cannot be accepted until all required information is received by the Community Development Department. The

improvements. Proposals to add landscaping do not require DRB approval unless they involve
the addition of patios, water features, grading, or the addition of retaining walls.

Dear Mr. Schubert,
Per our conversation this moming, I have staff approved that application that was submitted in early August for a
re-roof at the above address. Prior to the staff approval, the application was most recently tabled by the Design
Review Board at their September 1 ,2004 meeting because the applicant was unable to attend the hearing. The
stalf approval resulted from their comments at that meeting and reflects the following two conditions:
1) The applicant shall apply heavy-guage standing seam copper panels to smaller roof portions fronting
street;
2) The applicant shall roof primary roofing form in Ecostar's edar brown and stone red cnlors only.
I have enclosed the approval form needed to obtain a building permit, which I have also sent to Horatio at TCC
Contractors, for your records. Please let me know if I can be of help answering any remaining queslions or
concerns you may have. Thank you for your patience in what is not always a simple design review process.

III. IMPORTANT NOTICE REGARDING ALL SUBMISSIONS TO THE DRB:
A. In addition to meeting submittal requirements, the applicant nust. stake and tape the project site to indicate property lines, building lines and building corners. AII trees to be removed nust be taped. All site tapings and staking must be completed prior to the
DRB site visit. The appLicant must ensure that staking done during the wint.er is not buried by snow.
B. The review process for NEW BUILDINGS normally requires two separat.e meetings of the Design Review Board: a conceptual approval and a final approval . Applicant.s should plan on presenting their development proposal at a minimum of two meetings before obtaining final
approval .

VIII.CONCEPTUAL OIGN REVIEW
A. Submittal requirements: The owner or authorized agent of any project requiring design approval as prescribed
by this chapter may submit plans for conceptual review by the Design Review Board to the Department of
Community Development. The conceptual review is intended to qive the applicant a basic understanding of the compatibility of their proposal with the Townts Design Guidelines. This procedure is recommended primarily for applications nore complex than single-family and two-family residences. However, developers of single-famj-1y and two-family projects sha11 not be
excLuded from the opportunity to request a conceptual design review. Cornplete applications must be submitted
1-0 days prior to a scheduled DRB meet.ing.
The following information shall be subrnitted for a conceptual- review:

B. Procedure: Upon receipt of an app)-ication for conceptual design review, the Department of Community Development shall review the submitt.ed materials for general compliance with the appropriate requirements of the zoning code. If the proposal_ is in basic
compliance with the zoning code requirements, the project shall be forwarded to the DRB for conceptual review. If the application is not generally in compliance with zoning code requirements, the application and submittal materials shall be returned,to the applicant with a written explanation as to why the Community DeveLopment Department staff has found the project not to be in compliance with zoning code requirements. Once a complete application has been received, the DRB shalL review the submitted conceptual review application and supporting rnaterial in order t.o deternine whether or not the project generally complies with the design guidelines.
