The Town of Vail Staft has reviewed the Design Review application for a proposed Henkes Residences
located at 2824 Snowberry Drive. The lollowing is a summary of lhe comments from that review:
1. Site and Grading Plan:. Adjust the limit of disturbance fence lo enclose all grading and landscaping.. Label the elevations of all dormers.o Adjust the east unit's 157'-0 5/B" ridge to comply with the maximum 33'height limit.. Provide snow storage area calculations.. Delineate the heated slab driveway area.. Provide site coverage calculations.. Provide landscape area calculations.. Note compliance with the Fire Department sprinkler and alarm requirements.. Widen the driveway entrance so vehicles do nol exit into oncoming trallic (maximum
width 24').. Demonstrate that the lirst 10'of driveway (measured from the back of the pan) does not
exceed a grade of 8%.. Adjust the three tier retaining wall to have a minimum face-tojace bench of 4'.. PE stamped retaining wall drawings must be submitted with the building permit.. Submit a Bevocable Right-otWay Permit for improvements within the Snowberry Drive
ROW with the buiHing permit application.2. ArchitecturalElevations:. Show exterior light lixtures.. Label materials and colors.. Provide horizontal dimensions.. Enclose, screen, and/or paint any exterior utility meters.
3. According to the Town ot Vail Hazard Maps, the far eastern portion of this property is located
within a High Hazard Debris Flow area. A site specilic analysis prepared by a register geologist
or professional engineer in accordance with the provisions of Chapter 12-21, Hazard Regulations,
Vail Town Code, must be submitted with the building permit application.

Dear Intermountair/Streamside Homeowner,
The Town of Vail, in cooperation with Bureau of Land Mauagernent and Eagle County
has parbrered with the U.S. Forest Service (USFS) in the Vail Valley Forest Health
project. The Vail Valley Forest Health project will address forest health issues with a
focus on the ongoing mountain pine beetle activity over a large area atound Vail and
nearby communities. N[21shing funds maybe available to address hazardous fuels in the
'wildland/urban interface surmunding Vail.
The U.S. Forest Service has received approval to treat hazardous fuels on federal land
adjacent to private lands. A work group was formed to address the wildland/urban
interface issue in Vail, Mintum, and Eagle-Vail. Town of Vail, Eagle County, USFS,
Vail Fire Dqrartment, CSFS, andNW Councif of Govemments representthis group.
The work group identified hazardous fuels treatrnent ursas within the Gore Creek-Eagle
River valley. Your subdivision was identified as a pmposed treabnent area based on the
forest fuels present, proximity of structures to hazardous fuels, mountain pine beefle
activity, steep slopes and canyoninduced wind.
Treatment of hazardous fuels and creating defeusible space can create a safer
environment for homeowners and fire personnel in the event of a wildfue- Defensible
space is an area around a struoture where fuels and vegetation are treated, cleared or
reduced to slow the spread of wildfue. Defensible space provides room for firefighters to
do theirjobs.
The suggested treahnents in your neighborhood are adopted from the Colorado State
Forest Serqice's "FireWise" program that encourages homeowners to development
landscaping practices of defensible space that create wildfire defense zoues. The
propos.ed vegetatiou treatrnents for the IntermountainStreamside area are:
. Remove juniper and flamnrable ground vegetation within 30 feet frorn structures.
Prune conifer trees 10-12 feet from ground or 1/3 oftotal hoight ofcrown within
30-50 feet from structures.
Thin live green conifer trees to achieve desired spacing betweetr crowns of 6-10
feet, targeting the least healthiest trees and trees infested with mounlain pine
beetle.
Through the use of a special agreement between the U.S. Forest Service landowners will
be able to create defensible space on private land as well as adjacent public lands with in
200 feet from any structure. We are seeking input from landowners in your subdivision
in order to determine the level of interest in pursuing the creation of defensible space
wifhin and around your neighborhoods. This domonstration project is a cooperative
effort between homeowners, USFS, vail Fire Departnent, Eagle county and the Town of
Vail.

neighborhood. Depending on the response, an information and education session may be
scheduied eitlrer on-site or at the Town of Vail to discuss voluntarilv defensible soace
treatments.

