I wanted to drop you a quick note that you could also share with the PEC today. I apologize for the late arrival of this email. I was out of Town last week and just discovered this
discussion item this morning.
Having been a frequent applicant's representative on just about every application process listed in the PEC memo I am acutely aware of the issues and inconsistencies with each of them
and would like assist the staff with developing solutions and amendments to bring about positive change. I agree with the Planning staff and pretty much everything stated for the four
processes listed in the PEC memo.
In many of these processes, it is the trigger points between staff approval, minor plan amendment approvals, and major plan amendment approval that I believe are most critical and could
have the biggest impact on making the process more efficient. This is particularly true within SDDs where minor property enhancements are many times required to go through a lengthy
approval process and many times our clients decide not to make quality enhancements because the process is so costly and sometimes political.
A lot of emphasis in the code is placed on the addition of GRFA or non-GRFA sq. ft. The process should allow for a reasonable amount of sq. ft., whether GRFA or not, to be added to
an SDD or within other zone districts without major process hurdles.
Another section of the code that has been largely ignored, and for good reason, is section 12-7B-7A3 within the CC1 zone district which unrealistic application restrictions (i.e., applications
can only be submitted twice a year). I am assuming this will be part of the changes reviewed by the PEC as part of this process.
I believe staff is moving in the right direction with these amendments and completely support this effort. I think it can be done in such a way and at a scale where notice to neighbors
or impacts to neighboring properties can be balanced with need to be efficient.
