General Information: This application is required for all proposals involving minor changes to buildings and site improve-
ments, such as roofing, painting, window additions, landscaping, fences, retaining walls, etc. Applicable Vail Town
Code sections can be found at www.vailgov.com under Vail Information — Town Code Online. All projects requiring de-
sign review must receive approval prior to submitting a building permit application. An application for Design Review
cannot be accepted until all required information is received by the Community Development Department, as outlined in
the submittal requirements. The project may also need to be reviewed by the Town Council and /or the Planning and
Environmental Commission. Design review approval expires one year from the date of approval, unless a building per-
mit is issued and construction commences.

The applicant must submit written joint property owner approval for applications affecting shared ownership properties
such as duplex, condominium, and multi- tenant buildings. This form, or similar written correspondence, must be com-

Relocation of the current Community Recycling Center from the Municipal site to the Lionshead RV Lot. System
includes 3 -40 yard roll off containers, including one cardboard compactor, 1 commingled bin and 1 paper bin with a
4 -foot catwalk through the center. The site will be fenced on three sides (south, east and west), by a 6 -ft. tall wooden
fence (one -sided round) and 2 swing gates for snow removal. Site will include poured in place concrete slab, 6 ", 54' by
43'. Three additional LED light fixtures will be added, and installation of new electrical disconnect for power to
compactor (208v) and light fixtures.

Subject: Community Recycling Drop off Center Relocation Options
I. PURPOSE
The purpose of this memorandum is to review four site options for the relocation of the
Community Recycling Drop Off Center (DOC) current currently located behind the
Community Development offices.
11. COMMUNITY DROP OFF CENTER BACKGROUND
History
At the urging of citizens in the early 1990s Mauri Nottingham received funding from
Eagle County to launch the first community drop off recycling center, We Recycle. BFI
was contracted to run the county wide program from Eagle County Landfill funds. All
recycling materials were trucked to the Grand Junction Materials Recovery Facility.
Community Drop Off Centers tend to serve mostly "dedicated" recyclers who are willing
to spend time and resources to recycle their materials. The Town of Vail DOC accounts
for 9% of the total recyclables collected in Eagle County. Today, the Vail DOC collects
basic materials from the municipal waste stream (e.g., glass aluminum, plastic,
newspaper, office paper, magazines, phone books, paperboard and cardboard).
2008 Recycling Center Improvement
Installation of a cardboard compactor was completed in September 2008. Compacted
cardboard improves efficiency because it reduces the need for cardboard hauling and
related fuel and energy costs. The device was the first compactor of its type available
for public use within Eagle County. Cardboard efficiency saves $21,600 per year in
hauling fees with a pay back on investment of less than two years.
For the long term, the Town of Vail will need to accommodate changing waste streams
and remain flexible. A source -based (dispersed, curbside) collection service that
accommodates organics, commingled materials, mixed paper, cardboard and new
materials like cell phones, computers, household batteries, and other common
potentially toxic and recyclable materials may be needed.
In the short term, the DOC must be moved in the Fall of 2012 to accommodate the
Municipal Site redevelopment project.
III. COMMUNITY DROP OFF CENTER GOALS AND CRITERIA
GOAL: The Town of Vail Environmental Sustainability Strategic Plan holds the Town to
increase waste diversion in the Town of Vail by 25% by 2019. Since 1990, the
DOC has been one method to divert waste.
WHY: Extend the life of the Eagle County Landfill, preserving open space, delay cost
of expansion. Reduce resources and energy needed to make new products.
CRITERIA FOR A SUCCESSFUL RECYCLING CENTER:
1. Actively managed - personal ownership of the site 24/7
2. Safe — well lit, no litter and trash, catwalks must be intact, free of snow and ice
3. Maintained — clean site, recyclables contained within bin and not on ground
4. Easily accessible — parking, central location, drive -up Drop Off, vehicle
circulation
5. Large enough — accommodate three 40 yard roll off containers
6. Properly equipped — compactors for cardboard, access to electricity
7. Well signed — clearly marked do's and don'ts
8. Three stream collection — commingled, mixed paper, cardboard
9. Funded — budgeted at least $40,000 /year to accommodate hauling
10.Accompanied by education - partnerships with haulers, non - profits, Eagle
County, etc. to promote and educate the community
CURRENT RECYCLING DOC CHALLENGES
• Illegal Dumping — non - recyclable items are often dropped off, left for Town staff
to dispose of (e.g. e- waste, batteries, carpeting, paint, furniture, ski equipment,
clothing)
• Overflows — weekends and holidays often lead to bin overflow. Variable volume
is unpredictable.
• Plastic Bags — plastic bags are a contaminant and a continuous problem at the
DOC.
• Maintenance - Trash, debris, snow, ice removal is an ongoing, 10 -hr per week
requirement. Recyclables often fall out of bins and accumulate under and around
the catwalk.
• Access — One sided access leads to lopsided filling of bins near catwalk, and
requires premature hauling or in -bin manual re- distribution.
• Congestion, Parking — limited space and tight circulation due to conflicts with
employee parking, helicopter and emergency services and other recyclers.
• Confusion — signage is often ineffective and contamination of bins can result.
The Town is subject to fines when contamination over 10% occurs.
• Combined commercial and residential use — large volumes from businesses
recycle simultaneously, taking up all of the space for residential use and filling
bins quickly at no cost, and without notice.

