Box 100, Vail, Co. 81657 Gentlemen: �3 We are the owners of Unit 3-A, Sandstone 70 Condominiums. We have received permission from the Condominium Association to do some exterior and interior changes. We are submitting the attached drawings and photograph for your review and approval of our plans. The exterior changes are simply to add a wood box/outside seating area to the porch of our Unit. This wood box would be located underneath the windows as shown in the attached photo. The wood box would be a minimum width in order to allow us to continue to use the porch and the ex- terior construction will be the same as the exterior of the building. It is doubtful that this wood box would even be visible from the street. The interior changes are as shown in the attached plan. Our condominium Unit is now a 1-bedroom with considerable wasted space. By making some minor changes and adding a few walls we can obtain better utilization of the floor plan. The new floor plan will require no plumbing changes and only the removal of one electrical outlet. The rest of the work would be of a non-electrical or non-plumbing nature. Ventilation for the new bedroom will be provided by the existing outside door or if we can get the association approval, we will move this exterior door (at a later date) and add a small window. Air vent connection How the boiler works ... When a room thermostat calls for heat, the control module starts the system circulator and inducer. The control module runs the inducer long enough to purge the boiler flue passages, then opens the pilot valve and activates the pilot ignition spark. The control module allows up to 15 seconds to establish pilot flame. If flame is not sensed within 15 seconds, the control module will turn off the gas valve, flash the Flame light, and then enter a 15 second postpurge. The control module will then start a new cycle. This will continue indefinitely until pilot flame is established or power is interrupted. Once pilot flame is proven, the control module opens the gas valve to allow main burner flame. When the room thermostat is satisfied, the control module turns off the gas valve, operates the inducer for a 15-sec 4 ond postpurge and waits for the next call for heat. The control module indicator lights show normal sequence when the lights are on steady. The work will be completed by Michael Krohn, General Contractor of Rusty Spike Enterprises, Vail, Colorado. It is expected to be completed around the middle-of July, 1995. The asbestos in the unit's ceilings will be removed by American Abatement, Inc. of Lakewood, Colorado. James D. Clark, the President of this firm will be coordinating the work. Through these contractors, I will apply for the appropriate state, county and town permits for both the asbestos removal and re-model construction work. The Town of Vail has asked me to have a letter of acknowledgement and approval from you regarding the work to be completed in Unit #11-D in the coming weeks. The extent of the interior work, with a cost estimate of $35, 000, will be the following: 1. Create a safer access to the loft by adding a spiral stairway in the kitchen area and removing the existing wooden ladder in the hallway. 2. Install new kitchen cabinets, sink and countertop. 3 . Change the washer/dryer location to the loft. 4. Remodel both baths adding new cabinetry, sinks, commodes, tile (or wood) floors and tile on portions of the walls. The bathtub may be taken out of the downstairs bath, replaced by a shower only. A bathtub may be installed in the upstairs loft bath. 5. A Velux "skylight" window will be added to the loft. 6. Wood flooring will be placed in all areas of the condominium with the possible exception of the baths. All existing carpet will be removed. 7 . New light fixtures will be added where appropriate. 8. All walls will have new texture applied and the unit will be repainted in its entirety. 9 . Loft storage area will be finished with sheetrock. 10. Installation of a gas fireplace. There are two items which will have an influence on the exterior of the condominium. First, the lint from the dryer will need to be vented through one of the loft's exterior side walls. Secondly, the addition of the loft "skylight" window. (Continued on Page 2. ) Page 2. (Cont. ) I understand that should either of these new exterior openings, namely the dryer vent or the "skylight" window, cause any leakage inside the unit, that it may be my responsibility to cover any of the damage repair costs through my own personal contents insurance policy. The Sandstone 70 Condominium Homeowner's Association may not be responsible for any damage repair payments thereto, unless subject payments are provided for under the existing Condominium Structural Insurance Master Policy for Sandstone 70. __ In the event I sell this condominium in the future, this aforenoted information shall be noted in any Purchase Contract agreement and fully disclosed to a future buyer of the described property. Bulk & Area Controls for Structures for MDMF Zoning: Setbacks: All Setbacks from property line are 20'-0". Setback from Red Sandstone Creek is 30'-0" from the centerline of the creek (West property line is the centerline of the creek). Building Height: For a flat roof or mansard roof, the height of buildings shall not exceed thirty-five feet (35'). For a sloping roof, the height of buildings shall not exceed thirty-eight feet (38') Density: Gross Residential Floor Area: Not more than fifty-six (56) square feet of gross residential floor area (GRFA) shall be permitted for each one hundred (100) square