We believe it can be a project which will greatly benefit the Town and the entire Vail Valley. As you know,the proposal includes that azea around the Wastewater and Water Treatment Plants. Only this past week did we receive drawings showing the preliminary plans for the project showing the relocation of the South Frontage Road. We understand that these concepts are preliminary, and further appreciate that Vail Resorts' azchitect has recently been gathering information on Eagle River Water and Sanitation's current and projected use for the existing Treatment Plant and the Old Town Shops properties. We look forwazd to working with Vail Resorts in addressing our respective goals. Nonetheless, we believe this is an appropriate time to begin to express our concerns, so that resolving them will not become a problem in the future that could have easily been addressed during the planning process. � WATER, Wf�STE1NATER,OPERATIpNS$ MANAGEMENT SEf?VIC=S , � � � � , I i � ; � � � � � r , To that end, we remit the following comments,based upon what we have been shown to date: j � l. District has determined to this point that it is not cost-effective to relocate the � Wastewater Treatment Facilities, as expanded to serve future growth. Neither is it � possible to relocate the Water Treatment facilities planned for the Old Town ; ; Shops property. � I 2. The proximity of the current and expanded Wastewater Treatment Plant to the � planned high-end residential and commercial uses is, at best, awkward—and at worst,the possible subject of neighborhood complaints in perpetuity,both informal and formal. ' 3. The abandonment of the frontage road severely affects the access to both ends of � the District's Property. Preserving access on the west to what is now our lower i parking lot and Wastewater Treatment Plant is as important as the current access ' � on the east. ' 4. It would seem that setbacks need to be respected, so that future construction on � ' our site will be able to be effectively achieved. Building to the property line, by ' either of the parties, would seem to be problematic. ' i 5. We were surprised to learn that an agreement was made to relocate the South Frontage Road without including the District in the discussion. The Frontage ', Road provides the only access for delivery trucks to the Wastewater Treatment ; Plant and serves as a natural buffer between the plant and adjacent properties. , Also,part of the existing driveway that serves the office pazking deck is in the ' Frontage Road ROW. ' Again, we aze attempting to be positive and cooperative in the redevelopment plans. The ? proposal seems to have jumped forward quickly on us; but we remain optimistic that these key issues, and the related details, can be resolved with Vail Resorts in a timely manner.
