BUILDING PERMIT ISSUANCE TIME FRAME
If this permit requires a Town of Vail Fire Department Approval, Engineer's (Public Works)
review and approval, a Planning Depaftment review or Health Department review, and a
review by the Building Department, the estimated time for a total review will take as long
as three (3) weeks,
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser
amount of time. However, if residential or smaller projects impact the various above
mentioned departments with regard to necessary review, these projecbs may take five
(5) weeks to review and approve.
Every attempt will be made by this depaftment to expedite this permit as soon as
possible.
I, the undersigned, understand the plan check procedure and Ume frame. I also
understand that if the permit is not picked up by the expiration date, that I must still pay
the plan check fee and that if I fail to do so it may affect future permits that I apply for.

DRAINAGE AND CULVERT INSPECTIONS ARE REOUIRED BY PUBLIC WORKS!
Please read and check off each of the items below:
The Town of Vail Building Department has developed the following procedures to ensure that new
construction sites have adequately established proper drainage from building sites along and
adjacent to Town of Vail roads or streets.
The Town of Vail Public Works Department will be required to inspect and approve drainage
adjacent to Town of Vail roads or streets and the installation of temporary or permanent culverts at
access points from the road or street onto the construction site. Such approval must be obtained
prior to any requests for inspection by the Town of Vail Building Department for footings,
temporary electrical or any other inspection, Please call Leonard Sandoval at479-2t98 to request
an inspection from the Public Works Department. Allow a minimum of 24 hour notice.
Also, the Town of Vail Public Works Depaftment will be approving all final drainage and culvert
installation with resulting road patching as necessary. Such approval must be obtained prior to any
Final Cetificate of Occupanw issuance.

Thank you for your letter of 4/24/2OOO and '.o clear up
any misunderstandings from the start, it is the only corres-
pondence that I have received from you to date. We spoke over the phone in March and after giving you an overview of
remodeling requirements at the Edelweiss, two points were
made and agreed between us. First, that ve would meet in person prior to the beEinning of any vork and that, at your
requestr wolk would not begin until April 24, 2OOO. Imagine
my surprise when I discovered that demolition had begun on AprlL 12,2000 while we trad yet to meet. Then, after agree-ing that no uork would begin, no activity, nothing in the halls whatsoever since homeovners '!'rere sti11 in residence

has in trying to control the possiblilty of an adverse situ-ation. It vas clear to me, at this poini,, ihat you had very little intention of followinE the Edelweiss Construction Policy and probably had not even read it.
To be specific, I will go over the policy again. It

As you can seer fou have managed to ignore nost of the policy before you even had a building permit in hand.
Based on your actions, I had no choice but to contact the Tovn of Vait, the Wa1laces, John Hardy, the President of the Edelveiss and Sandra Spaeh. The Edelweiss does not take this matter lightly. Your contempt for lhe Construction Policy has given me no choice but to deny a letter of approval for your vorkinE in the Edelweiss. I have ful1 support from the Association.
Philippe, "personal misunderstandings" have nothing to do with this situation. Your failure to comply with the constructionPoIicyaswe11asnotperformingtoyour.word is what really happened. I'm sorry that it has Lurned out this vay but based on the evidence, it seems to have been your choice.

Before any construction ean begin at the Edelweiss, soverEll items must be conplied vith and understood. Ilere is a List:
1) A11 constructLon projects requiring a Town of Vail building permitr rrat have Board approval .
2) No construction ril1 take place during the ski seasoa or from nid-,June until Labor Day. Work in the fall needs to be conpleted one week before the ski season.If more tine is needed, contact the Board nel]- in advance to make arrangements.
3) Comnon eleqents such as exterior $al].s, the roof,etc. cannot be attered rithout Association approval .
4) The Association vill need a certificate of insurance from the General Contractor, a Torn, of Vail buildiag permit and a damage deposit based on the extent of the work. .The building and grounds are to be left exactly as they were found. Any cleanup will be de-ducted fron the.danaEe deposit.
5) For each project, the condoninium orf,ner shall designate an on site supervisor rho sha1l be responsible for the carrying out of york in accordance with these policies.
The building manager ousU be advised in advance of the designated supervisor.

