
events such as the 300 or 1000 year retum period event trould be
lager than the avalanche considered here.
2 TERRAIN AND DESIGN-MAGNITUDE AVAI.ANCHES
2.1 Avalanche tenain
The tenain of the l(AG ("King Arhur's Courf) avalancfie is shown in Figure 1, a

in the vicinity of the subject property have been caused by avalanches and
function as avalanche pathsl. The KAC path begins at approximately 10,600
feet elevation and stops at approximately 8,550 feet, a vertical fallof 2,050 feet.
However, large avalanches capable of running the full length of the path are
unusual events, as indicated by forest re-growth within the lower portions of the
tracks. The lower track in the l(AC avalanche path does provide evidence, in the
form of a linear area of destroyed forest, that an avalanche has reached to the
valley floor. lnspection of aerial photographs taken in 1939, 1950, 1962, 1970,
and 1984 suggests a period of major avalanche activity occurred in Vail between
1950 and 1962. The l(AC path may have run large during this tirne period.
2.2 The design-magnitude avalanche
Although smaller avalanches will stop above the 9,200 foot elevation every few
years and relatively large avalanches may reach down to the 8,800 foot level
every 10-to-30 years, the major or design-magnitude" has not been observed or
neasured in the KAC path. Therefore this event has been computed using the
following 2-step proced ure:
a. Stqp A - The extreme stopping position, or runout limit was determined
through regression analysis of a database of extrene Colorado
avalanches with known runouts; this was modified by observations of
terrain features and nrajor avalanches within the local mountains.
b. Step B - Given the runout limits near Meadow Drive, the speeds and
energies along the path profile were computed through application of a
multi-component, stochastic, avalanche-dynamics model. This served
as the basis for the red zone/blue zone designations discussed in
Section 3.
3 AVALANCHE RED AND BLUE HMARD ZONES
3.1 Hazard zones
As defined in chapter 21 of the current Vail hazards regulations the red and blue
hazard zones are defined as follows:
' Avalanche path - The entire area where an avalanche mo/es, including the steeo uoper starlil,g
zone where avalanches begin and accelerate, the tracr{ where maximum velocity is reached, and
the runput zene, where avalanche decelerate and stop.t De;6;;A;itude avalanche - In Vail, this avalanche has a return period of 100 years. The
100-year avalanche is the basis for hazard zoning calculations and engineering specifications fot
mitigation design. Sorne other jurisdictions consider return periods of 300 years for the design
event. ln any case, these long return periods can only be estimated to the nearest order of
magnitude, or faclor of '10. Thus a " 1 0O-yeaf event has a retum period of 30 to 300 years-

pressure in excess of 600 lbsrff and/or a return interval of 25 years or
less. Residential construction is prohibited in the red zone.
b. Blue Zone: An area impacted Qy a snow avalanche producing a
pressure of less than 600 lbsrff and having a return interval in excess
of 25 years. Residential consbuction is permitted in the blue zone with
engineered mitigation.
3.2 The avalanche rnap
The avalanche red and blue zones are mapped on Figure 2. The residence at
4778 Meadow Drive is outsideof both red and blue hazard zones. lt is afiected
only by the pouder or dust clpud of the very large (design-rnagnitude) dry-snow
avalanches, which, because of large volurnes will spread across the rneador.

Smalf modifications to hazard zones available in the Town of Vail files are based
on application of current methodology. They result primarily in a broader blue
zone, however, the hazard boundaries at the outer limits of the path have been
modified only slightly from those shown in previous studies. The runout zone has
been shifted slightty to the west and the property at 4778 Meadow Drive now lies
completely to the east of the avalanche area.
4 MITIGATION
According to the Town of Vail ordinance mitigation is required to protect
structures located in the blue zone. The subject property lies outside the
avalanche blue zone and will not require mitigation.
When the design-magnitude dry-snow avalanche occurs in the KAC path it will
be a large dry-snow and powder mixed-motion avalanche. Calculations indicate
that average speeds of the flow on the steep upper terrain witl be about 35 m/sec
(approximately 75 mph), however speed at the property will have decreased to
about 10.5 m/sec 24 mph. More than 90%o of the avalanche mass will have
stopped before the building site is reached and most of this remaining mass will
be directed west of the site. Buildings on site will be enveloped in a low-density
powder cloud but this will not produce impact pressures sufficiently large to
require special design. Design of the proposed buildings should conform to
Uniform Building Code (UBC) standards.

