TCO's for temporary offices
Charlie Davis; Mike McGee
Hey Jay,
It has come to my attention that the TCO's for Vail Resort's existing Treetops and Concert Hall Plaza temporary
offices have expired. At this time I do not know what items are still outstanding from the prior construction, but
please contact the Town of Vail Building and Fire Departments to address this issue as soon as possible. My
hope is that we can resolve this prior to PEC's review of the recent conditional use permit applications.
Thanks,
Bill

A request for a final review of a conditional use permit, pursuant to Section 12-
7H-3, Permitted and Conditional Uses; First Floor or Street Level, Vail Town
Code, to allow for a temporary business office, located at 450 East Lionshead
circle (Treetops Building)/Lot 6, Vail Lionshead Filing 1, and setting forth details
in regard thereto. (PEC07-0031)
Applicant: Vail Resorts, represented by Jay Peterson
Planner: Bill Gibson
SUMMARY
The applicant, Vail Resorts, represented by Jay Peterson, is requesting a conditional
use permit pursuant to Section 12-7H-3, Permitted and Conditional Uses; First Floor or
Street Levei, Vail Town Code, to allow for a "temporary busrness office" located at 450
East Lionshead Circle (Treetops commercial building)/Lot 6, Vail Lionshead Filing 1.
This conditional use permit request will allow for the extension of the January 24,2005,
conditional use permit approval for Vail Resort's temporary business offices currently
occupying the first-floor of the Treetops commercial building. This 2005 conditional use
permif approval is scheduled to expire on January 24, 2008. The applicant, Vail
Resorts, is proposing to extend this approval for three exlra years until January 24'
2011. The applicant, Vail Resorts, is also requesting to eliminate any ties between the
expiration ol this conditional use permit and the issuance of a temporary or final
Certificate of Occupancy of for the Arrabelle or the North Day Lot.
Based upon Staff's review of the criteria outlined in Section Vll of this memorandum and
the evidence and testimony presented, the Community Development Department
recommends approval, with conditions, of this request subject to the findings and
condilions noted in Section Vlll of this memorandum.
DESCRIPTION OF THE REQUEST
This conditional use permit request will allow for lhe extension of the January 24,2005,
conditional use permit approval for Vail Resort's temporary business offices currently
occupying the first-floor of the Treetops commercial building. This 2005 conditional use
permii a[proval is scheduled to expire on January 24, 2008. The applicant, Vail
Resorts, is proposing to extend this approval until January 24,2011.
Pursuant to Section 12-2-2, Definitions, Vail Town Code, a "temporary business office"is
an "office for the conduct of generalbusrness and service activities for a duration of time
not to exceed three (3) years." Therefore, the Planning and Environmental Commission
required that the January 24,2005, conditional use permit approval expires on January
24,2008.
|il.
The January 24,2005, conditional use permit approval allowed the conversion of former
vacant, firsf floor retail spaces within lhe Treetops commercial building into a temporary
business office for employees directly related to Vail Resorts' operation of Vail Mountain;
administration, snowmaliing, mountain operations, ski school, marketing, and other
similar positions. As stated in 2005, it was the applicant's intention Jor.these business
office ubes to be permanently located within the Arrabelle and/or a North Day Lot office
building. Theref6re, the Plinning and Environmental Commission required that the
January, 24,2005, conditional use permit will expire upon the issuance o-f a temporary or
tinat C6rtificate of Occupancy lor the Lionshead Core Site Hotel (i.e. Anabelle) or the
North Day Lot otfice nuiiOing, should either event occur prior to January 24, 2008' The
applicant, Vail Besorts, is requesting to eliminate these ties between the expiration of the
t6rirporary business office conditional use permit and the issuance of a temporary or final
Gertificate of Occupancy of for the Arrabelle or the North Day Lot.
A vicinity map (Attachment A) and the minutes of the January 24, 2005, Planning and
Environmental Commission hearing (Attachment B) have been attached for relerence.

