INTRODUCTION:
On April 23'd,2OW an inspection/survey was conducted and 3 bulk
samples were collected from the:
Edelweiss
103 Willow Place
Unit #204
Vail, CO.
The purpose of the inspection/survey was to locate and sample
suspected Asbestos containing materials that may be present in the
renovation areas.
The inspection was made, and the samples were collected by John R,
Peterman, an A.H.E.R.A. and State of Colorado Certifred Asbestos
Inspector. Great care was taken during the inspection and sampling to be as
accurate as possible. It should be noted that minimal damage was done to
the existing building structures during the inspection so there is no
documentation for unseen conditions or stored items.
All samples were analyzed by DCM Science Lab in Wheatridge, CO.
This laboratory is deemed "Proficient" in the E.P.A.Quality Assurance (QA)
program for the determination of asbestos in bulk materials, and is
accredited by the American Hygiene Association (AHA).
SAMPLING PROTOCOL:
A random sampling scheme was used to sample the suspect materials that
were discovered. If durrng any future demolition or renovation work,
suspect material is discovered that hasn't been sampled and would be
disturbed. work should be halted until the material has been tested.

RENOVATON AREA DESCRIPTION:
Unit #204 is planned for selective interior renovation. The interior walls are
covered in sheetrock with a light troweled-on texture, and wood siding. The
ceilings are covered in sheetrock like the walls. The floors are finished
wood, and ceramic tiles. The heating is provided by a fireplace, and a base
board heating system.
CONCLUSIONS & RECOMMENDATIONS:
Laboratory analysis, of the bulk samples, indicates that Asbestos was
detected in two out of three composite sheetrock samples. However, the
Asbestos content is less than the Regulatory Limit (Greater than 7Vo
Asbestos). The Asbestos content, of the positive samples, was verified by
the required Point Count Analysis.

DCM Science Laboratory, Inc. analyzes bulk asbestos samples following procedures developed by the
McCrone Research Institute and in compliance with guidelines establishld by the Environmential protection
Agency (EPA-600/R-93/1 16, Juty, 1 993)
Bulk samples are prepared for analysis using a 10X-80X stereo microscope in a hepa filter hood which provides
a contamination-free environment. The sample is then analyzed by polarzed light microscopy (pLM) at 1OOX.When the sample consists of more than one layer, each layer is prepared and Jnalyzed sepiiaiety. Fiber and matrrx materials are identified by the characterization of optical properties including color and pleo-chrorism,
form, cleavage, relief, birefringence, extinction, orientation, twinning, interference figure and oiher distinguishing features. Dispersion staining is also used to further aid in mineral identification. All percentages of asblstos,
other fibers and non-fibrous constituents are calculated from the values obtained from the stereo and pLM
microscopes analysis. In-house and NIST standards as well as a chart prepared by R.D. Terry and G.V.
Chilinger for "The Journal of Sedimentary Petrology", (Volume 24, pp.229i34, 1955) provide a guide for
estimating percentages. All samples are archived for six months unless other arrangements are made by the c ent

Quantitative Bulk Sample Analysis (Point Count)
QUANTITATIVE BULK SAMPLE ANALYSIS PROCEDURES:
DCM Science Laboratory, Inc. analyzes bulk samples in accordance with the National Emission Standard for
Hazardous Air Pollutants (NESHAP) for asbestos (Federal Register, Vol. 55, No. 224, pp. 48406-48433,
11120190). The analytical procedures followed are described in "lnterim Method for the Determination of
Asbestos in Bulk Insulation Samples", (USEPA 600/M4-83-020, 1982), with minor modifications recommended
by the Atmospheric Research and Exposure Assessment Laboratory, USEPA, Research Triangle Park, N.C.
Samples analyzed by the point count method are milled to homogenize the sample, prepared on microscope
slides and point counted using polarized iight microscopy (PLM) in conjunction with a point counting stiage and
counter. One hundred counts are performed on four separate preparations of each sample for a total of 400
points.. lf asbestos is identified but not counted during the point counting procedure, total asbestos is reported
as zero and presence is noted on the report. Other preparation procedures including ashing and acid washing
may be performed with client permission to improve accuracy in determining asbestos concentration. All
samples are archived for six months unless other arrangements are made by the client.
ACCREDITATION:
DCMSL is accredited by the AIHA (since '1986). Our laboratory number is 101526. DCMSL is accredited by
NVLAP (since April 1, 1989). DCMSL complies with NVLAP and AIHA requirements unless otherwise noted.

Underground services shall be in conduit (PVC) from the utility transformer to
disconnect switch, and to the flrst electrical distribution circuit breaker panel.

