Here are my observations on the status of the spruce trees in question at the Hurwitz residence, 1150A,
Casa del Norte.
Upper trees -
l. Spacing is too close. Spruce trees planted for landscape aesthetics should have a minimum
spacing of their projected mature width. Mature spruce will have a width of 20 to 35 feet.
Spacing should be 20 to 35 feet. If are trying to create a wind row would be the reason to plant
closer.
2. Evidence of spruce needle scale, aphids and spruce bud scale.
3. Trees would benefit from opening up to allow sunlight in, increase air circulation, allow
reduction of relative humidity and reduce affects of close proximity weakening from being
planted too close.
Lower trees -
1. Same as above. Spacing is too close.
2. Evidence of spruce needle scale, aphids and spruce bud scale.
3. Trees would benefit from opening up to allow sunlight in, increase air circulation, allow
reduction of relative humidity and reduce affects of close proximity weakening from being
planted too close.
Recommendations -
1. Trimming and pruning to open trees up to air circulation, sunlight and increase vigor.
2. Removal of one tree in each grouping to increase air circulation, open up to sunlight and
increase vigor.
3. Spraying and root feeding to address the spruce needle scale and spruce bud scale.

Pre-application Meetinq
A pre-application meeting with Town of Vail Staff is not required; however, highly recommended. The purpose of a pre-
application meeting is to identify any critical issues pertaining to the proposal and to determine the appropriate development
review process for an application. Town of Vail Planning Staff reserves Thursday afternoons for pre-application meetings.
Please call the Development Review Coordinator at 970-479-2128 to schedule a meeting for Thursday afternoon.

The Design Review Board meets on the 1st and 3rd Wednesdays of each month beginning at 3:00 pm. Complete applica-

Application Submittal
Submit all required information under the submittal requirements section of this application by the deadlines stated above.
Incomplete applications will not be processed. Upon receipt of a complete application, the Community Development De-
partment shall review the submitted materials for general compliance with the appropriate requirements of the zoning code.
If the application is not in compliance with zoning code requirements, the application and submittal materials shall be re-
turned to the applicant with a written explanation of non-compliance.
Staff Review
The Administrator(a member of the Planning Staff)will review and either approve a Design Review application, approve it
with conditions, deny the application, or refer the application to the Design Review Board for a decision. All Staff approvals
are reviewed by the Design Review Board and any administrative decision is subject to final approval by the Board. The
Board reviews applications and may approve, approve with conditions, deny the application, or table the application to allow
applicants to respond to comments.
Desiqn Review Board Meetinq Requirements
Prior to the meeting, for new construction and additions, the applicant must stake and tape the project site to indicate prop-
erty lines, proposed buildings and building corners. All trees proposed to be removed must be marked. The applicant must
ensure that staking done during the winter is not buried by snow.
The applicant, or their representative(s), shall be present at the Design Review Board public meeting. The item will be
postponed if the applicant fails to appear before the Design Review Board, on their scheduled meeting date.
Tips for tree plantinq and species selection:
❑ A variety of tree species should be planted so no single species dominates.
❑ Consider the length of the growing season, soil characteristics and exposure before selecting trees and shrubs for
specific sites.
❑ Plant trees in the spring or fall (Consult nursery for best results).
❑ Mulch the root area to help delay freezing of the soil in the fall and to retain soil moisture.
❑ The following is a list of trees that are typically successful in the Town of Vail. Due to multiple microclimates and site
constraints, the inclusion of a tree on the list does not guarantee survival. This list is not all-inclusive and there are
many species and variations that may also grow successfully. Contact your local arborist, landscape architect, land-
scaping company or seed supplier for more information.