vil.REVIEW CRITERIA
Before acting on a conditional use permit application, the Planning and Environmental
Commission shall consider the following factors with respect to the proposed use:
1. Relationship and impact of the use on the development obiectives of
the Town.
Staff does not believe the proposed extension of lhe conditional use permit
for "temporary busrness offbe' uses on the first floor of the Treetops building
until 20i 1 is i:onsistent with the intent, purpose, or standards of sections 12-
2-2 and 12-7H-3, Vail Town Gode'
ordinance No. 26, Series of 2004, was the legislation that allowed existing
Lionshead area office uses, which are displaced by the construction activities
of redevelopment projects, to be temporarily relocated within the Lionshead
area. stafl believes the purpose of ordinance No. 26 was lo allow only for
the ,temporary" relocation of business offices. In 2004, it was determined
that a business office use is considered temporary in nature, only if that use
is not conducted for more than three years. lt was determined that a time
period of three years can adequately accommodate temporary otfice
ielocations necessary to facilitate redevelopment projects in Lionshead, and
that longer durations of time may have negative impacts to the pedestrian
retail chiracter of Lionshead. Therefore, Staff does not recommend approval
of the applicant's request to extend the approval of the 2005 conditional use
permit from 2008 until 2011.
The intent of Ordinance No. 26 is that once redevelopment construclion
activities are completed, a business office will return to its original
location/development site. The purpose ol Ordinance No. 26 is not to allow
for the permanent or quasi-permanenl relocalion of a business use to a
location not generally allowed by the zoning standards of the Lionshead
Mixed Use 1 District. While there are no approved redevelopment plans for
the North Day Lot, it is anticipated that portions of the Arrabelle project will be
obtaining temporary certificates of occupancy prior to the original January
4.
24,2008, expiration of the 2005 conditional use permit. Therefore, Staff does
not recommend approval of the applicant's request to eliminale ties between
the 2005 conditional use permit and the occupancy of the Arrabelle proiect'
While the applicant received conditional use permit approval for the
"temporary business office" on the first floor of the Treetops commercial
building on January 24, 2005, the applicant did not obtain approval of a
lemporary certificate of occupancy to begin operation of the temporary
business use until April 8, 2005. Therefore, Staff recommends the Planning
and Environmental Commission approve an extension of the 2005 conditional
use permit approval until April 8, 2008 (i.e. three years from the original date
of occupancy). Staff recommends that the Planning and Environmental
Commission maintain the original condition of approval that the 2005
conditional use permit shall expire upon the issuance of a temporary or final
certificate of occupancy for the Arrabelle project, should that event occur prior
to AprilS, 2008.
The effect of the use on light and air, distribution of population,
transportation facilities, utilities, schools, parks and recreation
facilities, and other public facilities needs.
Staff does not believe this proposal will have a significant negative effecl on
the above criteria in comparison to existing conditions.
Elfect upon traffic with particular reference to congestion, automotive
and pedestrian safety and convenience, traffic flow and control, access,
maneuverability, and removal of snow lrom the street and parking
areas.
As this proposal exceeds the minimum parking standards of the Vail Town
Code, Staff does not believe this proposal will have a significant negative
effect on the above criteria in comparison to existing conditions.
Etfect upon the character of the area in which the proposed use is to be
located, including the scale and bulk ol the proposed use in relation to
surrounding uses.
This proposal does not involve any exterior changes to the existing Treetops
commercial building. Should the 2005 conditional use permit expire within
three years of the original occupancy of the temporary business office, Staff
does not believe this proposal will have a significant negative effect on the
above criteria in comparison to existing conditions. However, should the
approval of this temporary business office be extended beyond three year,
contrary to the time limits prescribed by the Vail Town Code, Staff believes
this office use on the first floor may begin to have negative affects upon the
pedestrian retail character of the Lionshead area.
VIII. STAFFRECOMMENDATION
Should the Planning and Environmental Commission choose to approve this conditional
use permit application with the timelines requested by the applicant, the Department of
Community Development recommends the Commission also fonrards a

request to allow for the proposed "temporary business officed', located at 450 East
Lionshead Circle (Treetops commercial building). Staff's recommendation is based
upon the review of the criteria described in Section Vll of this memorandum and the

