. PUBLIC WORKS AND THE PUBLIC WAY PERMIT PROCESS
How it relates to Building Permits:
Fill out the attached check list with the Building Permit Application.
If yes was answered to any of the questions then a "Public Way" permit is required. You
can pick up an application at either Community Development, located at 75 South Frontage
Road or Public Works, located at 1309 Elkhorn Drive.
Notice sign-offs for utility companies, ALL utilities must field verify (locate) respective
utilities prior to signing application. Some utility companies require up to 48 hours notice to
schedule a locate.
A construction traffic control/staging plan must be prepared on a separate sheet of paper.
An approved site plan may also be used. This plan will show locations of all traffic control
devices (signs, cones, etc,) and the work zone, (area of construction, staging, etc.). This
plan will expire on November lst and will need to be resubmitted for consideration for
approval through the winter. Be aware that your resubmission for winter may be denied
depending on the location of construction.
Sketch of work being performed must be submitted indicating dimensions (length, width
and depth of work). This may be drawn on the traffic control plan or a site plan for the job.
Submit completed application to the Public Work's office for review. If required, locates will
be scheduled for the Town of Vail electricians and irrigation crew. The locates take place in
the morning, but may require up to 48 hours to peform.
The Public Work's Construction Inspector will review the application and approve or deny
the permit. You will be contacted as to the status and any requirements that may be
needed. Most permits are released within 48 hours of being received, but please allow up
to one (1) week to process.
As soon as the permit is approved, the Building Department will be notified, allowing the
"Building Permit" to be released. Please do not confuse the "Public Way Permit" with a
"Buildinq Permit".
P NOTE: The above process is for work in a public way ONLY. Public Way
Permits are valid only until November 15th. A new Public Way Permit is required
each year if work is not complete. Re-application each November 15th does not
mean an automatic renewal.

BUILDING PERMIT ISSUANCE TIME FRAME
If this permit requires a Town of Vail Fire Department Approval, Engineer's (Public Works)
review and approval, a Planning Depaftment review or Health Department review, and a review
by the Building Department, the estimated time for a total review will take as long as three (3)
weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser amount
of time. However, if residential or smaller projects impact the various above mentioned
departments with regard to necessary review, these projects may also take three (3) weeks to
review and appfove.
Every attempt will be made by this department to expedite this permit as soon as possible.

CODE 5-2-10: DEPOSITS ON PUBLIC WAYS PROHIBITED
a Unlawful deposits: Subject to subsection C thereof, it is unlawful for any person to litter, track or
deposit, or cause to be littered, tracked or deposited, sand, gravel, rocks, mud, dift, snow, ice, or any
other debris or material upon any street, sidewalk, alley or public place, or any portion thereof.
D Notice; Abatement: The Director of Public Works may notify and require any person who violates or
causes another to violate the provision of subsection A hereof, or who has in the Director's employment
a person who violates or causes another to violate the same, top remove such sand, gravel, rocks, mud,
dirt' snow, ice or any other debris or materhl within twenty tour (24) hours after receipt of said notice
by the Director of Public Works. In the event the person so notified does not comply with the notice
within the period of time herein specified, the Director of Public Works, or other authorized agent, may

from any street or alley at the expense of the notifled.

Subject: Observation ofPier Excavations, Proposed Porte Cocheres, Existing
Duplex, 1180 Casalor Drive, Vail, Colorado.
Dear Mr. Hair:
As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. observed the pier
excavations at tbe subject site on August 24, ?ffit to evaluate the soils exposed for
foundation support. The findings of our work and tecommendations for the foundation
design are presented in this report. The work was done in accordance with our
agreement for geotechnical engineering services to T & M Construction, dated August
2l,2001.
The proposed porte cocheres will each consist of 2 columns supporting the roof for each
duplex unit. An allowable soil bearing pressure of 1,500 psf was assumed in the
design.
At the time of our initial visit to the site, four 2-foot square excavations had been cut on
the north side of the exisring duplex in one level to about 3Vz felbelow the adjacent
ground surface. The soils exposed in the bottom of the excavation consisted of loose,
very moist clayey sandy gravel with cobbles fill. The fill is either backfill from the
existing duplex building or the adjacent water line trench backfill. The contracfor
excavated with a smalt bactfoe to a depth of about 4Vz feet in one of the pier holes and
was still encountering tbe loose fill. We recommended that the piers be deepened to the
natrual soils or subexcavated a filI composed minimum of 3 feet and replacement with
proper$ compacted structral. The struchral fill should consist of the on-site gradar
soils or zuitable imported granular fill, excluding oversized rock, compacted to at least
98% of maximum standard Proctor density at a moisture content near optimum. When
observed later that day, the four pad excavations had been cut to about 6 feet below
adjacent grades. The bottom of the excavations was about 1% feet below the adjacent
building footing grade. The soils exposed in the bottom of the excavatioos generally
consisted of the very moist, natural clayey sand. Some waterline trench backfill
consisting of clayey sand with gravel was erposed in the excavations. We
recommended that fte bottom be allowed to dry and then compacted with a "jumping

