Asbestos Inspection Report Page 2 ■■ .-� 3.0 REGULATORY REVIEW Following is a review of asbestos regulations that may apply to this building life safety system upgrade project. The EPA and CDPHE define an asbestos-containing material (ACM) as containing greater than one percent (>1%) asbestos as determined by polarized light microscopy (PLM) analysis. The EPA and CDPHE do not regulate materials containing less than one percent asbestos. OSHA regulations do not define asbestos-containing materials (ACMs), but state, in summary, that workers must be protected from airborne asbestos fibers, regardless of the asbestos concentration of the material. The EPA National Emissions Standard for Hazardous Air Pollutants (NESHAP) regulation requires that ACMs be identified prior to demolition and renovation activities. NESHAP requires that no friable, (able to be crumbled with hand pressure), ACMs be disturbed during these construction activities. The Colorado Department of Public Health and Environment (CDPHE), Regulation No. 8, Part B -Asbestos requires that an asbestos inspection, following the AHERA sampling protocol, be conducted on all structures prior to demolition or remodeling activities. The October 11, 1994, revision to the OSHA Standard requires that suspect ACMs in buildings built prior to 1981 be assumed to contain asbestos or that an inspection be conducted by an EPA accredited asbestos building inspector. In some circumstances, point count analysis is required for bulk samples of suspect ACMs. Point count analysis has a lower analytic sensitivity than standard PLM analysis. As stated previously, the EPA and CDPHE define an ACM as containing greater than one percent (>1%) asbestos as determined by standard PLM analysis. The NESHAP regulation requires that if standard PLM analysis determines that a sample contains less than 10% asbestos, the material must be considered asbestos-containing or be point counted. Even if the sample is found to contain trace (<1%) amounts of asbestos by standard PLM, the material either has to be assumed to be ACM, or point counted. If the point count analysis differs from the standard PLM analysis, the point count result takes precedence. If standard PLM analysis determines that a material has no asbestos or that the material contains greater than ten percent (>10%) asbestos, point counting is not necessary. Asbestos Inspection Report Page 3 no ••••• =/ mum 4.0 BUILDING DESCRIPTIONS Following are brief descriptions of the three (3) structures associated with this project. 4.1 Building A This building is a four-story building that currently houses eight condominium units. The exterior walls are stucco covered masonry block and the interior walls and ceilings are textured gypsumboard. Interior walls and ceilings appeared to be covered with a homogeneous trowel-applied texture throughout. The floor decks are concrete pan decks and appear to be supported by uninsulated bar joists. Heating and plumbing systems appear to be uninsulated or insulated with fibrousglass insulations. Above-ceiling areas and some walls appear to be insulated with fibrousglass batt insulation. Please note that the only area that provided very limited above-ceiling access was the first floor boiler room ceiling. This building was reported to have been constructed in 1970. 4.2 Building B This building is a seven-story building that currently houses twenty-eight condominium units. The exterior walls are stucco covered masonry block and the interior walls and ceilings are textured gypsumboard. Interior walls and ceilings appeared to be covered with a variety of architectural finishes, including trowel-applied texture, spray applied texture, light texture, wallpaper, and wood. The floor decks are concrete pan decks and appear to be supported by uninsulated bar joists and fireproofed I-beams. Heating and plumbing systems appear to be uninsulated or insulated with fibrousglass insulations. Above-ceiling areas and some walls appear to be insulated with fibrousglass batt insulation. Please note that the only area that provided very limited above-ceiling access was the first floor boiler room ceiling. This building was reported to have been constructed in 1972. 