If this permit requires a Town of Vail Fire Department Approval, Enginee/s (Public Works)
review and approval, a Planning Department review or Health Department review, and a
review by the Building Department, the estimated time for a total review may take up to
six (6) weeks.
All commercial (large or small) and all multi-family permib will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser
amount of time. However, if residential or smaller projecb impact the various above
mentioned depaftments with regard to necessary review, these projects may take up to
six (6) weeks to review and approve.
Every attempt wlll be made by this depaftment to expedite this permit as soon as
possible.

Problem Statement
The Vail Mllage and Lionshead Mllage are invaluable assets to the community. Thousands of people come to Vail each
year to sightsee, recreate, shop and to enjoy everything the Vail Valley has to offer. The community and merchants rely
upon our guest to generate revenue. Our summerArinter guests expect a pleasant experience while in Vail.
To insure that all of the proposed construction has as little negative impact on the community and on our guest as
possible, the Town of Vail finds it imperative to create and implement the Vail Village and Lionshead Mllage Construction
Hours Handout.
It would be inesponsible for the Town of Vail, the Construction Contractors and the Merchants, to not actively participate
to minimize the impact of construction in the Vail and Lionshead Village areas.
New for 2004-2006 will be the Vall Vlllage Streetscape lmprovement Project. Work to include all utility related
improvements, streetscape, dralnage, snowmelt systems and landscaplng.
All Constructlon proiects and/or remodels within the Vail Vlllage Core Area should contact Scott Bluhm
Town of Vaif Streetscape Coordinator at970477-!18 forfurther information.
Glvens
The following givens are intended to provide the basic foundation by which construction will be completed in the Villages:
o The public's health, safety and welfare shall be honored at all times.
r Adequate pedestrian, loading/delivery, vehicle, and emergency vehicle access and circulation shall be maintained.
. Roadways and pedestrian walkways shall be kept clean and free of dirt and debris.
. All c,onstruction deliveries, equipment, tools and materials entering the Vail Village and Pedestrian areas must go
through Check Point Charlie. All Lionshead construction activity must go to the Vail Police Department for a
parking permit. Do not use delivery zones for construction parking, refer to approved staging plan or make other
anangements for pa*ing.
o The hours of Outside Construction Activity shall be as follows:
- April 15-June 18 &SeptemberT- November 19,7 a.m. until 7 p.m., seven days aweek.
June 18 thru September 10, work must end by 4:00 p.m. on Fridays.
November 13 - April 15, 2005 work allowed within daylight hourc only.
- Deliveries shall be restricted to the hours of 7 a.m. to 11:30 a.m. on Gore Creek Drive and 7 a.m. to 8:30 a.m. on
Bridge Street.
- Special Construction delivery permits must be requested in advance, from Public Works in conjunction with Code
Enforcement at Checkpoint Charlie.
- No construction activity shall occur on Saturday or Sunday between June 19 and September 5.
- No outslde construction activity shall occur on the following dates:

Amendment to the 2002 N,E.C. Town of Vail Ordinance 4, Series of 2005
Overhead seruices are not allowed in the Town of Vail.
Underground seruices have to be in conduit (PVC) from the transformer to the electric meter, main disconnect
switch and to the first electrical distribution circuit breaker panel.
The main disconnect switch shall be located nelt to the meter on the exterior wall of the structure easily
accessible.
All underground conduits are required to be inspected before back-filling the trench.
In multi-family dwelling units, no electrical wiring or feeder cables shall pass from one unit to another. Common
walls and spaces are accepted.
NM Cable (Romex) is not allowed in commercial buildings or structures exceeding three (3) stories.
No use of aluminum wire smaller than size #8 will be permitted with the Town of Vail.
TOWN OF VAIL ELECTRICAL PERMIT GUIDELINES
All installations of exterior hot tubs or spa's require a DRB approval from planning. This application will
not be accepted without a copy of the DRB approval form attached (if applicable).
If this permit is for installation of an exterior hot tub or spa on a new elevated platform or deck over
30" above grade, you must.also obtain a building permit.
If this perrnit is foi installation of an exterior hot tub or spa on any existing deck or elevated platForm,
a structural engineer must review the existing condition and verify that it will support the added
concentrated load. Please provide a copy of the structural engineers wet stamped letter or drawing
with this application.
If this is a remodel in a multi-family building with a homeowners association, a letter of permission
from the association is required.
If this permit is for a commercial space, two (2) sets of stamped drawings are required.

Thank you for your recenl letter dated June 30s addressed to Mayor Rob Ford. In your letter you
requested the opportunity to build an additional 120 square feet of GRFA on your home on 14'l West
Meadow Drive. The Town is cunently working on a policy change that would potentially allow an
additional 250 square feet of additional GRFA on multi family units. This policy change will be reviewecl
by the Planning and Environmental Commission and then ultimately decided upon by the Town Council.
We anticipate initiating this policy review in September and concluding it in late October. Depencling on
the outcome of this policy review there may be the opportunity to consider this requesi. lf this policy
change would occur, it is anticipated that a building would be required to comply with all cunent design
guidelines.
lf you would like to immediately pursue your requesl, the Community Development Department would be
happy to accept a variance request and then have that request reviewed by the Planning and
Environmental Commission. As Brent and Dominic indicated, one of the key criteria for reviewing a
variance request is determining if the approval of a request would result in a special privilege i.e. there is
not a hardship that merits a variance. For more information on this policy change and how you can

we are writing to you regarding our property #5,141west Meadow Drive' vail.
This property is one of sir townhouses built in the mid 1960's prior to the
incorporation of the Town.
In later years the Town which was incorporated in 1973 introduced zoning and
codes. These codes and zoning in principal, we believe, are good for all new projects
and should apply.
However, our condominium, Skaal Hus Phase l, was designed and built long before
the codes. We have had several meetings with the following plannerc, Dominic
Mauriello and Brent lVilson, both have been very polite and helpful and show a
willingness to listen to our case. However, because of the way in which the zoning
has been made and codes applied it seems that we would have very little chance of
the Town approving a Variance to our GRFA as it may be seen to be setting a
precedent.
Our Association would like to undertake a minor upgrade of the existing property
which would not involve any alteration to the eilsting blockwork structure.
We wish to change the roof line and to suppport this new gable roof move the
existing southern window wall within the framework of the existing building. This
in eflcct would increase the GRFA on the propcrty by 120 sq.ft per Townhouse.
lVe believe, that it would not in any way impact on the neighbourhood and would
enhence the property.
We would request that the Town give special consideration to older buildings that
have been well maintained and built and designed prior to the current codes, on I
case by case basis so that no precedent can be claimed.

\lVe feel that thcse codes arc not suited to upgrades ofolder properties and this then
leads to teerdown rnd rebuilds to suit the current codcs.
The current policy of allowing edditional GRX'A of 250sq. ft to single family homes
and not to a property such es ours which is Zoned EDMF is not equiteble.
A written nesponse to our Austrulian address would be greatly appreciated and we
trust thet the Town may be prepared to allow a variance to our GRFA so thrt we
can inprove thc property.
