BACKGROUND:
A remodel is planned for the offices. Indoor Environmental Services, dba Built
Forensics, was requested to conduct an asbestos inspection of the suspect materials that
will be effected in the remodel.
This inspection includes only suspect materials that are accessible to the inspector. If
other suspect materials become visible during demolition, they must be sampled before
they are disturbed. Examples of suspect materials include but are not limited to: linoleum,
floor tile, ceiling tile, mastic, sheetrock, joint compound, roofing materials, etc. There are
over 3000 known asbestos containing materials.
CONCLUSIONS:
Asbestos WAS FOUND in the linoleum flooring in the big front office storage closet
(20%), and in the “fibrous layer” under the carpet in the big front office (35%). If these
materials are to be disturbed, it should be done only by a professional asbestos abatement
company and personnel, currently qualified and certified by the State of Colorado.
Asbestos WAS FOUND in the joint compound (<1%), under the big flat texture that
is found on most of the office walls and ceilings that make up the Tower.
Less than 1% asbestos in Joint Compound – Important Details
Since the joint compound contains less than 1% asbestos, it is under the State of
Colorado's radar for Permitting. HOWEVER, the EPA (disposal) does care, and OSHA
(worker safety) does care. Therefore, all Federal Regulations from EPA and OSHA
having to do with the handling and disposal of Asbestos Containing Material, DO
APPLY. These Regulations amount to a complete asbestos abatement project.
Indoor Environmental Services strongly recommends that, if the walls and/or ceilings
with big flat texture is to be disturbed, it be done by a qualified, professional asbestos
abatement company. Note that the State of Colorado does NOT require this, in this
particular circumstance.
The industry refers to this material as “OSHA Sheetrock”. This will help when
describing the situation to abatement contractors. They will also need the square footage

of the area to be removed/disturbed. The square footages referenced above are not meant
for bidding purposes.

SAMPLING PLAN - REGULATIONS:
Colorado State Requirements - For each homogenous area of less than 1000 square
feet, a minimum of three samples must be collected in random areas. For each
homogenous area of 1000 – 5000 square feet, a minimum of five samples must be
collected in random areas. Areas of 5001 square feet or greater require a minimum of 7
samples. These laws are defined by the EPA (AHERA) and Colorado State Regulation 8.
Determination of homogenous sampling areas – Homogenous Areas are determined by
type of suspect material, texture, color and location.
Determination of random sampling areas – The samples were collected in a random
manner within each homogenous area.

IN CONSIDERATION of the services and materials to be provided to the purchaser by Rocky Mountain
Abatement, Inc. ("Contractor") , and the mutual covenants contained herein, this Proposal shall become
a contract between parties upon acceptance by Purchaser.
This Proposal includes labor, material, equipment, permits, and fee's required for the completion of this
project described in the Scope of Work.
The owner will provide all water and electricity necessary for this project.
Final air sampling is not included in the contract price.
Asbestos waste will be taken to a EPA approved landfill.
The owner shall vacate and remove all movable items from the work area before and during the
project.
The removal and disposal work will be done in compliance with Federal, State and local regulations.
Rocky Mountain Abatement, Inc will provide liability and workers compensation insurance.
Rocky Mountain Abatement, Inc is not responsible for damage to walls or ceilings affected by the
containment.
A finance charge of 1.5% per month will be added for unpaid balances. Customer is responsible for
payment of all costs of collection of past due accounts, including court costs, finance charges and
attorney fees.

EXCLUSION: Any asbestos containing material not in the scope of work.