2. This conditional use permit for a temporary business office, located at 450
East Lionshead Circle (Treetops commercial building), shall only allow for a
temporary business office use as defined by Section 12-2-2, Vail Town

Should the Planning and Environmental Commission choose to approve, with conditions,
this conditional use permit request, the Department of Community Development
recommends the Commission makes the following findings:

C.U.P. for Offices on Second Floor
Trcetops Cornmercial Building
June 8, 2005
Dcscription of Proposed Use
Vail Resort's development of the Anabelle at Vail Square will require extensive on-site
construction management by VR personnel. The construction management team is in
need of office space in close proximity to the Anabelle. This proposal involves the use
of a portion of the mezzaninelsecond level of the Treetops Building for these offices. As
prescribed by the LHMU-7 zone district, "Business or Professional Offices" are
permitted above ground level subjcct to the issuance ola conditional use permit.
Background on thc Trectops Building
The development of the Anabelle will necessitate thc removal of thc Gondola Building
and in doing so the removal of approximalely 14,000 square feet of office space. This
existing office space is utilized by VR employees directly related to the operation of Vail
Mountain. [n ordcr to replace a portion of this olfice space a Conditional Use request for
temporary offices on the first lcvel of the Treetops building was approved by the Town
this past winter.
Zoning Considerations
The proposed use will not involve any changes to the exterior of thc building. As such
there are no changes to square footage, sit€ coverage, building height, etc.
The proposed use reprcsents a change in use from previously existing retail use to office
use. Retail parking requirements are 2.3 spaces per 1,000 sq. ft. Based on the total
mezzanine floor area of 2,710 sq. ft., this resnlts in a parking requirement of 6.2 spaces.
Office parking requirements are 2.7 spaccs per 1,000 sq. ft. The total anlount of olfrce
square footage proposcd by this Conditional Use requcst is approximately 2,000 square
feet, or a parking requirement of 5.4 spaces. The proposed change of use results in a
parking reduction of.8 spaces.
C.U.P. Review Criteria
The following criteria are to be uscd in evaluating a conditional use request:
l. Relationship and impact of the use on devclopment objectives of the town.
Response
The proposed use is directly related to what is arguably the Town's most
imporlant development objective - the redcvelopment of the Core Site. The offrce
use on second floor will occupy space that has been vacant for nearly one year
and as such will not displace any existing uses.
2. Effect ofthe use on light and air, distribution ofpopulation, transportation
facilities, utilities, schools, parks and recreation facilities, and other public
facilities and public facilities needs.
ResDonse
The proposed temporary use will not affect any ofthe considerations outlined
above.
3. Effect upon traffic, with particular reference to congestion, automotive and
pedestrian safety and convenience, traffrc flow and control, access,
maneuverability, and removal of snow from the streets and parking areas.
Response
No adverse affects are anticipated on these considerations.
4. Effect upon the character ofthe area in which the proposed use is to be located,
including the scale and bulk ofthe proposed use in relation to surrounding areas.
ResDonse
There are no exterior changes proposed to the building and as such no change to
scale. bulk or mass.
5. Such other factors and criteria as the commission deems applicable to the
proposed use.
Response
None
6. The environmental impact report concerning the proposed use, if an
environmental impact report is required by Chapter l2 of this title.
Response
No environmental impact report is required for this proposed use.

Second Floor and Above, Vail Town Code, to allow for a business office located at 450
East Lionshead Circle (Treetops commercial building/Lot 6, Vail Lionshead Filing 1.
This conditional use permit request will allow accommodate office spaces for Vail
Resort's construction management personnel during construction of the Lionshead Core
Site development (i.e. Arrabelle), in the currently unoccupied retail spaces on the
second-floor of the Treetops commercial building.
Based upon Staff's review of the criteria outlined in Section Vlll of this memorandum and
the evidence and testimony presented, the Community Development Department
recommends approval, with conditions, of this request subject to the findings and

DESCRIPTION OF THE REQUEST
Vail Resorts is requesting a conditional use permit to allow for the conversion of existing
vacant retail space on the second-story of the Treetops commercial building into
business offices. These new offices will occupy 2,000 sq. ft. of the existing 2,710 sq. ft.

