Employee Housing in Lionsridge 4th Filing
On January 4, 1996, Tom Moorhead and I reviewed the attached memo and analyzed the
Employee Housing Chart, located in the zoning code at the end ofthe Employee Housing
Chapter. He concluded that the caretaker dwelling units in Lionsridge Fourth Filing should be
deed restricted as Type I EHU's.

At eaves and valleys an adequate underlayment shall
be provided to protect a structure from ice buildup
and water damage. Two layers of felt solj.d nopped
to sheathing and between layers or a commercial-
water & ice shield may be used as per Table 3281 .

Dear Mr. & Mrs. Hughes:
As requested we are providing you with our preliminary findings with regard to the subsoil
conditions at the subject site. As you are aware, the laboratory testing of the soil samples
collected from the site has not been completed. When testing is complete, we will finalize
our recommendations in a written report.
Previous Studies: Chen & Associates (now known as Chen-Northern, Inc.) previously
conducted a preliminary subsoil and geological investigation for this area of the Lions Ridge
Subdivision under our Job No. 19,418, dated November 30, 1979. Chen & Associates also
performed an evaluation of the rockfall potential on l-ots 6 and 7, nearby the site, under our
Job No. 4 181 88, dated April 27, 1988. We performed a subsoil study for a proposed
residence on [.ot 3, to the west of the site, under our Job No. 4 257 88, dated July 5, 1988.
These studies and the findings of our field work on the lot were reviewed to develclp the
recommendations contained in this letter. We also understand that a geologic hazard study
for Blocks 1 and 2 of Filing 4 was performed by R. J. Irish.
Rockfall Hazard: Chen & Associates' preliminary study for Filing 4 indicated that lrt 4
could be impacted by rockfall hazard. Schmueser and Associates mapped t ot 4 in a
moderate rockfall hazard zone in their 1984 study for the Town of Vail. In our 1988
evaluation of nearby l-ots 6 and 7, the rockfall hazard was judged to be low.
Subsoil Conditions: Two borings were drilled in the proposed building area to depths of 26
and 30 feet. Below up to 5 feet of organic topsoil, the subsoils encountered in the borings
consisted of loose to medium dense silty sand with scattered gravel and cobbles for the full
depth of the borings. No free water was encountered in the borings at the time of drilling.
Based on our experience in the area, we expect that a spread footing foundation designed
for a soil bearing pressure of 1000 to 2000 psf should be adequate for support of the
proposed residence. Design recommendations for foundations and other geotechnical
considerations will be included in our final reDort.

residence for your lot referenced above and had Javorable comments regarding the
architecture. Before staff can schedule the proposal for a final hearing, there is additional
information which we need to review. Please submit:
. A survey, done by a licensed surveyor.. A height analysis shown on the site plan.. A completed utility verification form.. A completed landscape and material form.. A completed zone check sheet.. The $200.00 fee.. A title reoort.. A detailed analysis of the slope of the driveway.. A clear indication of the extent of the secondary unit in relation to the primary
unit.
This information should be included with three full sets of the drawings of the proposed
residence. I will need three sets in order to circulate the plans to the Public Works
Department and Fire Department for their review. Staff likes to provide at least three weeks
for the other departments to review the proposal and get their comments back to us. Please
note that any comments made by these departments will need to be addressed prior to a final
hearing. I have included a schedule for the 1992 DRB meeting dates so that you can arrange
your schedule. Please submit the information three weeks prior to the meeting you would like
to attend.

