Again, although we like and prefer the mo-re positive method where
the control sj-gnal-s the draft inducer fan and a sail switctr on
the fan opens the gas valve, we can't argue against the manufac-
turer's approach. We, of course, continue to insist on draft
prover switches on all of our engineered induced draft systems as
a matter of conservati-ve desiqn.

Ecklund improvement survey in respect to height and building
encroachment
When the building permit plans were reviewed for the Feola Eklund
residence, I noticed that the building was a foot over the allowed height
that had been approved at Design Review Board. I talked with the project
architect, Michael Sanner, and he agreed to wrjte a letter saying that the
height would not be over the ailowed at any point once the improvement
survey was completed. Michael Sanneri nformed me that he would talk to
the contractor about this concern and make sure that the building was not
over the 33 foot height Iimit. Nevertheless, when the improvement survey
was sent to the Town, I noticed that the building was ,l.23 feet over the
allowed height. Normally the staff allows on an informal basis the one
foot variance from the height limit due to the changes in terrain the
contractor has to work with in building the structure. In this situation,
I felt that basical1y what happened was that the contractor ignored the
concern and buiit the house a foot higher than what was actually on the
p1 ans and ignored Michael Sanner's note.
I also noticed on the improvement survey that the stair tower encroached
over the front property line by approximately 1,/2 foot. Pele Eklund
explained to me that his contractor had arbitrarily moved the bu'i lding out
a half foot to create more space in the stair entry way area.
In respect to the height, I contacted Eagle County and talked to Mike
Mollica about the situation. We both decided that going through the
variance process would be a waste of time, as certain1y the Planning
Commission would not require that the house be torn down for a height
difference of .l.23 feet. So the height for this house has been approved
at 8165.43 at the highest ridge. The encroachment onto pubiic
ri ght-of-way with the existing stair tower was approved by Bill Andrews on
December 16, .l985. His agreement with Pele Eklund was that the planter
would not extend more than 2 - 2-L/2 feet out from the stair wall. Bill
preferred to have no planter at all. Pele seemed to be wi11ing to not put
the pianter jn at all. This is fine with the planning staff as well.
I just want to document the unusual circumstances with this house in case
future planners have questjons about the height of the building or the
encroachment of the stair well tower.

The proposed duplex can be founded with spread footings placed on the natural soils designed for a
maximum bearlng pressure of 21500 psf. The potentlal for constructlon induced slope instabllity should be considered. Design and construcfj.on criteria related to geotechnical aspects of the proposed construction are presented ln the body of this report.
SCOPE OF WORK
This report presents the results of a subsoll study for the
proposed duplex to be constructed on Lot !, Bloek A, Vail Ridge
Subdivision, Vai1, Eagte County, Colorado.
This report has been prepared to summarize the data obtained
as part ol Lhis study and to present our concluslons and recom-
mendations based on the proposed construction and lhe subsurface
condibions encounbered. Design parameters and a discussion of
geotechnicar engineering considerations retatecl to constructi-on
of the duplex on the lot are included.
PROPOSED CONSTRUCTION
The proposed construct ion will consist of a three story
duplex and a single story garage in front of the duplex with
a roof deck. The structure will be of wood frame construction
with concrete foundations. The lowest floor Ievel of the duptex
will be wooden over crawl space. The garage floor is assumed to
be slab-on-grade. Maximum proposed cut depths will be about 20