These business offices will be temporary in nature, as they will be occupied by Vail
Resort's construction management personnel during construction of the Lionshead Core
Site development (i.e. Arrabelle) and will be removed upon the issuance of a final
certificate of occupancy for the Arrabelle. There are no exterior building renovations
associated with this proposal.
There is no Design Review Board proposal related to the request. A vicinity map
(Attachment A), the applicant's request (Attachment B), and architectural floor plans
(Attachment C) have been attached for reference.

surrounding propefties in the Town at large. Uses /lsted as conditional uses in
the various distrlcfs may be permitted subject to such conditions and limitations
as the Town may prescribe to insure that the location and operation of the

Development Standard
As this conditional use permit request only affects the use of an existing tenant space
and does not propose any exterior changes to the existing building; this conditional use
permit proposal does not alter the existing lot area and site dimensions, setbacks,
building height and bulk, density, gross residential floor area (GRFA), site coverage, or
landscaping and site development. The only development standard affected, other than
use, is parking. This proposal decreases the parking demand for this tenant space from
6.2 to 5.4 parking spaces. The existing Treetops commercial building currently has
surplus parking, and if this proposal is approved, the Treetops commercial building will
still exceed its minimum parking requirement.

Before acting on a conditional use permit application, the Planning and Environmental
Commission shall consider the following factors with respect to the proposed use:
l. Relationship and impact of the use on the development objectives of
the Town.
The Lionshead Mixed Use 1 zone district standards currently allow for
professional office, business office, and studio uses on the second floor of
buildings within Lionshead, subject to the issuance of a conditional use
permit. The applicant is requesting approval of a conditional use permit for a
business office on the second floor in Lionshead, consistent with the
standards of the Lionshead Mixed Use 1 zone district.
Although not applied to this application, the Town of Vail recently adopted
Ordinance No. 26, Series of 2004, which allows for the temporary relocation
of business office uses to the first floor of buildings within Lionshead. The
Lionshead Mixed Use 1 zone district standards previously did not allow otfice
uses on the first floor; however, the Town of Vail determined that the approval
of new and relocated office uses within Lionshead will be necessary to
facilitate redevelopment construction. Staff believes the applicant's proposed
temporary construction management office on the second floor of the
Treetops building not only complies with the Town's zoning regulations, but it
also furthers the Town's objective of redeveloping Lionshead.
2. The effect of the use on light and air, distribution of population,
transportation facilities, utilities, schools, parks and recreation
facilities, and other public facilities needs.
Staff does not believe this proposal will have a significant negative effect on
the above criteria in comparison to existing conditions.
Effect upon traffic with particular reference to congestion, automotive
and pedestrian safety and convenience, traffic flow and control, access,
maneuverability, and removal of snow from the street and parking
areas,
As this proposal exceeds the minimum parking standards of the Vail Town
Code, Staff does not believe this proposal will have a significant negative
effect on the above criteria in comparison to existing conditions.
Effect upon the character of the area in which the proposed use is to be
located, including the scale and bulk of the proposed use in relation to
surrounding uses.
As this proposal does not involve any exterior change to the existing Treetops
commercial building, Staff does not believe this proposal will have a
significant negative effect on the above criteria in comparison to existing
conditions. Staff believes this proposed business office uses will bring vitality
to this currently vacant tenant space.
3.
4.
tx.
Staff believes that the temporary nature of this request will ensure that the
Treetops commercial building will be returned to its retail/shopping character
(as recommended by the Lionshead Redevelopment Master Plan and the
Lionshead Mixed Use l zone district) once the construction of the Lionshead
Core Hotel construction has been comoleted.
STAFF RECOMMENDATION
The Department of Community Development recommends the Planning and
Environmental Commission approves, with conditions, this conditional use permit
request to allow for the proposed business office, located at 450 East Lionshead Circle
(Treetops commercial building). Staffs recommendation is based upon the review of the
criteria described in Section Vlll of this memorandum and the evidence and testimonv
oresented.
Should the Planning and Environmental Commission choose to approve, with conditions,
this conditional use permit request, the Department of Community Development
recommends the Commission pass the following motion:
The Planning and Environmental Commission approves, with conditions, a
conditional use permit, pursuant to Section 12-7H-4, Permitted and Conditional
Uses; Second Floor and Above, Vail Town Code, to allow for business office
located at 450 East Lionshead Circle (Treetops Building), Lot 6, Vail Lionshead
Filing 1, and setting forth details in regard thereto, subject to the following
conditions:
This conditional use permit for a business office, located at 450 East
Lionshead Circle (Treetops commercial building), shall expire upon the
issuance of a final Certificate of Occupancy for the Lionshead Core Site (i.e.
Arrabelle).
Should the Planning and Environmental Commission choose to approve, with conditions,
this conditional use permit request, the Department of Community Development
recommends the Commission makes the following findings:
Based upon the review of the criteria outlined in Section Vlll this Staff
memorandum to the Planning and Environmental Commission dated January 24,
2005, and the evidence and testimony presented, the Planning and
Environmental Commission finds:
1. The proposed busrness office, located at 450 East Lionshead Circle
(Treetops commercial building), is in accordance with the purposes of the
Zoning Regulations and the Lionshead Mixed-Use 1 District as referenced by
Secfrbn V of this memorandum.
2. The proposed busrness office, located at 450 East Lionshead Circle
(Treetops commercial building), and the conditions under which it will be