Dear Andy:
The Henkes Residence received final Design Review Board approval on May 5, 1999. A building permit
was applied for on June ll,1999, and approved on June 24, 1999. A Public Way Permit was issued on
June 16, 1999. The vcgetation removal and grading that was done was initiated prior to the release of the
building permit. On August 23, 1999, the Plan Check Fees from the Building Permit were pai4 but staff
is unaware of any plam to pay lbr the remainder of the Building Permit .4.s a result, the work that was
done was not permitted by the Town of Vail. After careful consideratior\ the Community Development
Departrnent has decidcd that the lot needs to be rcvegetated and cleared of any construction debris. The
following describes what needs to be done:
l. The drive needs to be covered with the existing till on the lot. This then needs to be seeded to
prevent erosion 2. All of the trees that were removed need to be taken off thc lot.
3. The lot needs to bc seeded to prcvent further erosion.
Tree replacement will not be required. The Desigl Review Board approval is good for one year. Any
rcvisions to thc existing plan will necd to be approved by the staff and/or the board, depending on thc
extent of thc changcs. The above measures need to be completed within fifteen working days upon
receipt ofthis letter. Surffwill do an inspcction ofthe lot after fifteen days ofreceipt ofthis certifred

The Town of Vail Design Review Board has conceptually reviewed plans for the Henkes Residence to be
located at 2824 Snowberry Dr. I wanted to reiterate their cormnents, which should be integrated into your
final subminal.
l. The windows abovc the g'aragcs necd to be centered and similar in size.2. The large windowed area above the entryway should be wood trimmcd and labeled as such on the
plans.
3. The members of thc Design Review Board questioncd thc use of the brackets, especially in
locations where thc overhangs vary in size. Please provide a detail of each proposed bracket.4. The recommendation was made that the stone would be put to better use if the entryway were
entirely stone, while the stone base of the gang€s could be rcmoved.
Public Work has an issue regarding access off of Snowberry and onto the drive. Our requirements state
that there must be a 20' centcrline radius. Please show this on the site plan. Any questions regarding this
rcquirement should be directed to Leonard Sandoval at4'79-2198.
The Henkes Residence has been scheduled for fu:ral review on May 5, 1999. Please submit all changes to
the building elevations by May 3,1999. All rnaterials should be identified and labeled on the plans.

Henkes Residencc is 5 spaccs (3 for the primary residence and 2 fot the secondary). Thc
parking for each unit must function independently. The second parking spacc for the
secondary unit does not function with the tumaround. The driveway on the west side by
this parking space may need to be widened to accommodate it.

sides. Grade shots should be shot from the inside driveway side of the pan.

SCOPE
This report presents the results of a soils and foundation investigation for a
proposed residence to be located at 2824 Snorvbeny Drive, Lot 17, Block 9 of the
Intermountain Subdivision, Vail, Colorado. The approximate site location is shown on
Fig. 1, Vicinity Map. The purpose of the investigatior.r was to evaluate the subsurface
conditions at the site and to provide geotechnical recommendations for the proposed
construction.
This report includes descriptions of subsoil and ground w'ater conditious found in
the exploratory test borings, recommended foundation systems, allowable soil pressures,
and recommended design and construction criteria. The report was prepared from data
developed during our field investigation and laboratory testing, and our experience with
similar projects and subsurface conditions in the area.
The recourmendations presented in this leport are based on the proposed
residential construction. We should be contacted to review our recommendations when
the final plans for the structure have been developed. A summary of our findings and
conclusions is oresented below.
EXECLITIVE SL'MMARY
l. Subsurface conditions encountered in tvvo exploratory test borings rvere
similar'. The subsurfhce rrraterials in both test borings consisted of 1.5 f-ect
of topsoil underlain by medium clense. drl'. tan, silty, clavey'. gravelly sand

dense, moist, reddish brown, clayey, sandy, gravelly silt with cobbles to
the maximum depth explored of 25 feet. In the second test boring (TH-2),
the sand layer continued to the maximurn depth explored of 25 feet.
At the time of this investigation, free ground water was encountered onll
in boring TH-2 at a depth of 19 feet (el. 102). Three weeks later, ground
water was observed in both test borings at depths of 11.5 feet (el. 115.5)
and l3 feet (el. 108). Because ofthis, foundation excavation should be
performed rvhen ground water levels drop, which is approximately after
July 15, 1995. Elevations are based on drawing provided by the owner.
The residence may be constructed r.vitl.r a spread footing foundation systenl
supported by the undisturbed natural soils.
The residence may be constructed with slab-on-grade floors. Due to the
presence of ground water near floor slab elevations, we recommend the
placement offree draining gravel beneath the floor slabs.
Open cuts and excavations require precautions as outlined in this report in
order to maintain the stability of slopes and sides of excavations.
Drainage around the structurc should be designed and constructed to
provide for rapid removal of surface rr-rnoff and avoid concentration of
rvater adjacent to foundation walls.
Although the potential for radon gas is a concern in the mountain areas.
the presence of sedimentary deposits and groundwater minimize the risk of
radon sas at this site.

