ROIVE GRFA AND SETBACK VARIANCE FOR
BIGHORN TERRACE UNIT LOCATED ON TRACT A,
BIGHORN TEBRACE SUBDIVISION.
The appticants, Gordon and B.J. Rowe, have applied for
a gross resiaential floor area variance of 473 square feet and
a ietback variance to allow 2'6 setback in lieu of the
requi.red 10 feet on the north side of the property. The proposed
addition of 643 square feet consists of a new kitchen to replace
existing kitchen wrrrcn becomes a dining room, a famlly room, and
an additional bedroom and bath.
The lot which is zoned Medium Density Multi-family is
2,774 square feet allowing 970 square feet of GRI'A. "The existing
,toit i* 8OO square feet thus requiring a GRFA variance of 473 square
feet. The requested variance is approximately 33% in excess of
the permitted GRFA.
CONSIDERATION OE FACTORS (SECTION 19.600)
1. The relationship of the requested variance
to other existing or potential uses and structures
in the vicinitY.
a. GBFA Variance
One other GRFA variance for a Bighorn
Terrace unit of 130 square feet was granted
in 197? to allow an exisiting porch to be covered.
No other GRFA variance have been requested or
granted in the Bighorn area. There are a number
of the Bighorn Terrace unj-ts that added floor area
prior to the annexation and as many more that could
request a similar variance.
b. Setback Variance
The proposed addition does not encroach on
any other existing structures and there is sufficient
separation between the addition and adjacent unit.
The degree to whieh relief from'the strict or Literal
interpretation and enforcement of a specified regulation
is necessary to achieve compatlbility and uniformity

of treatment among sites in the viclnity, or to
attain the objectives of this ordinance without
grant of special privilege.
a. GRFA Variance
Due to the extent that this variance will exceed
the GRFA requirement, we do feel that this would
be a grant of special privj-lege. The additional
643 square feet, would result in the GRFA exceeding
what j-s allorrred by approximately 33%. No other GRFA
variances of this magnitude have been granted in the
a.Tea. Three variances for less than 100 square
fett have been denied for expansion of multi-family
units.
b. Setback Variance
The proposed setback is somewhat closer to the property fine than the balance of the Bighorn Terrace
units; however most are much closer together than
the proposed addition j-s to its neighbor.
The effect of the requested variance on light and air,
dj.stribution of populatlon, transportation and traffic
facilities, public facilities and utilltles.
a. GRFA Variance
The proposed use of the j-ncreased space would
not be detrimental to the above factors; however,
increases of this size that could be rented short-
term could have a disasterous impact on population
in the Valley if the total number of multi-family
units is considered.
b. Setback Variance
We foresee no adverse impacts on these factors
FINDINGS
1. That the granting of the variances will eonstitute
a grant of special privilege inconsistent with
the limitations on other properties classified ln the same District.
See Item L and 2 under Consideration of tr'actors. There has
been one other GRFA variance granted in the Bighorn area.

2. That the granting of the variance could be detrimental to the public health, safety, or welfare or materially inJurious. to properties or improvements in the vicinity.
See Item I and 2 under Consideration of Factors. Granting of this variance could set a negative precedent by allowing excessively large multi-family units to be built or allowing additions on units which already exceed or are very close to the GRFA requirement of the Zoning Ordinance.