Description of Propqssd Use
Vail Resort's development of the Arrabelle at Vail Square will require extensive on-site
construction management by VR personnel. The construction management team is in
need of office space in close proximity to the Arrabelle. This proposal involves the use
of a portion of the mezzanine/second level of the Treetops Building for these offices. As
prescribed by the LHMU-l zone district, "Business or Professional Offices" are
permitted above ground level subject to the issuance of a conditional use permit.
Background on the Treetops Building
The development of the Anabelle will necessitate the removal of the Gondola Building
and in doing so the removal of approximately 14,000 square feet of office space, This
existing oflice space is utilized by VR employees directly related to the operation of Vail
Mountain. ln order to replace a portion of this office space a Conditional Use request for
temporary of{ices on the first level of the Treetops building was approved by the Town
this past winter.
Zoning Considerations
The proposed use will not involve any changes to the exterior of the building. As such
there are no changes to square footage, site coverage, building height, etc.
The proposed use represents a change in use from previously existing retail use to office
use. Retail parking requirements are 2.3 spaces per 1,000 sq. ft. Based on the total
mezzanine floor area of 2,710 sq. ft., this results in a parking requirement of 6.2 spaces.
Office parking requirements are2.7 spaces per 1,000 sq. ft. The total amount of office
square footage proposed by this Conditional Use request is approximately 2,000 square
feet,oraparkingrequirementof5.4spaces. Theproposedchangeofuseresultsina
parking reduction of.8 spaces.
C.U.P. Review Criteria
The following criteria are to be used in evaluating a conditional use request:
1. Relationship and impact of the use on development objectives of the town.
Response
The proposed use is directly related to what is arguably the Town's most
important development objective - the redevelopment of the Core Site. The office
use on second floor will occupy space that has been vacant for nearly one year
and as such will not displace any existing uses.
t
2. Effect ofthe use on light and air, distribution ofpopulation, transportation
facilities, utilities, schools, parks and recreation facilities, and other public
facilities and public facilities needs.
Response
The proposed temporary use will not affect any ofthe considerations outlined
above.
3. Effect upon traffic, with particular reference to congestion, automotive and
pedestrian safety and convenience, traffic flow and control, access,
maneuverability, and removal of snow from the streets and parking areas.
Response
No adverse affects are anticipated on these considerations.
4. Effect upon the character of the area in which the proposed use is to be located,
including the scale and bulk of the proposed use in relation to surrounding areas.
ResDonse
There are no exterior changes proposed to the building and as such no change to
scale, bulk or mass.
5. Such other factors and criteria as the commission deems applicable to the
proposed use.
Response
None
6. The environmental impact report concerning the proposed use, if an
environmental impact report is required by Chapter 12 of this title.
Response
No environmental impact report is required for this proposed use.