Board meeting where your proposal to reface and do an addition to the Behrendt
Residence was approved. Their conditions of approval included:
. That the applicant submits a revised site plan showing a 12' wide driveway
and 4' wide concrete pan per Public works standards lor approval prior to
submitting for building permits.
. That the applicant submit a revised landscape plan showing five new
plants along the front of the house to be reviewed and approved by staff
prior to submitting for a building permit. A landscape plan needs to be
submitted showing the location of landscaping to be removed and what
will be replacing it. The plan should include species, quantity, and size.
4s drscussed the five plants should be located in front of the new deck on
the front of the house. The Board suggested red twig dogwoods,
potentilla, mugo pine, alpine kern, service berry, or other appropriate
plants.
. That the applicant use TAMKo's Heritage Declaration shingle with the
color submitted to staff for approval prior to issuance of a building permit.
As discussed previously the roof of the house is very predominate in this
design. Greater relief in the shingles would add interest to such a
dominate design feature. The Design Review Board felt this shingle would
provide greater relief than the proposed shingle.

Mr. Zopff,
This letter is being sent to inform you of several comments the planning staff and
public works had regarding the proposed plans for the Behrendt residence. I
spoke with Bob in your office yesterday and informed him of the planning
departments comments. Below you will find those comments restated and
comments from the Public Works Deoartment. The follow comments should be
addressed in the materials submitted for your final review.
r A sample of the garage door finish.. More information on the materials to be used on the elevations and their
locations. lt is acceptable to submit a specifications book as well.. The provided drawings show the garage in the required setbacks. The
garage needs to be pulled out of the setback with enough space as to
allow lor the proposed stone application. The stone applied to the
foundation walls cannot extend into the required setbacks.
It is my understanding that the need for these items was discussed at a meeting
on April 2,2003.
Public Works Comments
. Show location on site plan where garage drain willday light.. Show a limit of disturbance fence on the site plan.
. Show a four (4) foot concrete pan with two inch invert, at the edge of
driveway. Requirement of all new development to protect driveway from
snow plow blades.

Thank you for droppinqr off the survey, site plan, and copy of the
deed. Unfortunately, the reason the DRB application asks for a
preliminary title report instead of a deed is not only to see the
ownership, but to see any encumbrances, including easements-
Therefore we will stilJ- need a preliminary title report. We have
looked in our archives and do not have any plans for this house.
We rnust have plans with dimensions of the existing home in order
to determine whether or not the Robbins qualify for additional
square footage on their house.
Therefore, we must have the following:
1. Conplete plans with dinensions of the whole house as j-t exists

On May 12, 7977, the Town of Vail granted to you a building
permit to construct an additional living unit to the existing
structure on the above-captioned property. By letter dated
August 23, 1977, Hydro-Triad, Ltd., &s consultants to the Town
of Vai1, identified that such addition is potentially within
moderate hazard zone of the King Arthur's Court avalanche
run-out area. Hydro-Triad has recommended tha"t additional protection against avalanche run-out be constructed.
In accordance with their recommendations, You have agreed to
construet (at your sole cost and expense) a fence of railraod
ties (measuring 8'x 8" x 8") set vertically 3' (approxinrate
average) in the ground. No prepared base is required. Such fence
will be approximately 60' long following the west 1ot line from
direetly south of the northwest corner of the present structure
in southerly direction of the southwest corner of the existing
structure. The fence will be backed (to the east) with dirt
and stone (not compacted) to within 1'of the top of the fence,
except for the sourtherly most 10' which will be utilized for
firewood storage. Landscaping will be completed around the
fence and the property will be returned as nearly as possible
to its nature state). The construction of the avalanche mitigation
devices and landscapi-ng must be completed on or before September
1, 19?8.