4.3 Building C This building is a five-story building that currently houses twenty condominium units. The exterior walls are stucco covered masonry block and the interior walls and ceilings are textured gypsumboard. Interior walls and ceilings appeared to be covered with trowel-applied texture and spray-applied texture. The floor decks are concrete pan decks and appear to be supported by uninsulated bar joists. Asbestos Inspection Report Page 4 ■� mime 5.0 ASBESTOS SAMPLE RESULTS Asbestos sampling in each building was limited to the areas likely to be affected by planned life safety system upgrades. Representative composite samples of wall and ceiling systems were collected in areas were these materials were likely to be disturbed. Composite samples of wall and ceiling materials typically consisted of gypsumboard, texture and joint compound. Mr. Mark Hallenbeck of Highland Builders Corporation provided verbal guidance and floorplans noting life safety system upgrades. In summary, the asbestos sampling scheme consisted of one sample of public corridor ceiling material, one sample of condominium unit wall material, and one sample of condominium unit ceiling material per floor. All samples were taken using non-destructive methods. Bulk samples of suspect ACMs were collected by GHP using a modified AHERA sampling protocol as detailed in 40 CFR 763, Subpart E. Bulk samples were given unique identification numbers and labeled according to EPA regulations. Bulk asbestos samples were randomly collected from homogenous areas of suspect ACMs by Alex Orolin, a State of Colorado certified asbestos building inspector. If several samples of a homogeneous suspect ACM are analyzed, only one sample needs to be reported as ACM for the entire homogeneous area to be identified as ACM. All bulk samples were submitted to Reservoirs Environmental Services, Inc. (RESI), --� which is an independent laboratory. RESI is accredited through the National Institute of Standards and Technology (NIST) and participates in the NIST National Voluntary Laboratory Accreditation Program (NVLAP) as required by the EPA. Bulk samples were analyzed by Polarized Light Microscopy (PLM) as required by the EPA (40 CFR Part 763, Subpart F, Appendix A). Asbestos concentrations were visually estimated and/or point counted and reported in percent asbestos for each layer of the sample. The EPA and CDPHE define an asbestos-containing material (ACM) as containing greater than one percent (>1%) asbestos as determined by polarized light microscopy (PLM) analysis. Friability means the ability of a material to be crumbled by hand pressure and influences the potential of a material to emit airborne asbestos fibers. Regulated asbestos-containing material (RACM) means friable ACM, Category I nonfriable ACM that has become friable, Category I nonfriable ACM that will be or has been subjected to sanding, grinding, cutting, or abrading, or Category II nonfriable ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder by forces expected to act on the material in the course of demolition or renovation operations. Asbestos Inspection Report Page 5 ■■ Following is a discussion of asbestos sample results by building. 5.1 Building A Five (5) composite asbestos samples of wall and ceiling systems were taken on the first and third floors. Interior walls and ceilings appeared to be covered with a homogeneous trowel-applied texture throughout. PLM laboratory results indicate that none of the sampled materials contain asbestos. No samples were taken on the second and fourth floors, because it was reported that no life safety system upgrades are planned in these areas. No samples were taken inside the third floor condominium units, because none of these units could be accessed. Please note that the only area that provided very limited above-ceiling access was the first floor boiler room ceiling. Asbestos sample results are summarized in Table 1 of Appendix A. The PLM laboratory report is provided in Appendix D. Sample chain-of custody forms are provided in Appendix D. Sample locations are noted on building floorplans provided in Appendix E. Photographs of asbestos containing materials are provided in Appendix F. 5.2 Building B One (1) sample of spray-on structural fireproofing was taken in the first floor boiler room. PLM laboratory results indicate that this material contains 8.5% chrysotile asbestos. Please note that only one sample of this material was taken due to very limited above-ceiling access. Nineteen (19) composite asbestos samples of wall and ceiling systems were taken throughout the building. Interior walls and ceilings appeared to be covered with a variety of architectural finishes, including trowel-applied texture, spray applied texture, light texture, wallpaper, and wood. In summary, interior wall and ceiling finishes varied throughout the building and would not be considered homogeneous. PLM laboratory results indicate that nine (9) of the sampled wall and ceiling textures contain from <0.25%-2.25% chrysotile asbestos. These ACMs were observed to be non-friable and in good condition at the time of this inspection. Please note that the only area that provided very limited above-ceiling access was the first floor boiler room ceiling. No samples were taken inside the fifth floor condominium units, because none of these units could be accessed. Asbestos sample results are summarized in Table 2 of Appendix B. The PLM laboratory report is provided in Appendix D. Sample chain-of