Mr. Van Ness:
This letter is to inform you of your options regarding your proposed re-roof at
4410A Columbine Drive. As your application states you would like to replace
your current cedar shake roof with DECRA's stone coated steel roofing system.
Your application and a site visit has confirmed that your neighbor at 44108
Columbine Drive currently has Pro Panel's brown painted steel roofing.
The Town of Vail Development Standards Handbook sets forth requirments for
duplex homes. In general it calls for common architecturalthemes and malerials
to be used on both units. Attached to this letter you will find a copy of the page
from the Town of Vail Standards Handbook which discusses this reouirement in
detail.
As submitted staff will recommend to the Design Review Board (DRB) that your
application be denied as it would perpetuate two different roof materials on your
duplex.
Staff has reviewed your application and will approve a re-roof of 44104 if the
material used is identical to that found on 44108. The approval would be
conditioned to require a minimum of 20 to 30 gage Pro Panel metal roofing which
is the same color brown as that which is on 44108. Snow guards could be
utilized to address your concern over snow sliding off the roof into pedestrian and
vehicular areas.

by the DRB with a representative present as required by the Town Code, section

Duplex and Primary/Secondary Development:
1. The purpose of this Section is to ensure that duplex and primary/secondary
development be designed in a rnanner that creates an architecturally integrated
structure with unified site development. Dwelling units and garages shall be
designed within a single structure, except as set forth in subsection 2 below, with
the use ofunified architecfural and landscape design. A single structure shall have
common roofs and building walls that create enclosed space substantially above
grade. UnifiOd architectural and landscape design shall include, but not be limited
to, the use of compatible building materials, architectural style, scale, roof forms,
massing, architectural details, site grading and landscape materials and features.
2. The presence of significant site constraints may pemrit the physical separation of
units and garages on a site. The determination of whether or not a lot has
significant site constraints shall be made by the Design Review Board. Significant
site constraints shall be defined as natural feafures of a lot such as stands of mature
trees, natural drainages, stream courses and other natural water features, rock
outcroppings, wetlands, other natural features, and existing structures that may
create practical difficulties in the site planning and de'r'elopment of a lot. Slope
may be considered a physical site constraint that allows for the separation of a
garage from a unit. It shall be the applicant's responsibility to request a
determination from the Design Review Board as to whether or not a site has
significant site constraints before final design work on the project is presented.
This detennination shall be made at a conceptual revierv ofthe proposal based on
review of the site, a detailed survey of the lot and a preliminary site plan of the
proposed structure(s).
3. The duplex and primary/secondary development may be designed to accommodate
the development of dwelling units and garages in more than one structure if the
Design Review Board determines that significant site constraints exist on the lot.
The use of unified architectural and landscape design as outlined herein shall be
required for the development. In addition, the Design Review Board may require
that one or more of the following common desigrr elements such as fences, walls,
patios, decks, retaining walls, walkways, landscape elernents, or other architectural
feafures be incorporated to create unified site development.
Outdoor Lighting:
l. Purpose:
This subsection of the design guidelines establishes standards for minimizing the
unintended and undesirable side effects ofoutdoor lighting while encouraging the
intended and desirable safety and aesthetic pulposes of outdoor lighting. It is the
purpose of the design review guidelines to allow illumination which provides the
minimum amount of lighting rvhich is needed for the property on which the light
sources are located. In addition, the purpose of this subsection is to protect the