feet of buildable site area. Total density shall not exceed eighteen (18) dwelling units per acre of buildable site area. A dwelling unit in a multiple-family building may include one attached accommodation unit no larger than one-third (1/3) of the total floor area of the dwelling. A Lodge Dwelling Unit ("LDU") shall be counted as 25% of a dwelling unit for purposes of calculating density. A LDU is defined as "(a) small dwelling unit with limited kitchen and floor area and which contains 650 square feet or less of floor area and is intended to be rented on a short term basis. The code appears to be silent on whether this would be allowed within the MDMF zone district. A Dwelling Unit in a multiple family building may include one attached Accommodation Unit no larger than 1/3 of the total floor area of the dwelling unit, An Accommodation Unit is defined as "(a)ny room or group of rooms without kitchen facilities designed for or adapted to occupancy by guests and accessible from common corridors, walks, or balconies without passing through another accommodation unit or dwelling unit." Gross Residential Floor Area: 56 SF per 100 SF of Buildable Lot Area. Site Coverage: Shall not exceed 45% of lot area, Landscape Area: Minimum shall be 30% of lot area. Parking and Loading: Off-street parking shall be provided in accordance with Chapter 10. 2.0 spaces are required per dwelling unit over 500 square feet. Units smaller than 500 square feet are required to have 1 .5 spaces. At least one-half (1/2) of the required parking shall be located within the main building or buildings and hidden from public view or shall be completely hidden from public view from adjoining properties with a landscaped berm. No parking or loading area shall be located in any required front setback area, Sandstone 70 January 12, 2008 Page 5 Redevelopment Potential: If a redevelopment were to be considered it could be approached in two ways: 1 . Use the existing zoning rights of the property (MDMF): This process would involve using the current MDMF Zoning for the property. Based on a cursory review of tax records and Town of Vail files, it appears that there are a total of 88 Dwelling units and a total of 77,597 GRFA on this site today. Under current zoning in the MDMF zone district 18 Units per acre is allowed. The current lot size is approximately 4.593 acres, so a total of 82.7 units would be allowed. As there are more than the allowed units, it would be reasonable to expect that these units would be allowed during redevelopment. There are approximately 17,333 of additional GRFA that does not appear to have been built on this site. This allows for approximately 197 GRFA per unit to be added to the project should a project be redeveloped under current zoning. The credit of 250 GRFA per unit would not apply to a demo rebuild project. Under current zoning each unit could add approximately 197 GRFA and 2(300 SF)garage area to its unit. 2. Create an SDD (Special Development District): This process is intended to provide flexibility to the wishing to redevelop their property. It should be noted that an SDD would likely allow for additional GRFA and density to be added to the project as well as additional uses which may appear to be appropriate for the site. A target additional SF per unit and or density might be established as a goal for each unit owner of the project. This may include each owner gaining a single small 1 bedroom for sale unit when the project is complete, or a small studio or accommodation unit. Some of the additional uses may include a Lodge or short term use, restaurant, retail areas. In creating an SDD there will be a necessary "public benefit" for the Town and neighborhood. This "public benefit" could be many things, though lately it would appear that to provide some sort of affordable housing might be the most tangible and readily achievable benefit to the town, The Town of Vail does have a 10% requirement for employee housing. If you build 100 SF more than what is allowed under current zoning, you could expect to be required to build 10 SF of affordable housing. This 10% would be the minimum threshold, and there likely would be more required. Other public benefits could be a bus stop, public park, public amenities, and tax dollars. It should be noted that an SDD is an active negotiation process with the Town in which both parties, if done correctly, will end up with a substantial benefit. Sandstone 70 January 12, 2008 Page b While there have not been recent SDD in the area of Sandstone 70 it should be noted that the Vail Run, Simba Run, and the Town of Vail Sandstone Development just north of the project are all SDDs. Conclusion: If it is the desire of the Owners to redevelopment the project to a larger(say 50 % larger than the existing) and to create amenities, it appears that an SDD might be the most reasonable way to achieve this. A development model could be created which could look at potential upside for each of the owners with a few assumptions. These assumptions would include: 1. Current Value of the Units 2. Current costs being consumed yearly to maintain buildings which may be nearing the end of their life cycle. 3. Projected Construction Costs for a new development. 4. Projected Value for the new project. 5. Estimate SF of the new development project. Within each of these models, there would need to be consideration given to those current owners who wish to transition out of their unit. VMDA would be assist the Board, or its committee in developing these development models for the Homeowner's Association consideration.