custody forms are provided in Appendix D. Sample locations are noted on building floorplans provided in Appendix E. Photographs of asbestos containing materials are provided in Appendix F. Interior walls and ceilings appeared to be covered with a homogeneous trowel-applied texture or a homogeneous spray-applied texture. PLM laboratory results indicate that none of the sampled materials contain asbestos. Please note that the only areas that provided very limited above-ceiling access were the first floor boiler room ceiling and several ceiling access hatches in upper level public corridors. Asbestos Inspection Report Page 7 I. •••■•iio ■mo 6.0 CONCLUSIONS AND RECOMMENDATIONS Gobbell Hays Partners, Inc. makes the following general recommendations: • This limited scope pre-construction asbestos inspection report was conducted in support of the life safety system upgrade project and should only be used for this project. In the event of a more extensive remodeling or demolition project, it is recommended that a comprehensive asbestos inspection be performed prior to commencement of the project. • As a best management practice, a copy of this limited scope pre-construction asbestos inspection report should be maintained on-site and available for review for the duration of the life safety system upgrade project. • As a best management practice, a copy of this limited scope pre-construction asbestos inspection report should be maintained by the building owner for a period of at least one year after completion of the life safety system upgrade project. • In the event that suspect ACMs are encountered during demolition or renovation activities and the materials were not discussed in this report, no work should continue until the suspect ACMs are sampled and verified as non-ACM. 6.1 Building A • Sample results indicate that asbestos is not present in the first and third floor public corridor ceilings and the first and third floor condominium ceilings and walls. Removal of the first and third floor public corridor ceilings and the cutting of access holes in the first and third floor condominium unit ceilings and walls may commence without special precautions related to the disturbance of ACMs. 6.2 Building B • A single sample of spray-on structural fireproofing was taken in the first floor boiler room and found to contain 8.5% chrysotile asbestos. If this material is found elsewhere in the building it should be assumed to contain asbestos and not disturbed. • Nineteen (19) composite asbestos samples of wall and ceiling systems were taken throughout the building. Interior walls and ceilings appeared to be covered with a variety of architectural finishes, including trowel-applied texture, spray applied texture, light texture, wallpaper, and wood. In summary, interior wall and ceiling finishes varied throughout the building and would not be considered homogeneous. PLM laboratory results indicate that nine (9) of the sampled wall and ceiling textures contain from <0.25%-2.25% chrysotile asbestos. Because the various asbestos- Asbestos Inspection Report Page 8 ■m mis boos containing and non-asbestos wall and ceiling textures are indistinguishable, it is recommended that all wall and ceiling systems throughout the building be assumed ACM. • Mr. Mark Hallenbeck of Highland Builders Corporation described disturbances to the ACM wall and ceiling systems for the life safety systems upgrade project as follows. All public corridor ceilings will be removed in order to install fire suppression system piping and sprinkler heads. 2'X2' access hatches shall be cut in condominium unit walls and ceilings to install fire suppression system piping and sprinkler heads. Details associated with the life safety systems upgrade project are shown on the floorplans provided in Appendix F. Following is a cost estimate for the asbestos abatement required for the life safety system upgrade project: - Removal of 7 ACM public corridor ceilings (7X 4'X64' = 1750 sq. ft.) _ $21,000.00 to $24,000.00. - Removal of approximately 220 2'X2' access hatches from condominium unit ACM walls and ceilings (220X 2'X2' = 880 sq. ft.) = $27,500.00 to $31,000.00. - Estimate for total asbestos abatement project costs = $48,500.00 to $55,500.00. • It is recommended that a formal asbestos abatement project design and bid documents be developed in order to secure best value, protect the building owner from liabilities, and maintain regulatory compliance. It is also recommended that a reputable asbestos consultant be retained for project oversight and air monitoring in order to protect the building owner from liabilities associated with asbestos abatement and maintain regulatory compliance. • It is recommended that extreme care be used by the tradespeople when "matching" the new wall and ceiling finishes to the existing ACM wall and ceiling textures.