A pre-application meeting with a member of the planning
staff i-s- strongly encouraged to determine if any additional
application infoimation is needed. It is the applicant's
rLsponsibility to make an appointment with the staff to
detLrmine if Lhere are additional submittaL requirements 'pfease note that a CoMPLETE application wilL streamliqe the
approval process for your project.
In addition to meeting submittal requirements, the
applicant must stake and tape the project site to.
inaicate property lj-nes, building Ij-nes and building
corners. All trees to be removed must be taped. A1l
site tapings and staking must be completed prior to the
DRB site visit. The applicant must ensure that staking
done during the winter is not buried by snow.
The review process for NEW BUILDINGS normally requires
two separate meetings of the Design Revj-ew Board: a
conceptual- approval and a final approval. Applicants
should plan on presenting their development proposal at
a minimum of two meetings before obtainj-ng final
approval .
Applicants who fail to appear before the Design Review
Board on their scheduled meeting date and who have not
asked in advance that discussion on their item be
postponed, will have their items removed from the DRB
docket until such time as the item has been
republished.
The following j-tems may, at the discretion of the
zoning administrator, be approved by the Community
Development Department staff (i.e. a formal hearing
before the DRB may not be required) :
a. Windows, skylights and similar exterior changes
which do not alter the existing plane of the
building,' and
b. Building addition proposals not visible from any
other tot or public space. At the time such a
proposal is submitted, applicants must include
letters from adjacent property owners and/or from
the agent for or manager of any adjacent
condominium association stating the association
approves of the addition.
If a property is tocated in a mapped hazard ar93 (i'e'
snow lvalanche, rockfall, flood plain, debris flow,
wetland, etc)r a hazard study must be submitted and the
owner must sign an affidavit recognizing the hazard
report prior to the issuance of a buitding permit.
appficants are encouraged to check with a Tovrn Planner
p-rior to DRB application to determine the relationship
of the property to al-l mapped hazards.
For all residential construction:
a. Clearly i.ndicate on the fLoor plans the inside
face oi the exterior structural walIs of the
building; and
b. rndicate with a dashed line on the site plan a
four foot distance from the exterior face of the
building walls or supporting columns.
If DRB approves the application with conditions or
modifications, all conditions of approval must be
resolved prior to Town issuance of a building permit

CONCEPTUAL DESIGN REVIEW
A.Submittal requirements: The owner or authorized agent
@ing design approvar as prescribed
by this chapter may submit plans for conceptual review
by the Design Review Board to the Department of
Community Development. The conceptual review is
intended to give the applicanL a basic understanding of
the compatibility of their proposal with the Townt s
Design Guidelines. This procedure is recommended
primarily for applications more compLex than single-
farnily and two-family residences. Howeverr developers
of single-famiJ.y and two-family projects shall not be
excluded from the opportunity to request a conceptual
design review. Complete applications must be submitted
L0 days prior to a scheduled DRB meeting.
The following information shall be submitted for a
conceptual review:
1. A conceptual siLe and landscape plan at a minimum
scale of one inch equals twenty feet;
2. Conceptual elevations showing exterior materials
and a description of the character of the proposed
structure or structures i
3. Sufficient information to show the proposal
complies with the development standards of the
zone district in which the project is to be
located (i.e. GRFA, site coverag'e calculations,
number of parking sPaces, etc.);
4. Completed DRB application form.
Procedure: Upon receipt of an application for
conceptual design review, the Department of Community
oevelopment shall review the subrnitted materials for
general compliance with the appropriate requirements of
ihe zoning code. If the proposal is in basic
compliance with the zoning code requirements, the
project shall be forwarded to the DRB for conceptual
ieview. If the application is not generally in
comptiance with zoning code requirements, the
application and submittal materials shal1 be returned
to- tne applicant with a wriLten explanation as to why
the Community Development Department staff has found
the project not to be in complj-ance with zoning code
requirements. Once a complete application has been
reCeived, the DRB shall review the submitted conceptual
review application and supporting material in order to
determine whelher or not the project glenerally complies
with the design guidelines. The DRB does not vote on
conceptual reviews. The property owner or his
repre-sentative shall be present at the DRB hearing'

Dear Tom:
I thought it would be helpful to put the conversation we had on November 19, 1991 into
writing. At this time, we are planning to take the proposal for a new single family home on lhe
above-referenced lotto the Design Review Board on December4, 1991. Betore afinal
decision on the proposal can be made, the Town will need to review a survey done by a
licensed surveyor, a height analysis shown on the site plan, a completed utility verification
lorm, a completed landscape and material form, and a completed zone check sheet.
Once you have gathered this information, please submit three sets of it. I will need to
circulate the proposal to the Public Works and Fire Departments for their review. We would
like to provide at least two weeks for the other departments to review the proposal and get the
comments back to me. The comments lrom these departments will need to be addressed
prior to a final hearing. The December 4 hearing may or may not be the final, depending on
the issues which are raised during the staff review. lf a linal cannol be given on December 4,
the project will return to the Design Fleview Board on December 18, 1991.
I hope you understiand the Town's need to spend time reviewing the various proposals which
come into our office. The quality of the Town of Vail, in part, can be attributed to the various
codes regarding new conslruction. I am sure you understand it does take time to review and
ensure each proposal meets these code standards.
