SCOPE
This report prssonts the results ol our soils and foundation investigation on Parcel
D, Stevens Subdivision in Vail, Colorado. We explored the subsurface eonditions to
provide loundation recommendations for tive single family buildings. This report includes
a description of the subsurface conditions found in our test holes, a recommended
foundation system and geotechnical and constructlon criteria for details influenced by the
subsoils. Our report was prepared lrom data developed during our field exploration,
laboratory testing, engineering analysis and our experience with similar conditions. A
8ummary of our conclusions is pressnted below.
SUMMARY OF CONCLUSIONS
Our test holes penetrated 0.5 to 1.5 feet of organic, sandy clays above 4.5
to 6,5 feet of very loose to medium dense, moist, clayey sands and silty
sandg underlain by dense to very dense, moist sandy gravels with cobbles
and boulders. Drill rig refusal occurrEd at depths of 7.5 to 13 feet. No free
groundwater was found in our test holes at the time of drilling.
Ws recommend founding the buildings with footings bearing on the native
sandy gravels. A maximum soil baaring pressure is presented in the
"Foundations" section.
Ground level floors in living areas will be foundation supported with a
space between the floor and soils.
A ground surlace slope away from the buildings should be maintained at
all times to reduce the risk of wetting soils below foundations.
sm coNDrTroNs
Parcel D, Stevens Subdivision is adjacent to Gore Greek at the west end of Vail,
Colorado. The bounds of the +/- 2 ag/(e site are defined by a green lence. The site
occupies an alluvial terrace formed by Gore Creek. Ground surface slopes are from the
south to the north at grad68 meaEured and viEual estimated at 8 to 16 porcent.

Vegotation consiets of medium to large pine and fir trees, small birch trees, llowers,
grass€s and weeds. Bouldere and cobbleg are strewn sparsely on the ground surface.
PROPOSED CONSTRUCTION
Single family residential buildings will be built. The buildings will be wood framed,
two to three stories tall with attached garages, No basements ate planned. LiMng areas
of ground level floors will be foundation supported with a space between the tloor and
the ground. Foundation loads we aseumEd for our analysis were between 1000 and 3000
pounds per lineal foot on continuous footings and'maximum interior column loads of 15
kips. We ehould be informed if actual construction is different than describ€d above'
SUBSURFACE CONDITIONS

SITE GRADING
Builcting ground floor elevations will be stepped to minimize grading. No fillwill
be placed below buildings. Site pr€paration will be limited to stripping of the surficial
organic clays, we estimate stripping depths of 6 to 12 inches.

FOUNDANONS
ln our opinion, the buildings can be lounded with footings bearing on the native
sandy gravels, Footings should be designed and conslructed with the following critsria.
1. Footings should bear on the native sandy gravels and be designed for a
maximum soil bearing pressure of 5000 psf. Materials loosened during the
excavation or forming prooess should be removed from the footing areas
prior to placing concret€;
2. Foundation walls for continuous footings should be reinforced top and
bottom, to span loose soil pockets. We recommend reinforcing steel
equivalent to that required for a simple span of 10 feet. Reinforcement
should be designed by a qualified structural engineer;
3. Minimum footing sizes are desirable. We suggest a minimum width ol 16
inches lor continuous footings and a size of at least 2 feet by 2 feet for
isolated column pads. Larger sizes may be required based on the
structural loads;
4. The soils under exterior footings should be protected from lreezing, The
depth normal assumed tor frost protection in Vail is 48 inches. We
recommend contacting the local planning department to verify the depth
of protection required.
FLOOR SI-ABS AND EXTERIOR CONCRETE
Uving areas on ground level floors will be toundation supported with a space
between the floor and the ground, Garage floors, patios and sidEwalks will be slabs€n-
grade. W€ recommend the following design and construction details for slabs-ongrade:
1, Slabs should be placed directly on native sands or gravels;
2, Slabson-grade should be separated from exterior walls and interior
bearing members. Vertical movsment of the slabs should not be restricted;
3. Plumbing below the slabs should be pressure tested. Trench backfill
should be moisture treated and compacted to at least 95 percent of the
standard Proqtor maximum dry density (ASTM D 698);
4. Frequent control joints should be provided, The American Concrete'-
lnstitute (ACl) recommends maximum joint spacing of 15 to 20 feet to
control cracking.