A temporary occupancy permit has been issued, whi.ch will
expire on September l, 1978. Upon completion of the fence, the
Town will issue a permanent occupancy certifi-cate. The Town
acknowledges that all of its codes and ordinances affecting the

Pursuant to the request made during the-inspection of the contem-
plated addition to the Schussele Home in Bighorn, I have analyzed the position
of the addition relative to the K.A.C. Avalanche runout zone and have found
the following:
1. The addition as shown on the Pomphrey drawings and as was checked
by several field measurements is located part'ially within the
nnderate hazard zone of the K.A.C. avalanche runout area, reference
report "K.A.C. Avalanche Study, Vail, Colorado, 1975 by R. L. Halley
and Figure I attached.
2- The impact pressures on the house of a major ( - 100ryear recurrence
interval) flowing snoq avalanche would be 694 1b./ft'on the N.W.
corner and 430 lb./ftL on the S.W. corner of the addition. See
F'igure II attached.
The pressure or flowing snow will drop off to zero approximately midway
along the connecting structure between the original house and the addition.
The depth of flow would be approximately 8 feet at the N.W. corner,
5.5 feet at the S.W. corner, and 3 feet at the re-entrant corner between the
addition and the connect'ing structure.
S'ince two fairly substantial decks are planned along the west side of the
addition, consideration should be g'iven to constructing these decks with adequate
anchors and of relatively heavy timber. A second protective measure would be
build'ing a vert'ical railroad tie wall with earthfill behind (east side). The
earthfill could be landscaped and planted with shrubs. The ties should be
placed on end with three foot of burial . The individual ties shou'ld be fastened
to each adjacent tie and then earth embankment placed behind (east side) of the
ties.

If the structural engineer retained by Mr. Schussele finds that the
presently designed addition with the decks providing some additional protection
is not adequate to protect the house, then serjous consideration should be
given to the tie-earth barrier or some variation of that system.
The windows and house openings along the west wall should be designed
to withstand approximately 80 psi wind blast that would result from a powder
aval anche.

Lot #2, Bighorn *5 Addition, Vail, coiorado, I have reviewed the debri and
mudflow hazlrd for the subject house addition. it is my understanding the Vail
ordinances involving the debri and mudflow hazards to proposed building (whether
new or additions) set forth specific criteria on:
1. Whether the bui'iding or improvement can be constructed without
significant or excessive hazard to the structure, and
2. If constructed, the building would not cause or create additional
hazard Eo adiacent property or public ROW'
For general reference, the 1975 report on the K{c Avalanche by R.L. Hailey
includes an enlarged cooy of an aerial photography that shoHs the hillsice to
the sourh (including the avalanche path). The pronounced incised dra'inage Ehat
cuts d.i agonaiiy SE to Nt{ across the very end of the avalanche chute provicjes
protection from debi-i and mudf'low hazard to the eastern edge of the avalanche
runout zone.

Per your request, I have reviewed the proposed sunroom addition to the
Choppin residence, Lot 2, Bighorn S5 Addition, Vai l, Colorado, relative to
potent i al avalanche loadings,
The addition as currently defined by your construction drawings will be
within the moderate hazard zone of the KAC avalanche runout zone as defined by
R. L. Halley in 1975, see enclosed drawing. I have designed a combination
deflection and jmpact wall as shown on the drawing, KAC Avalanche Impacts Choppin
Residence, December 1989. This will protect the residence from direct impact
ioadings. Air biast loadings stilI can be significant and i woujd suggest using
insuiated tempered giass of 3/8" (1 0 mm) minimum thickness with 4 side support
foi- ali the vertical glass panels. The sliding glass door on the south side of
the sunroom addition should be of equivaient Ioad carryi ng capaclty.
In summary, the sunroorn addition as currentiy defined is located within
the moderate hazardous zone of the KAc avalanche runout zone. The addition
should be protected by a higher deflection anq impact wall, details shown on the
enclosed drawing. The ,zerticai panel glass should be insulated iempered glass
with a pane thickness of 3/8 inch (10 mm).

Dear Mr. Rose:
The purpose of this letter is to jnform you, that pursuant to the
attached letter, I, as owner of Lot 2 Block 7, Bighorn Subdivision,5th
Addjtion plan to build a railroad tie and earthen avalanche protection
device on the extreme rear of my 1ot in the spring of 1918. said device will
be wholly located on the drainage easement for drainage ways ditches and
utilities as set forth on the plat for Bighorn subdivision 5th Addjtjon,
As we agreed in our conversatjon, the easement has never been used, js
effectively abandoned, and I am free to construct the device.totaliy
within the easement as it previously existed.
