Public Works Department prior to issuance of the permit.
All excavation must be done by hand within 18" oi utilities - (Senate Btll 172).
Permittee must contact Public Works Department at 479-2158 24 hours prior to commencing backlill operations.
Failure to notify the Town will result in forteiture of bond money. Scheduled inspections which are not ready may
result in the Town charging the contractor a reinspection fee.

being located in a Moderate Rockfall Zone.

Amend Town of Vail Master Rockfall Hazard Map
This request is to amend the Town's Master RocKall Hazard Map by removing specific
properties lrom'Moderate Rockfall" designation. These properties are Lots 10, 12, 13, 14, 15,
and 16, Block 9, Vail Intermountjain.
The Rockfall Map prepared in 1984 identified portions of these properties as being located in
a moderate rockfall zone. A recent on-site investigation by the consulting geologist (Dr.
Nichols Lampiris) who helped prepare the maps in 1984, revealed that these properties are
not in any rockfall zone. Dr. Lampiris has submitted a letter to the Department of Community
Development, and recommends that the Moderate Rockfall designation be removed from the
above referenced properties.

We agreeO that the Town would amend the map. This process requires that the Town
Couniit approve the removal ol the medium severity rockfall designation on the oflicial Town
Jf Vait H#arO Map. We have scheduled Sris hearing for September 1, 1992 in order to allow
tor S-O Oays notice to the properties involved in the request and to accommodate Enrin's
schedule.
I am writing this letter to let you know that the Town's intention is to rectify lhis situatio.n.
However, iire request does iequire Town Council approval and I cannot promise that this
approval will Oe liven. However, if the engineer that prepared the maps, Mr. Nicholas
t-i'mpiris, believe! that a mistake was madl, it seems that the Town Council would most likely

Dear Kristian:
Recently I discovered that the Town of Vail hazard zone map indicates a
medium hazard rockfall zone in Intermountain, impacting several building
sites and terminating at my property line, Lot 13, block I (2701
Snowberry Drive). Having lived there many years, since 1979, and having
hiked the area extensively, I never observed any indications of previous
rockfalls, nor any possibility of future loose rocks, nor anything even
resembling any such situation.
In fact, the area above my property is relatively flat and contains a large
capacity Upper Eagle Valley Water reservoir tank.
The discovery of this rockfall designation was made during an "appraisal"
of this property in preparation for sale of same.
Since the value of my property (and others atfected) could suffer severely,
I contacted the author of the map, Mr. Nicholas Lampiris, expressing my
surprise at his fantasy.
On July 7, 1992, we visited the site together; thereafter Mr. Lampiris
sheepishly admitted his gross error, giving me the lame excuse that the
arial map seemed to indicate an exposed rock area and without visiting
the area himself, he just assumed that it was a rockfall zone.
Subsequently, he sent me a letter confirming the fact that no rockfall
zone exists there. Copy of letter enclosed,
Therefor I herewith respeetfully request that the Town of Vail remove
this hazard designation it's entirety as soon as possible.
Andy Knutsen at first advised that in order to have a hazard boundary
changed, I would need to make a $200.00 application.
I do not wish a boundary change. I request a complete eradication of an
entire zone, Furthermore, I see no fairness for me paying $200 for
someone else's error. (On top of Mr. Lampiris charging me $100- for me
pointing out his error)
After becoming aware of my indignation about this matter, Andy Knutson
advised me to write you a letter explaining the subject in more detail.
I do hope you can act upon this promptly, so that I can proceed with the
sale of the property forthwith.

and sewer. Recently a natural gas line was iri$talled, terminating at the east end of the drive and
at the end ot the newly paved Snowbeny Drive road and Cul de Sac. Only TV cable remains to be
properly buried, althouin it worXs just fine. Please change your analysis to "oood".

