fhis checklist is to be used with any single family/duplex permit (new construction , addition, or remodel application.)
I Town of Vail Design Review Board approval must first be obtained (may not apply to interior remodels)
I Plan Gheck Fee must be paid at the time of application for projects over $100,000 valuation (see attached
schedule)
Ihe following information must be shown on all 4 sets of plans:
Architectural Plans
I Site Plans. Provide all site plan information as required for the Design Review Application for your project.
Refer to the DRB application checklist for complete details.
u Construction staging plans. Provide construction staging and materials storage site plans.
D Floor plans. ComplJte floor plans provided for each level. Complete dimensions, drawing scale noted, use of
each room shown on the plans. Location of mechanical equipment clearly shown
U Building Elevations N,W,S,E elevations. Show all proposed exterior finish materials, guardrails, windows,
doors, and finish grades.
n Window sizes and operation types. Specified on the floor plans or elevations.
I Stairways, guards, and handrails Show all stairway details with rise/run, handrail and guard details
! Roof plan. -Show all roof covering materials (Class A covering required) and underlayment, roof pitch
tr Building cross sections. Show roof, wall, floor construction assemblies and insulation R values. Show roof
and crawl space ventilation. show ceiling heights in rooms and crawl spaces.

tr All sheets of the structural plans stamped and signed by a Colorado State Licensed Engineer.
D Design specifications sheet. Roof live load, Deck live load, Floor live load, Wind Speed/Exposure, Soils report
number and soil bearing capacity referenced per the soils report.
n Foundation plan. Provide a complete foundation plan with all footing/foundation section details
n Framing plans. Provide complete framing plans for floors, decks, roofs. All beams, joists, rafters or trusses
clearly shown. Include framing construction details and connection schedules.
Other items n esUestos form completed. Asbestos test and report provided if any existing construction is proposed to be
disturbed. See Town of Vail asbestos testing requirement form.
I plan check fues. Plan check fees must be paid with your application. The building permit and recreation fees
will be paid upon issuance of a building permit.

this checklist is to be used with any tenant finish/improvement permit application.
Town of Vail Design Review Board approval must first be obtained for any exterior modifications proposed
Plan Check Fee must be paid at the time of application for projects over $100,000 valuation (see attached
schedule)
The following information must be shown on all 4 sets of plans:
tr Construction plans stamped and signed by a Golorado State Licensed Architect.
rl Original building construction type per IBC chapter 6 ex. ll-A, V-B
n Tenant suite or tenant space number.
Tenant space location identification. Show location of the tenant space within the overall building.
Floor plins with existing and proposed walls. Show all wall assembly construction and proposed interior
finishei with flamespread index. Proposed construction type must match existing building construction type.
Clearly show proposed use of each room or space on the plans.
Reneited ceillng and finlsh plan. Type of materials must match the fire resistance/type of construction
requirements in the existing building. Show all interior ceiling finishes and flamespread index
Door schedule. All doors shall be clearly identified with fire rating, size, hardware and swing.
Means of egress plan. Show all occupant loads and number of exits from the tenant space
Areas requiilng two (2) exits: Exit doors shown to swing in the direction of exit travel, separation of exits
comply with code, illuminated exit signs are shown.
Windows shall be labeled with size, operation, safety glass.
All areas and rooms of the tenant space are accessible per ANSI 117.1 requirements.
Accessible maneuvering clearances provided at all doors for accessibility per ANSI 117.1
Service counter-tops and built-in work stations provided with accessible areas per ANSI 1 17.1
Bathroom facilities. All accessible/adaptable features, clearances and turning spaces provided per ANSI 1 17.1
requirements must be shown.
Separate sex bathroom facilities provided if the number of occupants or employees exceeds (15).
Toilet room floors/walls finish schedule.
n Floors have a smooth, hard, nonabsorbent surface such as concrete, ceramic tile or other approved
material, extending upward onto the walls at least 5".
I Walls within 2 feet of the front and sides of urinals and water closets must have a smooth, hard
nonabsorbent surface to a height of 4 feet.
I Occupancy separations for walls/ceilings between tenants clearly shown on the plans with fire resistive
construction details and listings specified.
tr Fire-stopping. Fire-stopping penetration details for plumbing, mechanical and electrical components in all fire
rated walls and ceilings.
tr Plumbing, Electrical and Mechanical Plans stamped by a Colorado State Licensed Engineer
MechaniCal HVAC plans, plumbing plans, electrical plans/panel schedules/load calculations.
n Fire/smoke Dampers on mechanical plans at all duct penetrations into fire resistive walls and ceilings.
tr Fire sprinkler plans. Show all proposed work per Vail Fire and Emergency Services requirements
! Fire aiarm plans. Show all proposed work per Vail Fire and Emergency Services re9uirements

Gentlemen:
Monroe & Newell Engineen, Inc. has reviewed the franring plans and photographs of the
replacement deck stairs at the residence described above.
Four 2xl2 sningers with seven neads and eight risers were consfiucted. Each stinger
was connected at the top with Simpson A35 clips ta a(3)-2x12 header beam.
The new replacement stair appeared to have been constructed in compliance with the
structural provisions of the lntemational Residential code, 2003 Edition as well as a
snow load capacity of 100 psfas required by Town ofVail requirements.

