Two of our trash buildings are so vjsable that the residents of East Vail think they are public. Thjs r+ould make one of the buildings less visable and perhaps help us cut down on publ ic use. PRE-APPLICATION MEETING: In addition to meeting submittal reguirements, theapplicant must stake and tape the pioject site toindl-cate property lines, buitding fines and buildingcorners. All trees to be removed must be taped. Allsite tapings and staking must be completed piior to the DRB ,site visit. The applicant must ensure that stakingdone during the winter is not buried by snow. The review process for NEW BUILDINGS normally requirestwo separate meetings of the Design Review Board: aconceptual approval and a final approval . Applicantsshould plan on presenting their development proposal ata minimum of two meetings before obtaining finalapproval. Applicants who fail to appear before the Design Revj.ewBoard on their scheduled meeting date and who have notasked in advance that discussion on their item be Postponed, will have their items removed from the DRBdocket until such time as the item has beenrepubl i shed. The following items may, at the discretion of thezoning administrator, be approved by the CommunityDevelopment Departnent staff (i.e. a formal hearingbefore the DRB may not be required): a. Windows, skylights and simiLar exterior changeswhich do not alter the existing plane of thebuilding; and b. Building addition proposals not visible from anyother lot or public space. At the time such aproposal is submitted, applicants must includeIetters fron adjacent property owners and/or fromthe agent for or manager of any adjacent condominium association stating the associationapproves of the addition. If a property is located in a mapped hazard area (i.e. snow avalanche, rockfaLl, fLood plain, debris flow,wetland, etc), a hazard study must be submitted and theowner must sign an affidavit recognizlng the hazardreport prior io the issuance of a-buildlng permit.Applicants are encouraged to check with a Town Plannerprior lo DRB application to determine the relationshipof the property to alL mapped hazards. This information should beclearly stated on the survey so that altmeasurements are based on the same startlng point.This is particularly important for heightmeasurements. Submittal reguirements: The owner or autborized agentof any project requiring design approval as prescribedby this chapter may submit plans for conceptuaL reviewby the Design Review Board to the Department of Community Devefopment. The conceptual review isintended to give the applicant a basic understanding ofthe compatibility of their proposal with the Town'sDesign Guidelines. This procedure is recommendedprimarily for applications more conplex than single-family and two-farnily residences. However, developersof single-family and two-family projects shal] not beexcluded fron the opportunity to request a conceptual desj-gn review. Complete applications must be submitted10 days prior Lo a scheduled DRB meeting. The following information shall be subnitted for aconceptual review: 1. A conceptual site and landscape plan at a minimumscale of one inch equals twenty feet.: 2. Concept.ual elevations showing exterior materials and a descript ion of the character of the proposed structure or structures,' 3. Sufficient information to shoyr the proposal complies with the development st.andards of the zone district in which t.he project is to beIocated (i.e. GRFA, site coverage calculali.ons, number of parking spaces, etc.); 4. Completed DRB applicatlon form. B. Procedure: Upon receipt of an application for conceptual design review, the Depart,ment of Comnunity Development shall revj-ew the submitted materials forgeneral compliance with the appropriate requirernenLs of the zoning code. If the proposal. is in basic compliance with the zoning code requirernents, theproject shall be forwarded to the DRB for conceptualreview. If the application is not generally in compliance with zoning code requirements, the application and subnittal materials shal.I be returned to Lhe applicant with a written explanation as to why the Community Development Department staff tras found the project not to be in compliance with zoning coderequlrements.