The above precautions will not prevent movement of the slab-ongrade floors in the ev€nt
the goils become wet, but they will reduce the potential damage when movement occurs,
CRAWL SPACE CONSTRUCTION
Below grade walls will be subject to lateral earth pressure. These walls are
tgstrained and cannot move and should be designed for the "at rest' lateral earth
ptessurE. Assuming on-site sands will be used as backfill, we recommend using an
equivalent fluid density of 45 pcf to calculate lateral earth pressure. The above equivalent
lluld density does not include allowances for sloping backfill, hydrostatic pressures, live
loads or loads from adjacent structures. Backfitl adjacent to the foundation walls should
be compactsd to at least 95 percent of th€ standard Proctor maximum dry density (ASTM
D 6e8).
SURFACE DRAINAGE
The performance ol foundations and concrste ftatwork is influenced by the
moisture conditions in the subsoils, Wetting of soils below foundations can be reduced
by planned and maintained surface drainage. Wetting or drying of the open foundation
sxcavations should be avoided. The ground surface surrounding the buildings should
be sloped to provide rapid runoff of water away from the buildings in all direstions. We
recommend a slope of at least 12 inches in the tirst 10 feet. Backfill of the foundation
walls should be moisture treated and compacted (see "Crawl Space Construction'). Roof
downspouts and drains should discharge well beyond the limits of all backfill. Splash
blocks or downspout extensions should be provided at all discharge locations.

DEVELOPER IMPROVEMENT AGREEMENT
THIS:AGREEMENT, made and entered into this 3rd 6sy oi Januarv . 19:g by

and oa*Ilto'"" olhereinafter called the "BanK).OF VAIL (hereinafter called the "Town')
WHEREAS, the Developer, as a condition of approval of the
plans, dated 19_, wishes to enter into a Developer lmprovement
Agreement; and
WHEREAS, the Developer is obligated to provide security or collaleral sufficient in the
iudgment of the Town to maka reasonablo provlElons for completion ol cgrtaln lmprovsrfionts
set forth below;and
WHEREAS, the De\reloper wishes to provide collateral to guarantee performance of
this Agreemenl, including construction of the above-referenced improvements by means of the
following:
Developer agrees to establish a lelter of credit with a Bank in Eagle County in a dollar
amount of $ l]:5t:!9 (125/" ot the total cost of ihe work shown below) to provide
security for he following:

NOW, THEREFORE, in consideration of the following mutual covenants and
agregments, the Developer and the Town agree as follows:
1. The Developer agrees, at its sole cost and €xpenses, to furnish all equipment
and material necessary to perform and complete all improvemdnts, on or before
octoher 03- 1e96 TheDevelopershall complete,inagoodworkmanlikemanner,all
improvements as listed above, in accordance with all plans and specifications filed in the
office of the community Development Department, the Town of Vail, and to do all work
incidental thereto according to and in compliance with the following:
a. Such other designs, drawings, maps, specifications, sketches, and olher matter
submitted by the Developer to be approved by any of the above-referenced' govemmental enlities. All said work shall be done under the inspection of, and
to the satisfaction of, the Town Engineer, the Town Building Omiiat, or other '
oflicial from the Town of Vail, as affected by speeial dislriejs or sanrica distriets,
as their respective interest may appear, and shall not be deemed complete until
approved and accepted as completed by the Town of VailGommunity
Development Department and public Works Department.
2. To secure and guarantee performance of its obllgations as set forth hereln, the
Developer agrees to provide security and collateral as follows:

Agreement. Such acceptance by the Town of altomatlve collatenal shall be at the Town's sole
discretion.
4. The Town shall not, nor shall any officer or employee thereof, be liable or
responsible for any accident, loss or damage happening or occuning to the work specified in
this Agreement prior to the completion and acceptance of the same, nor shall the Town, nor
any officer or employee lhereof, be liable for any persons or property injured by reason of the
nature of said work, but all of said liabilities shall and are hereby assumed by the Developer.
The Developer hereby agrees to indemnify and hold harmless the Town, and any of its
officers, agents and employees against any losses, claims, damages, or liabilities to which the
Town or any of its officers, agents or employees may become subject to, insofar as any such
losses, claims, damages or liabilities (or actions in respect thereof) that arise out of or are
based upon any performance by the Developer hereunder; and the Developer shall reimburse
the Town for any and all legal or other expenses reasonably incurred by the Town in
connection with investigating or defending any such loss, claim, damage, liability or action.
This Indemnity provision shall be in addition to any othsr liability which the Developer may
have.
5. lt is mutually agreed that the Developer may apply to the Town and the Town
shall authorize tor partlal release of the collateral deposited with the Town for each category
of improvement at such time as such improvements are constructed in compliance with all
plans and specifications as relerenced hereunder and accepted by the Town. Under no
condition will the amount of the collateral that is being held be recjuced below the amount
necessary to complete such improvements.
6. lf the Town determines, at its sole discretion, that any of the improvements
contemplated hereunder are not constructed in compliance with the plans and specifications
set forth in this Agreement on or before the date set forth in Paragraph 2, the Town may, but
shall not be required to, redeem the letter of credit as necessary to complete the unfinished
improvements. The Bank shall release such funds upon written request from the Town stating
that the improvements have not been completed as required by this agreement. The Bank
shall not require the concurrence of the developer prior to release of the funds to the Town
nor shall the Bank be required to verify independently that such improvements have not been
c0mplot€d as requlred by thls agresment, but shall release such funds sQlely upon the Town's
written request.
lf the costs of completing the work exceed the amount of the deposit, the excess,
together with interest at twelve percent per annum, shall be a lien against the property and
may be collected by civil suit or may be certified to the treasurei of Eagle County to be
collected in the same manner as delinquent ad valorem taxes levied against such property. lf
the p€rmit holder fails or refuses to complete the cleanup and landscaplng, as defined in this
chapter, such fallure or tetusal shall be consldered a vlolafion of the Zonlng code.
7. The Developer warrants all work and material for a perlod ol one year after
accsptance of all work refeJred to in this Agreement by the Town lf such work ls locatod on
Town of Vail property or within Town of Vail right-of-way pursuant to Section 17.16.250.
8. The parties hereto mutually agree that this Agreement may be amended from
time to time, provided that such amendments be in wrlting and executed by allparties hereto.

plans, dated 19_, wishes to enter Into a Developer lmprovement
Agreement; and
WHEREAS, the Developer is obligated to provide security or collateral sullicient in the
judgment of tho Town to make reasonable provlsions for completlon of cartain lmprovements
set forth below; and
WHEREAS, the Developer wishes to provide collateral to guarantee performance of
this Agreement, including construction of the abovereferenced improvements by means of the
following:
Developer agrees to establish a letter of credit with a Bank in Eagle Gounty In a dollar
amount of $576s .09- (125o/o ol the total cost of the work shown below) to provide
security for the following:

NOW, THEREFORE, in consideration of the following mutual covenants and
agreements, the Developer and the Town agree as follows:
1. The Developer agrees, at its sole cost and expenses, to lurnish all equipment
and materlal necessary to perform and complete all lmprovomdnts, on or before
Septenber 1. 1995 The Developer shall COmplete, in a gOod workmanlike manner, all
improvements as listed above, in accordance with all plans and specifications filed in the
office of the Communlty Development Department, the Town of Vail, and to do allwork
incidental thereto according to and in compliance with the fotlowing:
a. Such other designs, drawings, maps, specilications, sketches, and other mattgr
submitted by the Developer to be approved by any of the above-referenced' govemmental entities. All said work shall be done under the inspection of, and
to the satisfaction of, the Town Engineer, the Town Building Otficial, or other
official from the Town of Vail. as affected by speeiel distrlcts ar senrica districts,
as their respective interest may appear, and shall not be deemed complete until
approved and accepted as completed by the Town of Vail Community
Development Department and Public Works Department.
2. To secure and guarantee performance of its obligations as set torth herein, the
Developer agrees to provide securlty and collateral as follows:

connection with investigating or defehding any such loss, claim, damage, liability or action.

improvements. The Bank shall release such funds upgn written request from the Town stating
that the improvements have not been completed as required by this agreement. The Bank
shall not require lhe concurrence of the developer prior to release of the funds to the Town
nor shall the Bank be required to verily independently that such improvements have not bean
completed as required by thls agreement, but shall release such funds solely upon the Town's
written request.

acceptanc€ of all work referred to in this Agreement by the Town if such work is located on
Town of Vail property or within Town of Vail right-of-way pursuant to Section 17.16.250.
8. The parties hsreto mutually agree that this Agreement may be amended from