SITE CONDITIONS
The ploposed residence rvill be located at 2824 Snorvberry Drive. Lot 17. Block q
of the Interurountain Subdivision, Vail, Colorado. The site slopes do,uvnrvard to the north
at an approxinrate grade of 25 percent. Vegetation on the site consists of natural grasses.
weeds. scattered bushes, and dense aspen and conifers. Approximately 2 to 3 feet of
snow was on the site at the time of our investisation.

PROPOSED CONSTRUCTION
Prirnary and secondary three story residential structures, constructed ofwood and
cast-in-piace concrete, are planned. The approximate location of the primary structure
will be situated over test boring TH-2. The approximate location of the secondary
structure will be situated to the southeast of test boring TH-1. Each structure is planned
to have a lower level garage, with a slab-on-grade floor, cut iuto the slope to an
approximate depth of 13 feet (el. 111 and l19. respectively). Elevations are based on
drarving provided by the ou'ner. Crawi space ruay be constructed adjacent to the garage
areas. N{aximum column and u'all loads rvere assumed to be those normally associated
with three story residential structures. Excavations of up to 15 feet may be required for
construction.
RADON GAS
In recent years, radon gas has become a concem. Radon is a colorless, odorless
gas tl.rat is produced when minerals in soil or bedrock decay. Radon gas is typically
found in bedrock formations. The gas is more common in igneous or metamorphic rock
formations than in sedimentary rock formations. Fractures in the earth's crust and the
dn'ness of the soil allorv the radon gas to nlove to the sr.rrface. Radon gas moves more
easill'thlough dly soil because uroisture inhibits the r.novement of radon molecules.
In the alea under investigation. the metamorphic and igneous rock fbrmatiotts ale
ovcrlair.i bl sedinrentary deposits and surflcial soils '"vith a u'ater table. Sedin.rentarl'
deposits ar-rd the presence of u'ater urinin-rize tl-re risk of radon -uas. However. as a
plecautionary measure, the presence of radon gas could be investigated in rnore detail at

SUB SURT'ACE CONDITIONS
Subsurface conditions rvere investigated at this site on April 21,1995 by drilling
t$'o exploratory test borings at tl.re locations shown on Fig. 2. Graphic logs which
summarize the subsurface materials found in the test borings and results of laboratory
tests are shorvn on Fig. 3.
The subsurface materials encountered in the two exploratory test borings were
quite similar. The subsurface materials found in both test borings TH-l and TH-2
consisted of 1.5 feet of topsoil underlain by medium dense, dry. tan, silty, clayey,
gravellysandwithcobblesandsandstonefragments. IntestboringTH-l,thissandlayer
continued to l9 feet and was underlain by a dense, moist, reddish brown, clayey, sandy,
gravelly silt rvith cobbles to the rnaxin-rum depth explored of 25 feet. In test boring TH-2,
the sand layer continued to the marimum depth explored of 25 feet.
Representative soil sarnples obtained frorn the exploratory test borings were tested
in our laboratory in order to determine their natural moisture content and gradation
characteristics. The results of these tests are presented in Fig. 3. Logs of Exploratory

At the time of this investigation (April 21. 1995). free ground water was
crlcoulltered only in test boring l'H-2 at a depth of 19 feet (el. 102). As part of the
investisation. 2-inch dianreter llelcl-slottc'd PVC pipe rvas installed to a depth of Ii feet in
borh test borings to nronitor ground uater levels. At a later monitoring ilate (Ma1' 12.
1995). ground u,ater was obsened in both test borings TH-l and TH-2 at depths of 11.5

BELOW GRADE CONSTRUCTION
Present plans are not available, however we anticipate excavations ofup to l5 feet
beneath the existing ground surface for construction of garage and crawl space areas. The
orientations of the structures are anticipated to be such that the excavation for the garage
and crawl space areas may vary from about 6 to l5 feet beneath existing grade. We also
anticipate substantial cut and fill site rvork to create drivew-ays. Conventional excavation
equipment should be capable of conpleting the required excavations.
Because of the anticipated depth of excavation and the steep grade of the site,
special construction considerations are recommended. The site is located in an area
lvhich has been mapped as an old landslide zone. In addition, during construction of a
residence in the area, the constructior.r slopes became unstable and slope failure occuned.
This failure occurred because the excavation was open during the spring snorv melt time.
Water seepage from the cut slopes caused sor.r.re of the slopes to fail. Since ground water
r.vas observed at depths of I I .5 and 1 3 feet belo'uv the surface at this site. rve recotnntend
tl.rat the following precautions be taken to reduce the risk of slope failure.
1. Excavate only materials necessary to construct foundation and retaining
r'"'alls.
2. Construct the rvalls *'ith nrethods and lechniques that reduce construction
tinre.
3. The neal surlhce subsoil. u.hich consisted of siltl'. clal'e1', -eravelll, sand,
classifles as Type C soil in accordance *'ith OSHA regulations. OSFIA
regulations should be follorved in all excavations and cuts.
4. Excavation should be perlbrn.red after peak runoff periods when ground
r,r'ater levels drop, which is after approximately July 15. The time for
starting construction can be determined by monitoring ground water levels

