At the May 14, 2012 Vail Planning and Environmental Commission meeting the Vail
Valley Medical Center formally requested to have the zoning of their West Star Bank
Building property changed from it's current Special Development District designation to
General Use.
The Board of the Alphorn Homeowner's Association are adamantl,y opposed to any
current change in the zoning. There are many reasons for our stance on this issue. The
two primary concerns of our homeowners and other adjacent homeowners (Scorpio
Condominiums, Skaal Hus condominium, and 9 Vail Road to name just a few) are : 1.)
There is no Master Development Plan for the area between the Four Seasons and
Lionshead and 2.) The Medical Center does not have a master plan for it's growth and
development. Additionally, the change in zoning and subsequent changes in utilization
of the West Star Bank building and the adjacent Steadman / Town Hall building will
create major parking and pedestrian problems. In the past few years pedestrian and
vehicular traffic on West Meadow Drive has dramatically increased (of course, the cars
and trucks are all going and coming from VVMC). The safety of the residents and
visitors should be a significant concern. To our knowledge there has been no recent
study of traffic patterns on West Meadow Drive and South Frontage Road. Without
knowing what the current problems with regard to pedestrian and vehicular traffic on
these roads the planning commission could have a significant negative impact by
approving a change in zoning. Considerably more time and study are needed before
considering any change.
Another issue with rezoning is the possibility of permanently locating a heliport on either
the West Star bank building or Steadman / Town Hall building. We do not believe any
such plan would meet FAA standards. The experiment this past winter of having a
helipad at the Community Development site was a failure for those of us who live here.
There were at least thirty take offs and landings last winter some as early as 7 AM and as
late as 1:30 AM. Placing a permanent helipad at these sites raises significant safety
concerns for the dense population in that azea as well as environmental issues. For these
reasons our homeowners request the planning commission not grant a zoning change at
this time. ,
