BUILDING PERMIT ISSUANCE TIME FRAME
If this permit requires a Town of Vail Fire Department Approval, Engineer's (Public Works)
review and approval, a Planning Depadment review or Health Department review, and a
review by the Building Depadment, the estimated time for a total review will take as long
as three (3) weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser
amount of time. However, if residential or smaller projects impact the various above
mentioned departments with regard to necessary review, these projects may take five
(5) weeks to review and approve.
Every attempt will be made by this department to expedite this permit as soon as
possible.
I, the undersigned, understand the plan check procedure and time frame. I also
understand that if the permit is not picked up by the expiration date, that I must still pay
the plan check fee and that if I fail to do so it may affect future permits that I apply for.

Road or Public.Works, locaEd at 1309 Elkhorn Drive.
Nob'ce sign-offs for utility companies. ALL utilities must field verifu (locate) .respective
utilities prior to signing application. Some utility companies require up to 48 hours notice to
schedule a locab.
A construction traffic control lsbging plan must be prepared on a separcte sheet of paper.
An approved site plan may also be used. This plan will show locations of all traffic control
devices (signs, cones, etc.) and the work zone, (area of construction, sbaging, etc.). This
plan will expire on November 1st and will need to be resubmitted for considemtion for
approval hrough the winter. Be aware that your resubmission for winter may be denied
depending on the location of construction.
Skehh of work being performed must be submitted indicating dimensions (length, widfll
and depth of work). This may be drawn on the traffic control plan or a site plan for the j-ob.
Submit completed application to the Public Work's office for review. If required, locabs will
be scheduled for the Town of Vail electricians and irrigation crew. The locates bke place in
the moming, but may require up to 48 hours to perform.
The Public Work's Constructon krspector will review the applicatlon and approve or deny
the permit. You will be conbcted as to he status and any requiremenE that may be
needed. Most permib are released within 48 hours of being received, but please allow up
to one (1) week to process.
As soon as the permit is approved, the Building Departnent will be notified, allowing the
"Building Permit" to be released. Please do not confuse the'Public Way Permit" with a
"Buildinq Permit".
F NOTE: The above process is for work in a public way ONLY. Public Way
Permits are valid only until November 15$. A new Public Way Permit is required
each year if work is not comptete. R.e-application each l'lovember 15th does not

The Town of Vail Building Depaftment has developed the following procedures to ensure that new
construction sites have adequately established proper drainage from building sites along and
adjacent to Town of Vail roads or streets.
The Town of Vail Public Works Department will be required to inspect and approve drainage
adjacent to Town of Vail roads or streets and the installaLion of temporary or permanent culverts at
access points from the road or street onto the construction site. Such approval must be obtained
prior to any requests for inspection by the Town of Vail Building Depaftment for footings,
temporary electrical or any other inspection. Please call Leonard Sandoval at479-2198 to request
an inspection from the Public Works Department. Allow a minimum of 24 hour notice.

Unlawful deposiE: Subject to subsection C thereof, it is unlawful for any person to litter, track or
deposil or cause to be littered, facked or deposited, sand, gravel, rocks, mud, dirt, snow, ice, or anypher debris or material upon any stree! sidewalk, alley or public place, or any portion thereof.
d Notice; Abatement: The Director of Public Work may notifu and require any person who violates or
causes anoher to violate the provision of subsection A hereof, or who has in the Director's employment
a pe6on who violates or causes anodrer to violate the same, top remove such sand,.gravel, rock, mud,
dirt, snow, ice or any other debris or material within twenty four (24) hours afur receipt of said notice
by Sre Direcbr of Public Works. In the event the person so notified does not comply with the notice
within the period of time herein specified, the Director of Public Works, or oher auhorized agent, may
cause any such sand, gravel, rocks, mud, dirt, snow, ice, debris or any other material to be removed
from any street or alley at the expense of the notified.

any person who violates or causes another to violate the same, may be issued a summons to appear

Vail Village and Lionshead Vitlage Construction Hours
Information Handout
The Vail Village and Lionshead Village are invaluable assets io the community. Thousands of
people come to Vail each year to sightsee, recreate, shop and to enjoy everything the Vail Valley
nas Io oner. Ine community and merchants rely upon our guesis lo generate revenue. Our
summer/winter guests expect a pleasant experience while in Vail.
To insure that all of the proposed construction has as little negative impact on the community and
on our guest as possible, the Town of Vail finds it imperative to create and implement the Vail
Village and Lionshead Village Construction Hours Handout.
It would be irresponsible {or the Town of Vail, the Construction Contraclors and the Merchants, to
not actively participate to minimize the impact of construction in the Vail and Lionshead Village
areas.
New for 2004-2006 will be the Vail Village Streetscape lmprovement Project. Work to include
all utility related improvements, streetscape, drainage, snowmelt systems and landscaping.
All construction projects and/or remodels within the Vail Village Core Area should contact
Scott Bluhm, Town of Vail Streetscape Coordinator, at 970-477 -3418 for further information.
Givens
The following givens are intended to provide the basic foundation by which construction will be
completed in the Villages:
The public's health, safety and welfare shall be honored at all times.
o Adequate pedestrian, loading/delivery, vehicle, and emergency vehicle access and circulation
shall be maintained.
Roadways and pedestrian walkways shall be kept clean and free of dirt and debris.
All construction deliveries, equipment, lools and materials entering the Vail Village and
Pedestrian areas must go through Check Point Charlie. All Lionshead construction activity
must go to the Vail Police Depariment for a parking permit. Do not use delivery zones for
construction parking; refer to approved staging plan or make other arrangements for parking.
The hours of Outside Construction Activity shall be as follows:
- April 15-June 17 & September 6- November 18,7 a.m. until 7 p.m., seven days a week.
June 17 thru September g, work must end by 4:00 p.m. on Fridays.
November 14 - April 15, 20OO work allowed within daylight hours only.
- Deiiveries shall be restricted to the hours of 7 a.m. to '1 1:30 a.m. on Gore Creek Drive and
7 a.m. to 8:30 a.m. on Bridge Street.
- Special Construction delivery permits must be requested in advance, from Public Works in
conjunction with Code Enforcement at Checkpoint Charlie.
- No construction activity shall occur on Saturday or Sunday between June 1B and
September 4.