l.l The subject property is Edelweiss G Vail Unit 302, Vail, Colorado' Mr.
& Mrs. Chuck tlallace (the Owners) have retained Adams Environmental
Architecture, P.C. to perform the required asbestos inspection and to
develop recommendations for regulatory compl iance with regards to pollution
control and occupant and worker protection.
Asbestos is a naturalIy occurr.i ng mineral which was used in thousands of
bujlding materials. The inclusion of asbestos in materials and other
products ytas banned by the USTPA in the 1970's' It is considered to be
a Class A carcinogen. Exposure to asbestos fibers can result in seri ous
'l ung disease or cancer many years after exposure. There is no safe level
of asbestos exposure.
Unit 302 is a condominium unit of approximately 1200 SF in area. The main
building structure consists of precast concrete and steel . The beams were
not accessible for purposes of this inspection, but it is reasonable to
assume that all steel framing is coated with asbestos-containing
fireproofing. The USEPA and the State of Colorado Dep-artment of Public
Health & Environment would consider this a regulated building unit because
it has common passageways and contains multiple dwell ing units.
this investigation is to assist the Owner in ensuring
all Federal and State of Colorado envjronmental regulations
ot limited to: 40 CFR Part 61, USEPA NESHAP Clean Air Act;
do Regulation No. 08, Emission Standards for Asbestosl 29
the 0SHA Asbestos Construct ion InduSlIJ -Sl-a-n-d-aIl.
The asbestos inspect.i on was undertaken by a State of Colorado Certified
Inspector/Management Planner. The Architect was present at the time of
the investigation and discussed the remodeling p1 ans.
The USEPA AHERA asbestos inspection process involves the fol lowing steps:
visually inspecting the resjdence in order to identify all suspect
asbestos-containing bujldjng materials (ACBM',s); performing a tactile
inspection to determine f,riability of materials; bulk sampling and
polarized I ight microscopic (PLM) sample analysis by a NIST/NVLAP
accredi ted 1 aboratory; eval uat i on of I aboratory reports ; performi ng
physical assessments of ACBI'4's; assignment of risk hazard assessments; and
recommendation of resp0nse action activities.
1.2 The asbestos inspection was performed in accordance with requirements of
UsEPA 40 CFR 763 Subpart E, AHERA and to the best of the Inspector's
professional capabiijtjes. All building areas as specified above, were
inspected and evaluated during the development of this Asbestos Inspection
Report. Below is a summary of the Asbestos-Containing Building Materials
(ACBM's ) contai ned i n Lhe res i dence for purposes of thi s study. Al so
included in this secLion is a "schedu.l e of Samples and Homogeneous Areas"

1.3 ASBESTOS: The subject resjdence has several hontogeneous materjals which
have been identified by t.he inspection, sampling and )aboratory analysis
to contain asbestos. The fol lowing building materials have been identified
to contain > l% asbestos:
I . Sprayed-on decorati ve cei 1 i ng materi al : 04% - 05% Chrysoti 1e 2. Drywall Texture in the Small Bedroom: 02% Chrysotile 3. Fireproofing on Steel Structure: Assumed Asbestos
1.4 The above l isted items are regulated asbestos-containing materials (RACM's)
because they are friable. Friable materials, if disturbed, can result in
fiber release. Asbestos fibers are microscopic.
1.5 In-place asbestos-containing building materials that wi.l I be impacted or
disturbed by the proposed construction work, must first be removed by
properly trained and State Certified personnel using appropriate worker
protection. All work must be supervised by a competent person. If the
work involves > 160 SF of ACBM, the State of Colorado Department of Publ ic
Health & Environment (CDPH&E) requires a General Abatement Contractor apply
for an Asbestos Abatement Perm.i t at least ten (10) working days prior to
commencement of any abatement activities. 0SHA environmental and personal
air monitoring and clearance air monitoring in accordance with CDPH&E
Requlation No. 08 would be required for demolition and/or abatement of this
project.
1.6 0SHA 29 CFR l926.ll0t requires a'l 'l affected Contractors to be responsible for compl iance with its standard. Elements of the 0SHA Construction
Industry standard i ncl ude, but are not I imi ted to the fol l owi ng:
Notification of the presence of asbestos to employees and others; training;
medical surveillance; written respiratory program; housekeeping; Iabel ing;
and assignment of a competent person to oversee all work.

acknowledge that Lhis notification was made. GreaL care should be
taken not to djsturb materials during construction. 0n1y persons
