II. IMPROVEMENT LOCATION CERTIFICATE (ILC)
Once a building permit has been issued, and construction is underway, and before the Building
Department will schedule a framing inspection, two copies of an Improvement Location
Certificate survey (ILC) stamped by a registered professional engineer must be submitted. The
following information must be provided on the ILC:
o Basis of bearing and tie to section corner o All propefi pins found or set o Building location(s) with ties to property corners (ie. distances and angles)
o Building dimensions, including decks and balconies, to the nearest tenth of a foot tr Building and garage floor elevations and all roof ridge and eave line elevations o All drainage and utility service line as-builts, showing type of material, size and exact location o All easements

& Sanitation District. Fire flow needs must be addressed.
NOTES:
1. If the utility verification form has signatures from each of the utility companies, and no comments
are made directly on the form, the Town will presume that there are no problems and the
development can proceed.
2. If a utility company has concerns with the proposed construction, the utility representative shall
note directly on the utility verification form that there is a problem which needs to be resolved.
The issue should then be detailed in an attached letter to the Town of Vail. However, please keep
in mind that it is the responsibility of the utility company and the applicant to resolve identified
problems.
3. These verifications do not relieve the contractor of the responsibility to obtain a Public Way permit
from the Department of Public Work at the Town of Vail. Utilitv locations must be obtained before
diggino in any public right-of-way or easement within the Town of Vail. A buildino oermit is not a
Public Wav permit and must be obtained seoarately,

How it relates to Building Permits:
Fill out the anached check list with the Building Permit Apglication.
If yes was answered to any of the questions then a "Public Way" permit is required. You
can pick up an application at either Community Development located at 75 South Frontage
Road or Public Works, lccated at 1309 Elkhorn Drlve.
Notice sign-offs for utility companies. At! utilities must field verify (locete) respective
utilities prior to signing application. Soore utllity companies require up io 48 hours notice to
schedule a locate.
A construction traffic control/staging plan must be prepared on a separate sheet of paper.
An approved site plan may also be used. This plan will show locations of all traffic control
devices (signs, cones, etc.) and the work zone, (area of construction, staging, etc,). This
plan wilr expire on November lst and lvill need to be resubmilted for ccnsideration for
approval through the winter. Be aware that your resubmisslon for uiinter nay be denied
depending or the location of construction.
Sketch of work beirg perforrred must be submirted indicating dinensions (length, width
and depth of rvork). Tnis may be drawn on the traffic control plan or a site plan for the job.
Submit ccmpleted application to the Pubiic Work's office for review. If required, locates will
be scneduled ior the Town of Vail electricians and irrigation crew. Tne lccates take place ln
t,re morning, but r:ray require uP :o 4E hours to perform.
The Public Work's Construction Inspector will review the applisation and approve or deny
tne permit. You will be contacted as to the status and any requirements that may be
needed. Most permi'rs are released within 48 hours of being recei',/ed, but please allol up
to one (1) week lo process.
As soon as the permit is approved. the Building Department will be notified, allowing lhe
"Building Pei'mif' to be released. Please do not confuse the "Public Way Permit" with a
"Buildinc Permit".

My husband and I own #37 Coldstrean at L476 Westhaven Drive,
and serve on its Board of Directors.
At the previous two board meetings f have expressed my
concern regarding the unfinished property which siEs across fron Millrace on Westhaven Drive. My concern was shared by others on the Board. This property has sat in its current condition for the five years we have owned our property.
I understand that at our urging, Kevin McTavish has expressed our disrnay to the Town Council, and they have pronised to look into it- Any help which can give us to improve the
appearance of the "unfinished parking Lot", even if it's only on an exterior basis until the bankruptcy is resolved,would be greatly appreciated-

Thank you for your letter concerning the Westhaven foundations.
ttr. Kevin McTavish did send a letter to the Town Council expressing
your condorninium association'S concern over the appearance of the
foundations. At this time, the Cornmunity Developroent DePartment
has sent a letter to the owners of the site, requesting that they
try to inprove the appearance of the foundations. we hope that we
wilf be lble to encourage the owner to at least improve the
exterior appearance of the foundations. However, because the
project is hlving some financial difficulties, it uray be difficult
Lo outain these improvements. The Town staff will try its best to
address your concein and, hopefully, arrive at a resolution that is
acceptable to the condominium association.