There is ng rock tall area in or near Lot 13. The Vail Hazard Map is in enor' In fact' uphill
from Lot 12 and 13 the topography is relatively tlat, heavily wooded with many centuries olcl
trees, showing no damage from rock falls. There are rro rockwall outcroppings abovo that from
where any roiks could possibly dislodge. Furthermore, a large water reserYoir tank is located
lust abov6 the rock fall d'esignaled zone. Perhaps the hazard map maker confused the designated
area with rocks showing in an olcl steambed, now dried out, about 1/4 mile down the road.
Anyway, the Vail Hazad Map does not show the edge of the hazard zone within Lot 13' I will be
gla-d to meet with you at the site and show yor.r tfie veracity of my contention. Then you can
remove all your comments regarding rock fall from your report'

SYNOPSIS
A vi,sual examination and evaluation of the foundation conditions
has been rnade on the site of the proposed single family dwelling at Lot 13,
Block 9, Vail Intermountain .Development Subdivision, Eagle County, Colorado.
The results of our examination and analysis indicate that the founda-
tion plans submitted by the client are suitable as Long as net allowable
soi1 pressures of 25OO psf are not exceeded.
Ground water conditions are not expected to cause any difficulties;
these conditions will be cliscussed in more detail in this report.
No expansive soils rdere encountered.
Construction considerations concerning surface - subsurface drainage
and the design of the south basement wall are dirscussed in the body of
this report.

tain Development Subdivi6ion. Lot 13, Block 9' conducteil for Mr' Erwin
Bachrach.
Authorization to perform this investigation was in the form of a
verbal agreement on June 4, !g7g, between Mr' Erwin Bachrach and Richards
Engineering.

Intermountain Developrnent Subdivision (Lot 13' Block 9), Eagle County '

Site Topography, Drainage, and.Vegetation
This site is sloping dov.m towards the North, there being some 140
feet difference in elevation .between the south and North sides of the
ploperty.
The surface is covered by unilergrowth and is heavily wooded.
Surface drainage at the time the observation was made appear s to
good, with runoff into small rivulets and through culverts adjacent
the site.

SUBSURFACE CONDITIONS
General Soil Conditions
The two test pits indicate a fairly uniform layer of brown, coarse to
fine sand, witlr traces of clay and silt acting as binders for sandstone
fragrments ranging in size from l/2 inch to 18 inch diameters observed. This
stratum ]ies directly beneath a topsoil layer ranging from O to 2 inches
below ground surface.

The proposed foundation consisting of conventional L6rt continuous
spread footings may be used to support the singre family dwelling as long

Due to the effects of seasonal variation in moisture content and
the effects of frost action. it is recormnended that the foundations be
founded at depths of at least four.feet below the finished grade. Totar
and differential settrement between footings would aLso be rninimized.

CONSTRUCTION CSNSIDERATIONS
Ground water
while no ground water was encountered at the time the fielil investi-
gation was conducted, it is possible that the \dater water will rise consi-
derably due to spring runoff, a proLonged period of rain or landscape
wateringf. Therefore, a subsurface perimeter drain should be constructed
around the exterior of the fountlation system to carry water away from
the builcling- This drain should consist of a pe,rforated discharge pipet
gravel collector and sand or fabric filter. The discharge pipe shall be
given free gravity access to the ground surface.

The ground surface should be sloped avay from the buiLding on a1I
sides to control surface water runoff. Surface lfater running toward the
structure frorn upslope areas should be diverted around and away from the
buildling by means of drainage swales or other similar measures. The
ninjmurn gradient within ten feet of the buitding will depend uPon surface
landscaping. Bare or paved areas should have a minimum gradient of 2
percent, while lanclscaped areas should have a minirnum gradient of 7 percent.
South Basement WalI
The south basement wall must be designecl as a retaining wall. The
clientts plans indicate that additional support wiII be furnished by the
use of pilasters. These should be quite sufficient as long as they are
designed to support LateraL equivalent fluid pressures of up to 50 to 60
pcf for backfitl slopes of 0" and 25", respectively.

may be necessary to subnit supplementary reconmendations.
It' is recomnended that the services of a qualified soj.ls engineer
be engaged to inspect the foundation excavations to insure that the soils
have the required bearing capacities and that no debris, soft spots, or
areas of unusually low density are Located in the foundation region.