in the PVC pipe installed in the test borings. When the w.ater levels in the
borings are found to be at least 3 feet below the bottom of the proposed
excavations.
5. If seepage of water from the sides of the excavation or signs of slope
failure are observed, it should be reported immediately to our office so that
we can recommend methods for safely controlling the flow of water and
maintaining the stability of the slope. Some signs of slope failure are
fissures in the soil surface above the excavation and slougl.ring of soil on
the excavation surface.
6. The excavations should be backfilled with compacted fill prior to winter.
Fill should be placed as outlined in the COMPACTED FILL section of
this report.
7. We should review the proposed excavation plan prior to beginning
construction.
FOUNDATION
The near surface material at potential foundation elevations consisted of the
medium dense. silty, clayey, gravelly sand. In our opinion, a spread footing foundation
system may be used to support the proposed structure. The spread footing foundation
system should be designed and constructed to meet the following criteria.

allor,vable soil bearing pressure of .1.000 psf on the undisturbed nredium
dense, silty, clayey. gravelly sand.
2. Column footings should have a minittrtrnt dirtrension of 2.1 inches square

Footing rvidths nray be greater to accontmodate structural design loads.
3. Continuous fbundation walls should be reinforced to span local anomalies
in the soil.

4. Topsoil and highly weatheled near surface soils are not acceptable
foundation bearing materials. The base of all foundation footings should
be founded below these rnaterials.

The base of exterior footings should be established at a minimum depth of
4 feet below the exterior ground surface to protect the footings from
damage caused by frost action.
Due to the presence of grourrd water ltear foundation elevations, the
precautions discussed in the BELOW GRADE CONSTRUCTION section
of this report should be followed during the construction of foundation
walls.
Pockets or layers of soft or loose soils n.ray be found in the bottom of the
completed footing excavations. These materials should be removed to
expose the undisturbed natural soil. The foundations may be constructed
on the undisturbed natural soil or the resulting excavation may be
backfilled with compacted fill or lean cotrcrete.
Fill should be placed as outlined in the COMPACTED FILL section of
this report. We strongly recommend that a representative of our office
observe and test the placertrent and coutpaction of structural fill r.rsed in
foundation construction. It has been our experience that without
engineering quality assurauce. poor construction techniques and habits
occur which result in poor foundation perfonnance.
We recommend that a representative of our office observe the completed
foundation excavation. The represetrtatil'e can then verify that the
foundation rests on suitable r.uaterials. Variation fiom the conditions
described in this report rvhicli ,"vere not indicated by or,rr test borings can
occlu'. The representative can observe tlte excavatiot-t to t'ecognize sucl-t

FLOOR SLABS
Slab-on-grade floors are planned at this site. The natural soils will support slab-
on-grade floors rvith low risk of movement. We recommend the follow'ing for the
construction of slab-on-grade floors whether placed on the natural soils or compacted fill.
1. A 6-inch layer of fi'ee draining gravel sirould be placed beneath the floor
slabs to provide a moisture break between the soil and the concrete slab.
Drainage from this layer should be provided.
Frequent control joints should be provided in all slabs to reduce problems
associated rvith shrin-kage.
Any construction area should be stripped ofall vegetation and topsoil, the
resulting surface scarified, and then compacted. Fill may be required to
establish the grade for slab-on-grade floors after removing the topsoil. or
in excavations beneatl"r slab-on-grade areas. Fill should be placed as
outlined in the CO\4PACI'ED FILL section of tl.ris report. Placetnent aud
compaction of fill beneath slabs should be observed and tested b1' a

FOUNDATION DRAINAGE
Surface water, especially that originating from snor,v-melt, tends to flow through
relativeli permeable backfill typically found adjacerll to residences. The rvater that flou's