VIII. REVIEW GRITERIA
Before acting on a conditional use permit application, the Planning and Environmental
Commission shall consider the following factors with respect to the proposed use:
1. Relationship and impact of the use on the development objectives of
the Town.
Staff believes the proposed convefsion of existing vacant retail space to
"temporary buslness ofifrce" use is consistent with the development objectives
of the Town. This conversion from empty retail spaces to "temporary
buslness ofifrce" uses will ensure that Vail Resorts' employees are working
near the ski mountain and will fill curently vacant space in the Treetops
building with activity. Staff also believes this proposal is consistent with the
intent, purpose, and standards of Ordinance No. 26, Series of 2004, which
allsws for this temporary relocation of otfice uses within Lionshead.
The effect of the use on light and air, distribution of population,
transportation facilities, utilities, schools, parks and recreation
facilities, and other public facilities needs.
Staff does not believe this proposal will have a significant negative effect on
the above criteria in comparison to existing conditions.
Effect upon traffic with particular reference to congestion, automotive
and pedestrian safety and convenience, traffic flow and control, access,
maneuverability, and removal of snow from the street and parking
areas.
As this proposal exceeds the minimum parking standards of the Vail Town
Code, Staff does not believe this proposal will have a significant negative
eff€ct on the above criteria in comparison to existing conditions.
4. Effect upon the character of the area in which the proposed use is to be
located, including the scale and bulk of the proposed use in relation to
surrounding uses.
As this proposal does not involve any exterior change to the existing Treetops
commercial building, Staff does not believe this proposal will have a
significant negative effect on the above criteria in comparison to existing
conditions. Staff believes this proposed "temporary busrness office" uses will
bring vitality to this currently vacant tenant space. Staff believes that the
temporary nature of lhis request will ensure that the Treetops commercial
building will be returned to its retail/shopping character (as recommended by
the Lionshead Redevelopment Master Plan and the Lionshead Mixed Use 1
zone district) once the construction of the Lionshead Core Hotel construction
has been completed.

C.U.P. for Temporary Office Space on Street Level
Treetops C-'ommercial B ui lding
Decernber 27,2004
Description of Proposed Use
Vail Resort's re-development of thc Core Sitc will neccssitate thc renroval of the
Gondola Building and in doing so the removal of approxirnately xx,xxx square feet of
office space. Ihis existing office space is utilized by VR employees directly related to
the operation of Vail Mountain (admin, snorvmaking, mountain operations, ski school,
marketing, etc.) and as such their offices need to be located proximatc 1o the mountain.
This C.U.P. is for "temporary business offices" in accordance with the reccntly approved
amendncnt to the Lionshead Mixed Use 1 zonc district. The proposed office space is to
be located within the existing street levcl of the Treetops Cornmcrcial Building. This
space is currenlly vacant. The total square footage ofthe temporary offtce space is 5,425
square feet.
Zonins Considerations
The proposed use will not involve any changes to the exterior of the building. As such
there are no changes to scluare footage, site coverage, building height, etc.
The proposed use represents a change in use from previously existing retail use to office
use. Retail parking requirements are 2.3 spaces per 1,000 sq. ft. and office requirements
are 2.7 spaces per 1,000 sq. ft. This change in usc technically results in an increase in
parking reqnirement from l2.5 spaccs to 14.6 spaces, a net increasc of2.1 spaces. The
bulk of the parking requiremcnt for existing officc uses in the Gondola Building is
cunently being met at the North Day lot. This lot will continue to provide parking for the
proposed temporary offices at Treelops.
C.U.P. Revicw Criteria
Thc following criteria are to be used in evaluating a conditional use request:

proposed offlce use on street level cloes conflict wilh the Town's cleveloptrent
objcctive to have retail and restaurant uses oll ground floor, the office use is
tenroorarv in nalurc.
2. Effect ofthe use on light and air, distribution ofpopulation, transportation
facilities, utilities, schools, parks and recreation facilities, and other public
facilities and public facilities needs.
ResDonse
The proposed tcmporary use will not affect any ofthe considerations outlined
above.
3. Effect upon traffic, with particular reference to congestion, automotive and
pedestrian safety and convenicnce, traffic flow and cor.rtrol, access,
maneuverability, and removal of snow from the streets and parking areas.
Response
The proposed temporary use involves the relocation ofoffice uses that prcsently
exist in Lionshead. As such, this use will not affect any ofthe considerations
Iisted above.
4. Effect upon the charactcr ofthe area in which the proposed use is to be located,
including the scale and bulk ofthe proposed use in relation to surrounding areas.
Response
There are no exterior changes proposed to the building and as such no change to
scale, bulk or mass.
5. Such other factors and criteria as the comurission deems applicable to thc
proposed use.

The ESL 4491448 Series self-diagnostic, four-wire
smoke detectors continually monitor their own
sensitivity and operational status, and provide a
visual trouble indication if they drift out of sensitivity
range or fail internal diagnostics. This unique'
patented technology meets NFPA 72 field sensitivity
testing requirements without the need for external
melers.
Additional diagnostic information is activated by
applying a magnet near the detector's integral reed
switch. This initiates a self-diagnostic routine and
provides visual indication of sensitivity level, or if
service is required.
This series is easily cleaned by simply replacing
ESL's proprietary field-replaceable optical chamber' All
models are designed to reduce false alarms from
dust. insects, RFl, and external light.
An integral combination rate-of-rise and fixed
135'F (57"C), SO-foot rated, heat sensor is available
with all "T" model detectors (see selection guide)'
allowing latching of the alarm for either smoke or
heat. The 449CSRH includes an isolated alarm
output for heat and activates an internal non-latching
sounder (local alarm) for smoke, making it ideal for
motel/hotel and dormitory rooms where smoking is
oermitted.

ESL 449 Series Smoke Detectors
Architectural and Engineering Specifications
The ESL 449 Series low-profile, self-diagnostic, four-wire
smoke detectors work on the light scattering principle. A
pulsed infrared light-emitting diode serves as the light source,
and a high-speed photodiode as the sensing element. When
the amount of light reflected onto the photodiode reaches the
sensitivity setting, the smoke sampling rate increases. Three
(3) successive smoke sensings above the sensitivity setting
are required to sound an alarm. This design has superior
protection against false alarms caused by dust, insects, RF
and ambienf light.
A confirmed alarm causes the normally flashing power
indicator LED to light continuously and the alarm relay to
operate. A trouble indication is automatically displayed by
flashing the LED every second. This meets NFPA 72 field
sensitivity testing requirements. An internal 85 dB horn
(available in "S" models) emits a temporal 3 when the
detector alarms and a steady tone when power polarity is
reversed.
The proprietary optical sensing chamber is field replaceable,
allowing quick and easy cleaning and maintenance.
Models with auxiliary relays are approved for releasing
service.
This low profile product is equipped wilh a hinged cover, a
concealed tamper-resislanl latch, and insect screens.
Wiring terminates in plug-in, clamp{ype screw terminals.
Detectors mount to a standard single-gang electrical box, a
four-inch oclagonal, four-inch square electrical box, or
WIREMOLD 5739 fixture box.
Smoke Detector Spacing
On smooth ceilings (as defned in NFPA 72), spacing of 30 feet
(9.1 meters) may be used as a guide. Other spacing may be used
depending on ceiling height, high air movement, and otrer
conditions or response requirements.