TOWN OF VAIL ELECTRICAL PERMIT GUIDEUNES
All installations of exterior hot tubs or spa's require a DRB approval from planning. This application will
not be accepted without a copy of the DRB approval form attached (if applicable).
If this permit is for installation of an exterior hot tub or spa on a new elevated platform or deck over
30" above grade/ you must also obtain a building permit.
If this permit is for installation of an exterior hot tub or spa on any existing deck or elevated platform,
a structural engineer must review the existing condition and veriry that it will support the added
concentrated load. Please provide a copy of the structural engineers wet stamped letter or drawing
with this application.
If this is a remodel in a multi-family building with a homeowners association, a letter of permission
from the associaUon is required.o If this permit is for a commercial space, two (2) sets of stamped drawings are required. Electial
one-line and panel schedules are required if load is added or distribution is alhted.

A. Unlawftl deposits: Sublect to subsection C thereof, it is unlawful for any person to litter,
track or deposit, or cause to be littered, tracked or deposited, sand. gravel. rocks, mud. dirt,
snow, ice, or any other debris or matenal upon any street, sidewalk, altey or public place' or
any portion thereof.
B. Notice; Abatement: The Director of Public Works may notify and require anl' person who
violates or causes another to violate the provision of subsection A hereof, or who has in the
Director's employment a person who violates or causes another to violate the same, top
remove such iand. gravel, rocks, mud, dirt. snow, ice or any other debris or matenal within
twenty four (24) hours after receipt of said notice by the Director of Public Works. ln the
event the person so notified does not comply with the notice within the penod of time herein
specified, the Director of Public Works. or other authorized agent. may cause:rny such sand,
gravel, rocks, mud, dirt. snow, ice, debris or any other material to be removed from any street
or alley at the expense of the notified.
C. Exceptions: The provisrons of subsection A hereof shall not be applicablc:
l. Wittrin the rmmediate area of any construction. maintenance or repair project of any
street or alley or of any water mairq server main, electricitv line, gas line, telephone line
or any appurtenance thereto:
2. fo dipoiits of sand. dirt or materials necessary for the protectron of the public safety; and

D. Summons; Penalty: As an altemative to the notice for removal provided in subsection B
above, anv
person who violates or causes another to violate the samc, rnay be issued a summons to
appear before the Municipal Court of the Town for said violations, and upon being found
guilty ofa violation hereunder be punished as providcd in Section l-4-l of this code.

Director of Public Works as provided in subsection B hereof, and any such person shall, rn

BUILDING PERMIT ISSUANCE TINTE FRAME
Ifthis permit requires a Town of Varl Firc Department Approval. Engineer's (Public Works)
review and approval, a Planning Deparhnent review of Health Department review, and a review
by the Building Departnent, the estimated time for a total review may take as long as three (3)
weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser amount of
time. However, if residential or smaller projects impact the various above mentioned
departments rvith regard to necessary review, tlese proJects may also take ttre three (3) week
period.
Every attempt rvill be made by this department to expedite this permit as soon as possible.

the permit is not picked up by the cxpiration date. that I must still pay the Plan Check Fee and

PUBLIC WORKS PERMIT PROCESS
How it relates to Building Permits
Fill out our check list provided with a Building Permit Apolication.
If yes was answered to any of the questions then a'?ublic Way''is required. You
can pick up an application at either Community Development, located at 75 South
Frontage Road or Public Works, located at 1309 Vaii Valley Drive.
Notice sign offs for utility companies. All utilities must field verifi7 (locate)
respective utilities prior to signing application. Sorne utility companies require up
to 48 hours notice to schedule a locate.
A construction traffic control/staging plan must be prepared on a sepatate sheet of
paper. An approved site plan may also be used. This plan will show locations of
all traffic control devices (signs, cones, etc.) and the work zone, (area of
Construction, Staging, etc.). This plan will expire on November 1st and will need
to be resubmitted for approval through the winter.
Sketch of work being performed must be zubmitted indicating dimensions (length,
width and depth of work). This may be drawn on the traffic control plan or a site
plan for the job.
Submit completed application to the Public Work's office for review. If required,
locates will be scheduled for the Town of Vail Electricians and Irrigation crew.
The locates take place in the morning, but may require up to 48 hours to perform.
The Public Work's Construction Inspector will review the application and
approve or disapprove the permit. You will be contacted as to the status and any
requirements that may be needed. Most permits are released within 48 hours of
being received, but please allow up to one (l) week to process.
As soon as the permit is processed, a copy will be faxed to Community
Development allowing the "Building Permit" to be released. Please do not
confuse the "Public Way Permit" with a "Building Permit" which is to do work
on a project itseli
NOTE:
The above process is for work in a public way ONLY.
Public WayPermits are valid only until November 15fr.
A new Public Way Permit is required each year if work is not complete.