Considering the conditions exposed in the excavation and the nature of the proposed
construction, the pier footings placed on the natural soils or orn a minimuql depth of 3
feet of properly compacted structural fill can be designed for an allowable soil bearing
presswe of 1,500 psfcan be used for support ofthe proposed porte cocheres. There
could be sorne post-construction settlement of the foundation due to the variability of
the bearing soils. The pier footings should be a minimum width of 2 feet for columns.
Loose and disturbed soils in footing areas should be removed and the bearing level
extended dowr to the undisturbed nanral soils or limited depth of trench line backfill
prior to placement of the structural fill. The footings should be provided with adequate
soil cover above their bearrng elevations for frost protectiotr. Structural fill placed
within floor slab areas can consist of the on-site soils compacted to at least 95% of
standard Proctor density at a moisture content near optimum. Backfill placed around
the strucfire should be compacted and the zurface graded to prevent ponding within at
least 10 feet.
The recommendations submitted in this letter are based on our observation of the soils
exposed within the foundation excavations and do not include subsurface exploration 0o
evaluate the subsurface conditions within the loaded depth of foundation influence .
This study is based on the assumption that soils beneath the footings have equal or
better support than those exposed. The risk of foundation movement may be greater
than indicated in this report because ofpossible variations iu the subsurface conditions.
In order to reveal the nahre and extent ofvariations in the subsurface conditions below
the excavation, drilling would be required. It is possible the data obtained by
subsurface exploration could change the recommendations contained in this letter.

d The Town of Vail Building Department has developed the following procedures to
ensure that new construction sites have adequately established proper drainage
from building sites along and adjacent to Town of Vail roads or streets.
F The Town of Vail Public Works Department will be required to inspect and approve
drainage adjacent to Town of Vail roads or streets and the installation of temporary
or permanent culverts at access points from the road or street onto the construction
site. Such approval must be obtained prior to any requests for inspection by the
Town of Vail Building Department for footings, temporary electrical or any other
inspection. Please call Leonard Sandoval at 479-2798 to request an inspection from
the Public Works Department. Allow a minimum of 24 hour notice.
F Also, the Town of Vail Public Works Depaftment will be approving all final drainage
and culvert installation with resulting road patching as necessary. Such approval
must be obtained prior to any Final Ceftificate of Occuoancv issuance.

Amendment to the 1999 N.E.C. Town of Vail Ordinance 10-1-6.

switch and to the first electrical distribution circuit breaker panel,

accessible.-r All underground conduits are required to be inspected before back-filling the trench.o In mulU-family dwelling units, no electrical wiring or feeder cables shall pass from one unit to another. Common

u NM Cable (Romex) is not allowed in commercial buildings or structures exceeding three (3) stories.
Lt No use of aluminum wire smaller than size #8 will be permitted with the Town of Vail.
TOWN OF VAIL ELECTRICAL PERMIT GUIDELINES
,r All installations of exterior hot tubs or spa's require a DRB approval from planning. This application will
not be accepted without a copy of the DRB approval form attached (if applicable).
o If this permit is for installation of an exterior hot tub or spa on a new elevated platform or deck over
30" above grade, you must also obtain a building permit.
-r If this permit is for installation of an exterior hot tub or spa on any existing deck or elevated platform,
a structural engineer must review the existing condition and verify that it will support the added
concentrated load. Please provide a copy of the structural engineers wet stamped letter or drawing
with this application.
e If this is a remodel in a multi-family building with a homeowners association, a letter of permission
from the association is required.
a If this permit is for a commercial space/ two (2) sets of stamped drawings are required.