proposed type construction are assumed to be relatively light to
moderate.
If loadings or conditions are significantly dlfferent from
those described above, we should be notlfied to re-evaluate the
recommendations presented in this report.
SITE CONDITIONS
At the time of our field work, the site was vacant. Topo-
graphically, the site is s:'.buated on a southeasterly sLoping
hlllside with grades of about 40% Lo 5O% over most of the siLe.
No evldence of significant slope instabirlty was observed on the
site. Elevation difference across the tot is about 60 to BO
feet with elevation across the proposecl duplex being about 30
feef. A cut slope along the southeasterly sicle of the lot was
made for Corti.na Lane and is about 6 to l0 feet high. The tot is
vegetated with grass, weeds, aspen trees and sone sagebrush.
SUBSURFACE CONDITIONS
The general subsurface conditions at the site were evaluated
by drilLing two exploratory holes at the locatlons shown on
Figure 1. Access to the drill sltes was on a rough cub trall
that was provided by the owner. Graphic logs of the subsoil
profiles encountered are shown on Figure 2 with an explanation of
the symbols presented on Figure l. The subsolls encounLered are
variabl-e. In Hole 1, the subsoils below the topsoil layer con-
slsted of a silby sandy gravelly clay with scattered cobbles
(shale fragments) to the final depth exptored, 30 I/Z feet. The

clays are generally moisb and stiff to very stiff. In Hole 2,
the subsoils below the topsolL consisted of approximatery 15 feet
of silty sandy clay and gravel with some cobbles overlying silt-
stone bedrock. The clay and gravel layer is generally moist, and
stiff to dense with the bedrock being slight,ly moist and medium
hard to hard.
Consolidation tests conducted on relatively undisturbed
drive samples of the subsoils are shown on Figures 4 through 6.
The tests i.ndlcate relabively low sebtlement potential- under
light roading and naburar moisture content and moderate seftLe-
ment potential under increased loading and wetting. Laboratory
testing is surnmarized on Tabl.e I.
No free water was encountered at the Lime of dril11ng or
when checked several days 1ater.
FOUNDATION RECOMMENDATIONS
Development of the lower part of the sibe in the proposed
building area should be feasible from a geotechnical engineering
v iew point. The proposed deep cuts will be adverse to the
stability of the slte as dlscussed below 1n rsite Grading and
Retaining structuresrf. considering the subsurface condltions
encountered and the assumed type construction, spread footings
praced on the naturaL soirs below all topsoil shourd be suitable
for foundatlon support. The following deslgn and constructlon

Footings placed on the natural subsoils below aII topsoil
should be deslgned for a maxlmum soil bearlng pressure of
21500 psf. We estimate settlements for footings designed
and constructed as di.scussed within this sectlon to be Less
fhan I inch under assumed light to moderate residential
load ing.
Footings should have a mlnimum width of 16 inches for walls
and 2 feet for columns.
Continuous foundation walls should be reinforced top and
bottom to span an unsupported length of at least IZ feet.
Foundation walls acting as retaini.ng sbructures should also
be designed as discussed in the'rSite Crading and Retaining
Structuresrt section of this report.
Exterior footings or footings constructed in nonheated areas
should be provided with aCequate soil cover above their
bearing elevation for frost protection.
Areas of loose or soft material, encountered within the

FLOOR SLABS
The natural on-site soils exclusive of topsoil are suitable
to support ltghtly loaded slab-on-grade construction. To reduce
the effecfs of some differential movement, non-structural floor
slabs should be separated from bearing walls and columns with an

expansion joinf which a1lows unrestralned vertical movement.
Floor slabs should be prov ided wlth eontrol Joints to reduce
damage due to shrinkage cracking and the slabs should be
adequately reinforced.We suggest that controL joints be
provided on 0he order of 15 feet on center. A 4-inch granular
layer should be placed beneath floor slabs to help distribute
loadings and provide a uniform surface for concreLe placement.
This material should consist of aggregate with less than LZfr
passlng the No.200 sleve and more than 50tr retained on the No.4
E leve.
SITE GRADING AND RETAINING STRUCTURES
Because most of the sile is steeply sloping, there is a risk
that unstable slope condibions may develop as a result of con-
struction excavation. The potenfial for slope instability must
be considered in the design and planning of the construction
sequence in order to reduce the risk of potential slope
failure.A slope stab1l1ty evaluabion and detailed recom-
mendations for building on a steep slope are beyond the scope of
this report. 0ne way of reducing the potential for instability
is by stepping the foundation to reduce the cut depth whlch
should be seriously considered at this site. t'le also recommend
that al1 cut slopes be retained by strucLural walls. General
grading guidellnes pertaining to buiJ_ding on the site are
presented below.With careful planning and construction
procedures, the risks of construction induced unstable slope
conditlons shoul-d be manageable. To reduce the potential for

