Dear Chuck:
This is to confirm that I have made follow-up inspections of the shoring and reframing of the damage to the above
noted units both yesterday and this morning. The purpose ofthese visits was to monitor the process and insure that
work was being completed in accordance with my report dated March 29, 1997.
As of this morning, the comer post at the northeast comer of the Unit 14 entry has been installed, and the header,
trimmer and king post in this wall have been installed. Furthermore, blocking has been installed adjacent to the
entry level rim joists under the post locations in this region. This comer of Unit 14 is stabilized at this time. I
instructed Don from H & R Contracting to install a line of temporary shoring under the stair wall on the interior of
this unit, to support these stairs and upper level joists bearing on this wall until this entry level floor is refiamed.
This floor reframing will be included the Phase Il reconstruction of this unit. I will be available to provide a
framing plan for this floor framing at your request.
Regarding Unit 15, the only structural issue related to the rock slide damage was the replacement of the party wall
studs that had been damaged. Both the 2x4 wall framing on the Unit l5 side, and the 2x6 wall fiaming on the Unit
l4 side have been replaced to my satisfaction. Furthermore, blocking has been installed in the portion of this parry
wall that was occupied by the Unit 14 entry level framing under the locations of concentrated loads fiom levels
above. This party wall framing conforms UBC standard practice for residential construction. As such, I hereby
approve this party wall as framed, and feel that Unit l5 is now safe to occupy.

Dear Chuck:
As you know I have made a visual inspection of the above noted units at the Booth Falls Condominium
complex to assess the extent of structural damage from the March 26 rock slide. This is a summary of
my findings.
Observations
My inspection was made during the afternoon of March 27. At this time the units had been evacuated,
and no temporary shoring or weatherproofing had yet been installed. Except for the ability to enter into
the main level of Unit 14, I was able to access enough areas to fully understand the scope of structural
damage to the three units.
The primary damage was caused by one very large rock slab which entered Unit 14 through the fiont
entry wall, collapsed the living room floor, and ultimately came to rest in the crawl space of this unit.
In the process the boulder impacted the party wall between Units l4 and 15, prior to coming to rest a
few feet to the nonh of this party wall. This wall separates the crawl space of Unit 14 fiom the lower
level bedroom in Unit 15.
The entry wall, the main level floor framing, and the parr,'" wall received significant structural damage
from this event [See photos 1,2, & 3 on Page 3]. The entry wall damage is only critical at the northeast
comer of the unit, where headers and ledgers bear; most of the missing wall was essentially non-
bearing. The floor damage is basically confined to failed floorjoists; there were no beams or columns
affected by the boulder. The party wall damage is confined to a length of about 4', where the studs
have bowed and failed. There is currently no detectable deflection in the fiaming above this wall in
Unit 15.
Apparently one or more smaller rocks grazed past the southeast comer of Unit 16 during this event,
causing minor damage to this unit. One comer of the exterior storage closet has been torn off, and a
post which supports the south exterior deck and roof overhang has been destroyed. The studs missing
in the storage closet are non-critical, since a beam supporting the roof overhang bears on a remaining
corner post, and spans over this area.

Obviously Unit 14 is currently uninhabitable at this

these temporary shores are in place, the permanent reconstruction can begin.
I assume that the priority will be to reoccupy Unit l5 as soon as possible. Once the temporary shoring
is in place, the damaged party wall studs can be replaced with new 2x6 @ 16" o.c. wall framing. Once
this is completed, this unit will be safe to occupy. Similarly, the damage to Unit 16 can be repaired
very quickly. The storage closet wall merely needs to be reframed, and the posts replaced which
support the south deck and roof overhang. 2x4 studs @ 16" o.c. can be used for the closet wall, and
6x6 posts should be used for the south deck.
Unit l5 can essentially be reframed in its original condition. The damaged floor joists will have to be
removed, and new 2xl2 joists will be installed @ 16" o.c. These span from the entry foundation
wall/beam line to the party wall separating Units 14 and 15. Two rows of 2xl2 blocking should be
installed between these joists in this floor system. The entry wall can be reframed with 2x6 @ 16" o.c.
stud framing. Triple 2x l0 headers should be used over the door and window openings, and a triple 2x6
comer post should be used at the northeast corner of the building, where the reframed wall meets the
existing north exterior wall. 314" T & G plyvood floor decking should be used and the exterior walls
should be sheathed with l/2" O.S.B. Nailing pattems should be standard construction practice in
compliance with the Uniform Building Code.
I will be available to make follow-up inspections of these properties as you request to insure that the

Calculations are completed re: GRFA, site coverage, and
buildable site area. The complex may add 2t354 sg ft more in
GRFA, and 17r365 in site coverage.
Tree will need t.o be relocated.
The elevations of the addition do not match the perspective. It
looks as though enclosed space will be constructed above the
deck, not just a roof. Need more figures, and need to see which
windows wiLl be affected. (Maybe covering a needed bedroom
window. )
Regarding the encl-o,sures which were made in previous years to this building and were not approved by the Town, Greven has given
us a letter cfaiming that he was acting manager and president of
the Booth Falls Homeowners Associatj-on and did not bave any
formal approval for these enclosures. Besides inspections for building codes, does the planning staff need to do anything on the old enclosures? Can we proceed to deal wit.h the new
proposal?

This letter is in response to two issues:

This addition would increase the site coverage on t.he Booth Falls Townhomes property. You brought in a townhouse plat.
on August 20th. f have used this to calculate the total aLlowable sj.te coverage, and it appears that the site
coverage has not been completely used. You will also need a letter of approval from the Booth Falls Homeowners.
The enclosure of porches and decks.
I looked at the outside of Units 14 and 15 on August 5th,
and compared these areas to the approved building permit drawings. It appears that some decks and porches have already been enclosed. I can find nothing in our files relating to the encLosure of these decks and porches. Our
approved building permits do not include a permit for the
encLosure of these spaces. If you have some documentation regarding approvals for these enclosures, we would appreciate getting copies. Documentation would include approval from the Booth FaIIs Townhomes Association.
The enclosure of a deck and porches results in adding Gross Residential Floor Area to your units. If you cannot find
documentation of approval, ere must then determine whether the allowable amount of Gross Residential FLoor Area (GRFA)
for t.he total of all of the Booth Creek Townlromes has been
exceeded by the enclosure of the porcfres and deck. This will entail measuring the floor plans for each unit and
calculating the allowabte GRFA based on the buildable area
of the lot. The "buifdable area" is all site area under 40t
slope.
To calculate the area which contains any slope over 40t, you
must submit a contour map from a registered engineer on