. All construction sites will be required to obtain an Aporoved Construciion-Staqinq Plan from
the Town of Vail Public Works Department in conjunction with Code Enforcement. (The. approved staging/parking plan is required to be on-site at all times).
. The Town of Vail reserves the right to amend the Vail Village and Lionshead Village
Construction Hours regulations at anytime should abuses or problems arise.
. The Three-Strike Rule will be enforced. Step 1. (Written warning), Step 2. (Written
warning), Step 3. (Construction site will be Red Tagged until all violations are resolved).

The following expectations are established to insure the success of the Vail Village and Lionshead
Village Construction Hours Plan:
. Full and complete cooperation and understanding from all parties involved in the construction
activity in regards to this plan.
" Strict adherence and compliance with the requirements outlined in the construction plan.
" Respecl and consideralion for the affected interests and parties.

Vail 2004 Staging / Parking Plan Information
The Staqinq / Parkinq Plan Philosophv- ls a very importani step in the building process. Striking a balance
between safe public access and giving construciion projects room to build is becoming increasingly
challenging, for us to meet all the needs of those who will be impacted by construction projects. The fact is,
there is less room to build in the Town of Vail.
Developing a creative Staging Plan is a must. Staging in the Town of Vail Public Rightof Way is a Privilege, not
a given right. We take into accounl when we review and approve staging / parking plans, impacts on
neighborhoods, tourism, business and the traveling public along with your right to build.

building proiect. The staging plan will be enforced according to the Approved Set of Building and Stagi
Plans. You are required to keep a copy of the Approved Staging Plan on site.
Two staging /parking plans are required, a summer and winter. Summer staging plans expire on November 1
and winter staging plans expire on April 15. (Note: There is no on street parkinq in the winter season and a||
materials, equipment, etc must be 10' off the edoe of asphalt). l
Enforcement of all staging / parking plan is as follows.
A) Staging / Parking Plans to scale required.
B) Once the plan is approved, they will be held to complete compliance.
C) We will use a 3 step and you're out, process.
Step One- Verbal and written warnings as to the staging plan violation, then have contractor sign
field memo warning.
Step Two- Police Department issue tickets and tows or public works writes second written warning to all
violators who have been notified under step one and who are still in violation of the approved Staging i Parking
Plan. The Town of Vail Chief Building Official will call the contractor and notify them, the next time any violationl

Step Three- lf still in violation after step two, a 48 hour Red Tag will be issued to the proiect site.

' Requirements for an Acceptable Staqinq Plan
tt is preferred that and Approved Site Plan is used to draw a staging plan, but a hand drawn plan may be used
as long as it is dawn to scale and is neat and legible.
1.) The Staging Plan must show the following:
a) Show all parking that is required for the job site. (lncluding construction equipment).
b) Show the location of all mater.ial that will be staged on site.
c) Show the location of all dumpsters and port-o-john that are to be on site.
d) lf a fence is required, then show the location of the fence and describe the material used for the fence.
e) lf trees and / or vegetation is required to be protected, then show how this will be done.
f) lf this staging plan is for a Demo Permit, then show staging for dump trucks and all related equipment. lf
the Town of Vail Right of Way area is needed for staging, then a Traffic Control Plan is required in
conjunction with the staging plan.
(g) Please provide and show an Erosion Control Plan.
(h) No equipment, vehicles, materials are allowed on Town of Vail Right of Way in the Winter Staging Plan.
2.) tf work needs to occur in the right of way, then add a Traffic ControlPlan to the staging plan showing the
following:
(a) The work zone (area that is to be performed)
(b) Traffic Control Devices (warning, signs, cones, flaggers, etc.)
(c) Distances that all devices will be set up from the work zone. Also show all dimensions of work being
performed in the right o'f way. All traffic control plans must conform to the MUTCD manual.(Manual of
Uniform Traffic Control Devices)
2.) This plan will be reviewed by Public Works and if Necessary the Police, Fire, and Community Development
Department. Once the staging plan is approved, it will be registered with the departments listed above and
enforced.
3.) The Village and Lionshead area have outside construction restrictions, please become
familiar with the Vail 2004, Vail Village and Lionshead Construction Hours handout.