• Duplication of services — residential and commercial private haulers offer
largely the same recycling service as the DOC
IV. SITE OPTIONS ANALYSIS
A. Safeway Parking Lot
Pros:
• Near West Vail residential neighborhoods
• Convenient access off frontage road
Cons:
• Limited space that is needed for condo owner parking
• No electrical access for cardboard compactor
• Difficult traffic circulation for public users and haulers
• Not centrally located for convenient access from Village and E. Vail
• Maintenance issues lingering from the original recycling experience
resulting in lack of support from Scott Worth and the condo owners
• Private property; easements required
B. RV Lot, Lionshead Structure
Pros:
• Town owned, centrally located, safe and convenient for customers
• TOV Public Works Staff will manage the site as an additional facility
• Good access and traffic circulation
• Parking available
• Little or no impact to private property
• Fencing along east and south sides already in place
Cons:
• Site preparation costs up to $150K for concrete pad, electrical work,
lighting, fencing, and parking area repaving
• Partially visible by adjacent condo owner association (Vail
International) requiring screening
• Displacement of roughly 30% of parking spaces for oversized vehicles
for special events. (current lot has roughly 12 spaces, DOC requires 4)
• No existing public works staff available requiring a minimum of 10
hours per week.
• Community development site has become a drop off for unwanted
items; e.g., electronics, paint, oil, anti - freeze, trash, clothing, ski boots,
etc.
• Plastic bags — ongoing maintenance and trash issue
• Busy skier parking access conflict with recycling public
• Not a long term solution (developable lot)
C. Public Works
Pros:
o Hidden from public view
o Already an industrial use site
o Staff on site and heavy equipment available
Cons:
o Not centrally located

o Traffic conflicts with public, snowplows, buses and employees
o Site often used for construction staging
o Lack of security
o Lack of public parking
D. Curbside Collection via Single TOV Hauler Contract
Pros:
• No cost to TOV for managing DOC or hauling fees
• Increased diversion potential
• Reduced illegal trash dumping by visitors into TOV trash /recycling
containers (all residents would be required to pay for trash service as
part of their water bill)
• Current recycling budget could be used for education and to provide
grants for required infrastructure
• Hauler contract could include volume based pricing, cardboard pickup,
etc.
• Overall cost to residents will likely be reduced
• More accurate data — can include data reporting in contract
• Long term solution
Cons:
• Challenges for businesses and multi - family units to revamp storage
area for recycling
• Large public outreach effort requires funding and staff time
• Rearrangement of customer billing may be necessary
V. STAFF RECOMMENDATION
Recommendations for both a short term and long term solution to public recycling
follow.
Short Term
Staff recommends that the Vail Town Council direct staff to issue a Request for Bids for
relocating the DOC to the Lionshead RV Lot. The site is the most viable, cost effective
and has the least amount of impact to the community. The Lot is centrally located, not
as heavily trafficked as other options with adequate turnaround space for hauler
vehicles as well as customers. This site also provides adequate space for events such
as a -waste recycling and commercial vehicle recycling use with adequate parking.
Long Term
Staff recommends the Vail Town Council instructs staff to focus on sustainable solutions
to long term recycling that is convenient and collected at the source (e.g. residences
and business), rather than invest resources in moving the current DOC. This would
require a town -wide effort to provide Option D., Curbside Collection, for all properties,
including those occupied by guests. The Lionshead RV Lot will likely be developed in
the future and the curbside collection will eventually be necessary.
