Employee Housing in Lionsridge 4th Filing
The Ouestion
Tom Brarm, representing Carol Orrison, would like to lnow if the caretakers units
constructed in the Lionsridge 4th Filing should be deed restricted as Tlpe I, II, III, IV, or
V Employee Housing Units.
Background
Carol Orrison is the our:er of Lot 10. Block 4. Lionsridge Filing No. 4. There is currently
a sing{e family home and a t*'o-tar -earage on the property. The propeffy has less than
100 sq. ft. of GRFA available for future development. He rvould like to build a two-car
garage and a caretaker on the properry.
Liousridge 4th Filing is zoned Sin-ele Family. Hou'ever. Ordinance I 5 of Series 1989
allows a caretaker to be constructed on each lot. As a result. each lot has the potential to
support a Primary/Secondary type of structure. Per Ordiuance l5 of Series 1989. the
caretaker cannot exceed one rhird of the total GRFA allou'ed on the lot. The Ordinance
specifies that the employee unit "shall be permitted on each lot." The definition of the
ernployee unit is provided in Section t8.13, which isthe Primary/Secondary section of the
code- That citation has since been removed and transferred to the Type I portion of the
Employee Hbusing Ordinance.
The Employee Housing Ordinance
The Einiployee Houiing Ordinance provides for five different types of employee housing.
There are different attributes of each type that match the Lionsridge 4th Filing standards,
but there is not a clean match between any of the types and the situation in the 4th Filing.
Staffbelieves that it is a closer match to the Type I, as there are six attributes of the
Emplqlee Housing Ordinance which match the situation under a Type I scenario' The
Type II has only one attribute that matches this situation: horwever staffunderstands that
the one is significant. Staffbelie.r'es that all of the attributes are important and s'ould like
your interpretatiou as to which restriction, a Type I or Type lI is appropriate'

On January 4, 1996, Tom lr{oorhead and I reviewed the attached memo and enalyzed the
Employee Housing Chart, located in the zoning code at the end ofthe Employee Housing
Chapter. He concluded that the caretaker dwelling units in Lionsridge Fourth Filing should be
deed restricted as Type I EHU's.

A revised landscape plan for the Canpbel I residence is enclosed
for consideration at the DRB's next meeting, Nov. 21 . In response
to the concerns of staff and DRB that you and I discussed last
week on the phone, these changes have been made on the plan:
1- Concern that the driveway is steaper than 8I and nay require a
snovrel t systen.
On Saturday, 1l/17/gO, B & B Excavating tor:k f ield shots
that fixed the driveway gradient on the loner tno sections at
13*. Consequently, the Canpbel ls have agreed that a snovmelt
systen will be instal led- B & B recommends doing the vork next
spring, so only the final grading and a layer of roadbase gravel
will be conpleted yet this season.
2- Desire for additional trees to screen boulder retaining val ls.
The snowmel t systen al lolrs us to put trees close to the
driveway edge that would otherwise have been jeopardized by
snowplowing. A total of 14 mcrre aspen and 2 large spruce have
been added above and below the walls. Five of the aspen are in
the town road right-of -Hayr where there is roon for a snall f lat
bench along the edge of the drive. lt appears that this addi-
tional planting <:an fit without eliminating any of the 3 overflow
parking spaces. AI though spruce would be a nore effective
screen, I have not used them in front of the walls because they
will ultimately grow too wide.
3. Concern that the gradients of the slope and the uall belor the
garage are too steep.
The slope nill not be as steep once the existing boulder
wal I is extended around the end of the 3 parking spaces. This
extension nill be approximatel y 3-4 ' tall, but, together vith a
slight regrading at the top of the slope, the gradient can be
noticeably reduced- Also, there is a major massing of aspen and
spruce here to screen the slope and the garage vall.
4. Request for spot elevations on the landscape plan. Spots
taken from the architect's grading plan have been added-

5. Desire to reduce the helght of the boulder ual I at the rlght
slde of the drlveyay entrance, if possible.
The top boulders support the edge of the driveway pavement,
so cannot real istical ly be renoved. The plan shous 3 spruce and
2 aspen here, and they can be planted in terraced pockets
stepping dorn the ual l.
6. Concern that the rear patlo encroaches into the Holy Crose
easenent. The Campbel ls will contact Holy Gross to get their
authorization to lay a patio surface of unit pavers or stone on
sand. Nothing sill be bullt untll then.

Dear Shelii,:
Enclosed are copies of the new added square footage from the Campbell Residence plans. Two
locations (yellow) in the primary structure are adding 132 s.f . and one location (green) in the
caretaker's unit is adding 105 s.f. This gives the Campbell Residence a new G.R.F.A. of 3786
s.f. The allowable square footage for Lot 4, Block 1, Lionsridge Subdivision filing #4 is 4093
s.f.; thus keeping the new G,R,F.A in lines.
Per our dicussion today, you will take this information to counsel tomorrow for approval and
as well as the building department for their approval/permit. I would hope that Dan (inspector)
will approve our rough framing inspection tomorrow (tuesday 10-15-90).
Finally, I will follow up with Cheri Dorwood for the new revised site plan. We would like to
go for approval at the end of the month so I will get the plans to you as soon as possible.

The right-of-way on all Town of Vail streets and roads is approxirnately 5 ft. off pavement.This ordinance will be strictly enforced by the Town of Vail Public Works Department. Persons found violating this ordinance will be given a 24 hour written notice to remove said materiat.fn the event the person so notified does not cornply with the notice within the 24 hour tirne specified, the Public works
Department will remove said rnaterial at the expense of person notified. The provisions of this ordinance shatl. not be applicable to construction, maintenance or repair project,s of any street or alley or any utilities in the right-a-way.