LATERAL WALL LOADS
Walls may be planned "vhich will require lateral earth pressures for design.
Lateral eafth pressures depend on the type of backfill and the height and type of wall.
Walls r,l'hich are free to rotate sufficientll' to mobilize the strength of the backfill should
be designed to resist the "active" earth pressure condition. Walls which are restrained
should be designed to resist the "at rest" earth pressure condition. Basement walls are
typically restrained.
For design, an equivalent fluid weight of 35 pcf should be used for the "active"
earth pressure condition and an equivalent fluid .a,eight of45 pcf should be used for the
"at rest'' earth pressure. The lluid weights are for a horizontal backfill cor.rdition. A
"passive" equivalent fluid u,eight of 300 pcf can be used to resist the wall loads where the
soils rvill always remain in place at the toe of the wall. The equivalent fluid weights do
not include allorvances for surcharge loads due to l.rydrostatic pressures or live loads. A
coelficient of fiiction of 0..1 can be used at the bottom of the footinq to resist the lvall
loads.
Backfill placed behind or adjacent to fbundatior.r and retaining r'valls should be
placed as outlined in the CON1P.\CTED FILL section of this report. Placement aud
compaction ofthe fill should be observed and tested by a representative ofour office.

To reduce the possibility of developing hydrostatic pressures behind retaining
rvalls, a drain should be constructed adjacent to the wall. The drain may consist of a
manufactured drain system or gravel. If gravel is used. it should have a maximum size of
1.5 inches and have a maximum of 3 percent passing the No. 200 sieve. Washed concrete
aggregate will be satisfactory for the drainage layer. The gravel drain fill or
manufactured drain should extend from the bottom of the retaining wall to rvithin 2 feet
of subgrade elevation. The water can be drained by a perforated pipe with collection of
the rvater at the bottom ofthe rvall leading to a positive gravity outlet. A ty'pical detail for
a retaining wall drain is presented in Fig. 6.
CONCRETE
The soils in the Vail area ma)/ contain soluble sulfates. Sulthtes can cause
damage to concrete members constructed with ordinary cement that conre into contact
vn'ith the soil. Type V cement is normally recommended for high sulfate areas. However,
a suitable alternative of Type V cement is a "modified" Type II cement. The "modified"
Type II cement contains less than 5 percent tricalcium aluminate. Use of a cement rich
rlirture (marimurn of 0.5 rvater/cen.rent ratio) and 5 to 7 percent air entrainment further
increases tl.re sr.rlfate resistance. This cement should be used for all concrete mer.ttbets
(slabs. foundation. foundation u'alls. culb and gutter. and sidewalks) that coure into
contact rvith the soil.

SURFACE DRAINAGE
Reducing the wetting of structural soils and the potential of developing
hydrostatic pressure behind below grade walls can be achieved by carefully planned and
maintained surface drainage. We recommend the follow'ing precautions be observed
during construction and maintained at all tirnes after the structure is completed.
L Wetting or drying of the open foundation during excavation should be
minimized durins construction.
2. All surface water should be directed awav from the top and sides of the
excavation durins construction.
3. The ground surface surror.urding the exterior of the structure should be
sloped to drain arvay fronr the building in all directions. We recommend a
slope ofat least l2 inches in the first 10 feet.
4. Backfill, especially around foundation u'alls. should be placed as outlined
in the COMPACTED FILL section of this report.
COMPACTED FILL
Fill may consist of the on-site silty. clayey, gravelly sand or approved imported
grarrular fill. No gravel or cobbles largel than 6 inches should be placed in fill areas. Fill
aleas should be strippe'd of all vegetation and topsoil and then scaritled. Topsoil may be
uscd in landscape areas. Fill should bc placed in thin loose lifis. n'roisture conditioned to
lvithin 2 percent of the optinrurl moistule content. and compacted to the recommencled
compaction shou'n in the table on the tbllorving page. Ilecommended conrpaction varies
fbr the siven use of the fill.

We strongly recommend that a representative from our office observe and test the
placement and compaction of structural fill. Fill placed below foundations or slab-on-
grade floors is considered structural. It has been our experience that without engineering
quality assurance, poor construction techniques and habits occur which result in poor
foundation and slab oerformance.
LIMITATIONS
Althougl-r the erploratorl, test borings u'ere located to obtain a reasonably accurate
determinatior.r of foundation conditions, variations in the subsurface conditions are alrvays
possible. Any variations that exist beneath the site generally become evident during
excavation for the structure. A representative of our office should observe the completed
excavation to conflrm that the soils ale as indicated b1' the exploratory test borings and to
leri['oul lbundatior.r and floor slab recomnrenciations. lhe placement and compaction of
flll. as rvell as ir.rstallation of fbundations. should also be obselved and tested. The design
criteria and subsurface data presented irr this report are r,alid for 3 years from the date of
this reoort.