I have reviewed lhe plans and the legal file for 1558 Vail Valley Dr. / Lot 1 1 , Block 3, Vail Valley
1"t. I have digitized the plans submitted and determined that the Hawkins residence is over on
GRFA.
I have made the determination that a portion of the 1994 addition can be considered an "interior
conversion." Therefore, the addition that you have proposed can be approved. I would like to
note, however, that this addition completely maximizes your GRFA and the Community
Development Department cannot accept any future applications for any additions lo the primary
unit. The only option for an addition to the primary unit is an interior conversion. A
memorandum to the legal file for Lot 1 1, Block 3, Vail Valley 1"I has been added which clarifies
the GRFA for this lot. Again, according to the regulations as of January 31 , 2001, there is no
GRFA remaining for the primary unit. The secondary unit has a "2S0" remaining.
GRFA allowed: 4800 sq. ft. (+ "250's")
Existing GRFA primary: 3067 sq. ft.
Existing GRFA secondary: 2021 sq. ft.
Total existing GRFA: 5088 sq. ft.
The primary unit has used the "250" and no GRFA remains for the primary unit. I would

GRFA for the Hawkins Residence
An application for a 250 was made in 1994. The 250 for the primary residence was approved,
and the secondary residence had a 250 remaining. In 2001, an application was made tor a74
sq. ft. addition to the Hawkins unit. The applicant was asked to submit stamped as-builts as
part of the application, as according to the Town files, they were completely maxed out on
GRFA. After review ol the plans for the addition that was approved in 1994, I determined that a
portion of the original 1994 addition could be considered an "interior conversion." Therefore, the
Hawkins Residence is now completely maxed out on GRFA. No application for an addition will
be accepted for the primary unit, other than an interior conversion or if there are changes made
to the GRFA regulations after January 31, 2001. The secondary unit has a "250" remaining.

This Ietter is in regard to the constrajnts pl aced upon the deve'l opment of lots l'l and l3 due to Town of VaiI subdivision and zbning regulatibns. In our records, Iot 1l js listed as being 17,004 square feet, lot 13 is .|3,860
square feet. Neither of these lots can be further subdivided jnto new dup'l ex lots. Section .|8.'12.050 of the Two Family Residential zone district states that
"The minimum lot or site area shall be .|5,000 square feet of buildable site area..."
"Bui] dable area" is defined as "any site, lot, parcel or any portion thereof
which does not contain designated floodplain, red hazard avallnche area, or areas in excess of forty percent s1ope." (.|8.04.45)
Deve'l oprnent of lot l3 is a'l so constrained by the Town's regu'l ations concerning
duplex lots of'l ess than 15,000 square feet. You can build one unit by right-
upon lots of less than l5,000.square feet; a second unit is al'l owed as-1ong as
the requirements of 'l8.12.090(B) are met. Essentially, "The secondary unit shall not be sold, transferred or conveyed separately from the primary unit- for a period
of not less than the life of Trent l,'lil'l iam Ruder, a life in being, plus twenty-
one years from date that the certificate of occupancy is issued ior said unit,
and that the secondary dwelling unit shal1 not be Ieased or rented for any period of less than 30 consecutjve days, and that if it shall be rented, it shali be
rented on'ly to tenants who are full time emp'l oyees in the Upper Eagle Valley. ..."

This request ls to change the lot line between Lots ll and 13,nlogk 3' vail valley 1-st Filing in order to make Lot 1.3 in excess of 151000 square feet.
At the present time, Lot 11 is 121004 square feet and Lot 13 is 13'860' The proposed change in the lot lines would create two lots of an identlcal size of fS1432 square feet.
The purpose for this change is to allow Lot 13 to be buiLt as a straight duplex. Both Lots are in a Two Farnily Residential (R)Zone District. If the lot was less than l5rOob square feet, ii would have to comply with the new restricti6ns tor tots of iess than 151000 square feet.

