HomeMy WebLinkAboutVail Parcels P3 & J Contract Attachments.pdf ATTACHMENT A: SCOPE OF WORK SCOPE OF WORK Task 1: Project Initiation, Data Collection, and Mapping • The URS team will confirm with Town staff the Vail Village Parcel P3 & J Reinvestment Study goals, location, proposed scope of services, and schedule. The Town of Vail will provide URS with digital base maps that document the location of certain information such as streets, parcels boundaries, easements, improvement district boundaries, neighborhoods, and other physical and political information that are identified as relevant to this study. • The URS team will produce additional map products intended for its use during the field survey phase of the study as well as map products to be used to document and present the findings at the conclusion of the study. • The URS team will work with town staff to collect and analyze relevant physical information within the Study Areas, which could include information on public facilities; property ownership; street layout; parking; land use; utilities; code violations; and other appropriate data. Task 2: Field Survey • The URS team will conduct a detailed on-site survey assessment of the Study Area for the purpose of identifying and documenting conditions that meet the criteria of "blighY' as required and defined by Colorado state statutes. Task 3: Documentation and Presentation of Findings • The URS team will organize and analyze its findings from Tasks 1 and 2 into conclusions based upon Colorado Urban Renewal Law. • The URS team will submit a Draft Report for the Study Area to the Town of Vail for review and comment. After receiving comments, the agreed-upon changes will be made and the Vail Village Parcel P3 & J Reinvestment Study Final Report will be published and distributed. The Final Report will include a thorough discussion and documentation of our findings. The specific elements of each Final Report will include: Blight Study Purpose and Methodology Study Area Location, Definition and Description Study Area Map Colorado Urban Renewal Law Conditions Contributing to a Finding of Blight Field Survey Findings Conclusion of Findings Documentation of Blight Conditions (including the following): Photograph Location Map Blight Conditions by Photograph Photograph Survey of Blight Conditions • If requested, the URS team will make a presentation of its findings to town officials and, if necessary, at the request of the Town or if demanded by summons, the URS team will provide expert testimony related to the preparation, methodology and findings contained within the Final Report. Expert testimony and preparation for court appearance(s)will be billed separately. ATTACHMENT B: PROJECT BUDGET The following table outlines the proposed labor costs and reimbursable expenses to complete the Vail Village Parcel P3 & J Reinvestment Study. As noted earlier, expert testimony and preparation for court appearance(s) is not included in the proposed budget and would be billed in accordance with the hourly rates indicated above. Reimbursed Expenses include meals and mileage for the on-site field survey effort, as well as other miscellaneous mileage and transmittal expenses for the project duration. Also included in the Reimbursed Expenses budget is the production and transmittal of five (5) bound, color copies of the Final Report and a CD-ROM containing all electronic Final Report files. At the Town's request, additional copies of each Final Report can be provided at cost. ATTACHMENT C: PROJECT SCHEDULE The proposed project schedule is shown below and begins with the Notice to Proceed date shown below: Notice to Proceed: January 26, 2004 Task 1 Completed: 2 Weeks from Notice to Proceed Task 2 Completed: 1 Week from completion of Task 1 Task 3 Completed: 2 Weeks from completion of Task 2 to transmittal of Draft Report 1 Week from receipt of Draft Report comments to publication of the Final Report