slope instabiliby, we recommend permanent cut and fiIl slopes be
constructed no steeper than 2 horizontal to l vertical and the
filf sections be adequately compacted and drained. St,eeper
slopes wil] have a higher risk for movement and require more
maintenance. If seepage is encountered, further investigaLion
should be conducted to determine if the seepage would adversely
effect the slope stability.
Foundatlon walls and retainlng structures which are
laterally supported and can be expected to undergo only a
moderafe amount of deflection may be designed for a lateral earth
pressure computed on the basis of an equivalent fluid weight of
50 pcf. Cantilevered retaining structures on the site which can
be expected to defLect sufficlently to mobilize Lhe fuIl active
earth pressure may be designed for a lateral earth pressure com-
puted on the basis of an equivalent fluld weight of 40 pcf. The
lateral earth pressure values are based on use of the on-site
soils exclusive of topsoil and oversized rock as backfill and no
buildup of hydrostatic pressure behind the wa11s. Granular soils
are preferred on backfill to lessen lateral earth pressure and to
improve backfill drainage.Surcharge loading such as from
sloping backfill, snow storage, etc., shoutd be added to the
l"ateraL earth pressure values. An underdrain should be provlded
behind and at the base of the walls to prevent buildup of hydro-

ground surface should be prepared by removing all vegetation and
topsoil, scarifying to a depth of 8 inches, adjusting the
moisture content to near optinum and conpacting to af least 95f,
of the maxi.mum standard Proctor density. FiIl should be benched
into the hillside with slopes of 5 horizonta] to l vertlcal or
steeper.
UNDERDRAIN SYSTEM
Although free water was not encountered during our investi-
gation, it has been our experience in mountain areas such as this
that loca1 perched groundwater may develop durlng times of heavy
precipitation or seasona] runoff. Therefore, we recommend the
crawl space or other below grade leve1s be prolected from wetting
by instalLatlon of an underdraln system. The underdrain system
should consisL of a perforated pipe embedded in a gravel filled
trench placed along t,he bullding foundation, or at steps in grade
at least 12 inches below the lowest adjacent finish grade and
sloped on. a mlnlmum lfr grade to a suitable gravity outlet. The
free draining gravel maberial should be al least 2 feeb wlde
adjacent t,he wal1s. This drain material should conbain less than
5f, passing fhe No.200 sieve, more than 50% retatned on the No.4
sieve. The drain should al-so act to prevent bulldup from hydro-
static pressure behind foundation and retaining wa11s.

SURFACE DRAINAGE
The following drainage preeautions should be observed during
construction and maintained at all times after the duplex has
been completed:
1) Excessive wetting or drying of the soils exposed in the
foundation excavation and underslab areas should be avoided
during construction.
2) Miscellaneous exterior backftll should be molstened or dried
to near optlmum and eompacted to at least 9Ofr of the maximum
standard Proctor density.
3) The ground surface surroundlng the exterlor of the bullding
should be sloped to drain ahray from the foundation 1n all-
direcLions. We recommend a minimum slope of 6 inches in the
first 10 feet.A swale construcbed beyond the backfill
area should be provided behind the residence.
4) Roof downspouts and drains should dlscharge welj- beyond bhe
limits of all backfill.
LIMITATIONS
This report has been prepared in accordance with generally
accepted geotechnical engineerlng practices ln this area for use
by the client for design purposes. The conclusions and recom-
mendations submitted in this report are based upon the data
obtained from the exploraLory holes drilled at the locatlons
indicated on the expJ.orabory hole plan. The nature and extent of
varlations betsreen the exptoratory holes may not become evident