.Ihe Sinba Run project will conplete the develognent of Special Developxrent District
Five (SD 5). ft is the third generation of develogrent ideas for the site since
D 5 was conceived in I977. In October of 1978 an amen&rent to SD 5 was adopted
qfuich a11cryed the site to be developed with ilterval ornership condcrniniurs. Certain
reqrriranents and stipulations relating to jnterval ownership-type uses were included
ia the ordinance at that tine. The nuriber of units allcxmble was a^1so reduced frcrn
l-55 to 139, with 10 of those requi-red to be enployee housing units.
The developerrs prposal crnrently is not to have interval ownership units but sirlgle
owner condcrnj-niuns. A1so, through meetings with the Corrrnrnity Developnent Staff,
the nurdcer of snployee housing units proposed is 18, rather than the previous 10.
It should be noted that the fomer prpposal for enployee unj.ts were lo-two bedroqn
r:nits of 1010@ GRtr'A, vihere as, no$/ the proposal includes 18 units of the sane floor
area. The advantage is a variation jn sizing of the unis a.s follows:

three cqrstructiqr phases. I'ilajor recreational anenities (open to the public
or a limited nenberstrip basis) are three tennis courts, tvo racquetball courts,
an indoor s\ rfuming pool and jaqvzi. The intent is "to creat a luxurious resort
ccnplex with a correspondi,ng high-quality anenity package" (Sfurba Rrn ftrvirorunental
Irpact Report, January, 1980).
Construction of Phase I (the ea.sternnpst building and covered parkire) will begin
in Fal1 of 1980. Phase II consists of the center buildilg and the recreational
arenities while the westemrpst buildi-ng ccrgrrises the third phase.

Ttre site is vacant with a mjnirnrm of ground cover or tr€es. With the exception of
s€np steep slopes on the nortlrwest portion of the property the site is basically
flat. fne fuitOings have been ori-ented torprd views of the Gondola (S) and
positioned to the iear of the prrcperty. An aggessive landscaping plan is proposed
1o create a park-type atrospheie between the FYontage Ro,ad and the buildings.
A tot 1ot and bicycle path will be located jn this area.
As reqrrired by SD 5, 85% of the parking is underground (171 $paces). Ihere are
28 surface parkiag spac,es, also with the required total of 199 being net. A
requirsnenC under Sb 5 when it was felt the units ulculd be tirre-shared wa^s
to provide for charter bus parking. The developer has included this area north
of tfre tennis courts but it is felt by both the Staff and the derreloper that this
will not be needed now that the units will not be tinestrared. Ttris will- iacrease
the anpunt of green space in the proieet.
Another stipulation of the ordilance js that no parkjng be l-ocated on the south
side of an5r-building. The developer has prop:rsed a short-terurfive-car 1ot jJI
front of the rmin oifice which will have to be rsrpved. These spaces eould be
put into the sr.rrfact 1ot on the Northuest corner of the site.
Another requirenent in SD 5 is the constnrction of a pr.rblic bus shelter and
turn-off. After discussions with the I?ansporbati-on and Public Works DepartrFnt'
it rms felt that the with the c1ose proximity of the Sandstone bus stop and the
Val1i Hi bus stop it was probably not necessary to jnclude another turn-off on
the Sinba Rtur properf. Moreover, the ordinance requires the developer to
provide an on-going siruttle system for the occr.4>ants of the project s/bich further -decreases the need-for Town of Vail bus serviee. Tttus, when peak occtpa,ncy is
reactred arormd Christrgs and Easter, the private shuttle service can be
eorrespondilgly increased.
Ttre design of the buildings is such that the lopest heiehts are realized
closest io the hontage Road, the area of highest visual irpact. Driving
upst on the trYontage Road there will be a large wisual inpact of conti-nuous
buildi.ngs. The opposite effect is experienced r4ron driving in an easterly
lirection. Ttre inpact goiag west is addressed through hearry plantilg of
Aryen trees.
Ttre facades of the structures are.ttbroken up" through p:notuslors and insets.
This is an attefrpt to reduce the visual inpact of the size of the buil-dings.

and necessatry aspect of any EIR or EIS. A conscientiou-s effort has been nade by
the develcper to include all relevant inforrmtion needed to assess tbe jrrpacts
of the proposed developrent. Tkre Staff feels that the EIR is an adequate docurent
for this type of analysis.

pennits offsite parking as long as it is located wittrin 300 feet of the
irser served. tn ttris instance, the furthest parking space is approxirnately -200 feet from the nearest corner of the 1st Bank Building. Ttre last proposal
also receirred a covered pa::king variance but this has been rectified with
the jnclusion of undergrourd parkfug in the proposed addition.
The lasb proposal received substantial protest frqn condonrinir-rn o'*ners
in Vil1a Corijna (r,est of the bank). According to Will Obering, President
of tle Villa Cortina Condqniniurn Association, those problens have been
resolved. The Association nqr supports the project.