Heat Detectors
Senes 600
The Heat Detecfors Series 600 are supplied
with the following standard features:
. Rafe-of-Rrse and Fixed Temperature ' Low Profile
' One or Two-Circuit. Normatly Open ' Visual lndication
. Easy lnstaltation ' Operation Testing
p,
The Series 600 Heat Detector is attractive, durable and
features combination rate-of-rise and fixed temperature
operation. Heat detectors are available in 135'F and 200'F
temperalure ratings.
Rate-of-rise detects heat by quickly responding to a rapid
temperature increase. Rate-of-rise units have a wide spacing
allowance of 50-foot centers. See specification table for
details.
Fixed temperature reacts to heat by responding to a specific
temperature setting.
Series 600 Deteclors use the same reliable pneumatic rate-of-
rise element of former models, but offer added aesthetic
a o oeal.
The pneumatic rale-of-rise elemenl responds to a rapid rise in
temperature, approximately 15'F. (8"C) per minute, by
expansion of air within the sealed chamber fasler than it can
escape through a calibrated vent. The resultant increase in
pressure depresses the diaphragm, causing the electrical
conlact to close the circuit.
The fixed temperature element uses a fusible alloy. When
aclivated, the external heat collector drops away to provide
quick visual confirmalion that the element has operated.
The units protrude only 1-3l8 inch from the ceiling surface with
a junction box mounting. They have pleasing contours and an
all-white finish that conforms to ceiling aesthetics.
lnstallation
Each detector includes a patented reversible mounting plate.
In one position, it easily attaches to 3.25" or4" octagonal box,
or plaster ring.
In reverse, the plate can be used for open wiring without a
junction box. A 1/4" space between detector and mounting
surface allows for wire connections. All mounting screws are
concealed.
The deteclor attaches easily lo the mounting plate with a push
and twist motion. No tools are required.
Mounting plaie is molded of white self-exlinguishing thermo-
pfastic rated a|221"F (105"C). The plate is extremely strong
yet adapts to uneven mounting surfaces.
Series 600 Testing Methods
lvlodels 601/621 and 6021622 can be lested by the quick
application of heat from any convenient source. A portable hair
dryer is recommended. However, do not apply heat that
exceeds the fixed temperature rating of the detector.
Models 603/623 and 6041624 cannot be tested" However, lhe
fusible alloy element used is considered so reliable that testing
rs nol necessary.

Description
The Series 600 heat detector is attractive, durable and features a combination rate-of-rise and fixed temperature
operation. The heat detectors are available in 135oF (57oC) or 200oF (94oC) temperature ratings.
Rate-of-Rise
The rate-of-rise function detects heat quickly by responding to a rapid temperature increase. The pneumatic element
responds to a rapid rise in temperature, approximately 15'F (8"C) per minute, when the air expands faster within the
sealed chamber than it can escape through the calibrated vent. The increase in preessure depresses the diaphragm,
causing the electrical contacts to close the circuit. Rate-of-rise units have a wide spacing allowance of 50 foot centers.
See Specilication Table for details.
Fixed TemDerature
The fixed temperature function reacts to heat by responding to a specific temperalure setling. The element is
constructed of a fusible alloy, which fuses at the fixed temperature setting of either 135oF (57'C) or 200oF (94"C). When
activated, the external heat collector drops away to provide quick visual conflrmation that the element has operated.
Low Profile
The units protrude only 1-3/8 inches from the ceiling surface with a junction box mounting. The pleasantly contoured,
all-white finished design conforms aesthetically to most ceilings.

Each detector includes a patented reversible mounting plate. In one position, it easily attaches to a 3-1/4or4inch
octagonal box, or a Plaster ring
In the opposite position, the plate can be used for open wiring without a junction box'.A 1/4 inch space between the
Jetectoi lno the mounting surface provides room for the wire connections All mounting screws are concealeo
The detector attaches easily to the mounting plate with a push and twist motion' requiring no tools The mounting plate is
mof ded from a white setf-exting;,rhing theri-rosplastic, raied at 221oF (1 05"c). The plate is extremely strong yet is pliable
enough to adapt to uneven mounting surfaces'

OPERATION
The BG-12 manual pull stations provide a textured finger-
hold area that includes Braille text. ln addition to PUSH
lN and PULL DOWN text, there are arrows indicating how
lo operate the station, provided for non-English-speaking
oersons.
Pushing in and then pulling down on the handle activates
the normally-open alarm switch. Once latched in the down
Dosition, the word "ACTIVATED' appears at the top in
bright yellow, with a portion of the handle protruding at
the bottom as a visible flag. Resetting the station is simple:
insert the key or hex (model dependent), twist one quar-
terturn, then open the station's front cover, causing the
spring-loaded operation handle to return to its original
position. The alarm switch can then be reset to its normal
(non-alarm) position manually (by hand) or by closing the
station's fronl cover, which automatically resets the switch.
