Dear Mr. Peel:
The Community Development Department has reviewed the plans for the Smith residence,
located at Lot 5, Block 2, Lions Ridge 4th. Upon review of the proposed plans, it has been
determined that there are a number of issues which need to be addresses. Please address the
followins comments:
l.Please provide a stamped topographic survey.
Please provide a title report
The first 10'ofthe driveway needs to be 8%o or less.
The grade measured between the 3 and 4 contour came up to be 10.5%. Any grade above
10oZ requires heat in the drive.
The concrete pan needs to be 4' wide with a 2" invert.5.
6. The boulder retaining wall needs to be laid back at l:l; i.e. the wall should be laid back
one foot horizontal space for every foot of vertical height. A three foot wall should be
represented as being 3 f'eet wide on the plan.
7. Please provide calculations for proposed snow storage areas. All required parking and
access areas shall be designed to accommodate on-site snow storage. A minimum
functional area equaling 30Yo of the paved areas shall be provided contiguous to the
paved area and designed to accommodate snow storage. Turf areas and other areas
without trees may be utilized for this purpose lf driveways are heated, then the
minimum snow storage area may be reduced Io lOYo of the required parking and access
areas.

8. The deck addition on the west elevation exceeds the maximum encroachment bv 7 ft.
The addition will need to fit within the 5 ft deck encroachment.
9. The existing driveway will need to be landscaped following its removal.

PUBLIC WORKS PERMIT PROCESS
How it relates to Buitding Permits:
1) Fill out our check list provided with a buildino oermit aoolication.
lf yes was answered to any of the above questions then a "public way" is
required. You can pick up an application at either communily Development,
located at 75 S. Frontage Road or PubticWorks, located at 1309 VailVailey Drive.
2) Notice sign offs for utility companies. All utilities must field verify (locate)
respective utilities prior to signing application. Some utility companies require up
to a 48 hour notice to schedule a locate.
3) A construction tratfic control/staging plan must be prepared on a separate sheet
of paper.An approved site plan may also be used. This plan will show locations
of all traffic control devices(signs, cones, etc..) and the work zone, (area of
construction, staging, etc..). This plan willexpire on oct. 1sth. and will need to
be resubmitted for approval through the winter.
4) Sketch of work being performed must be submitted indicating dimensions (length,
width & depth of work). This may be drawn on the traffic control plan or a iite
plan for the job
5) Submit completed application to the Public Works's office for review. lf required,
locates will be scheduled for the Town of Vail Electricians and lrrigation crew. The
locates take place in the morning but, may require up to 4g hours to perform.
6) The Public Work's Construction Inspector will review the application and approve
or disapprove the permit. You will be contacted as to the status and any that may
needed. Most permits are released within 48 hours of being received, but please
allow up to one week to process.
7) As soon as the permit is processed, a copy will be faxed to community
Development allowing the "Building Permit" to be released. Please do not confuse
the "Public Way Permit" with a "Building Permit" to do work on a project itself.
NOTE:
* The above process is for wotk in a publlc way only.* Public Way Peimits are valid only until November iSth,* A new Public way Permit is required each year it work is not comptete.

I. The Ouestion
Tom Brarm, representing Carol Orrison, would like to know if the caretakers units
consrructed in the Lionsridge 4th Filing should be deed restricted as Type I, II, III, IV, or
V Employee Housing Units.
IL Background
Carol Orrison is the owner of Lot 10. Block 4. Lionsridge Filing No. 4. There is currently
a single family home and a tu'o-car garage on the properW. The property has less than
100 sq. ft. of GRFA available for future development. He u'ould like to build a two-car
garage and a caretaker on the property.
Lionsridge 4th Filing is zoned Single Family. However, Ordinance I 5 of Series I 989
allo'rvs a caretaker to be constructed on each lot. As a result. each lot has the potential to
support a Primaryisecondary type of structure. Per Ordinance l5 of Series I 989. the
caretaker cannot exceed one third of the total GRFA allowed on the lot. The Ordinance
specifies that the employee unit "shall be permitted on each iot." The definition of the
. employee unit is provided in Section 18.13. which is the Primary/Secondary section of the
code- That citation has since been removed and transferred to the Type I portion of the
Employee Housing Ordinance.
III. The Employee Housing Ordinance
The Employee Housing Ordinance provides for five different types of employee housing.
There are different attributes of each type that match the Lionsridge 4th Fiting standards,
but there is not a clean match between any of the types and the situation in the 4th Filing.
Staffbelieves that it is a closer match to the Type I, as there are six attributes of the
Employee Housing Ordinance which match the situation under a Type I scenario. The
Type II has only one attribute that matches this situation: however staff understands that
the one is significant. Staffbelieves that all of the attributes are important and would like
your interpretation as to which restriction, a Type I or Type II is appropriate.

Persons found violating this ordinancewill be given a 24 hour written notice to rernove said naterial .fn the event the person so notified does not cornply with thenotice within the 24 hour tine specified, the Public Works
Department will renove said uraterial at the expense of personnotified. The provlsions of this ordinance shall not beapplicable to construction, naintenance or repair projects ofany street or alley or any utilities in the right-a-way.

SCOPE
This report presents the results of a soils and Foundation Investi-
gation for the proposed residence on Lot 5, Block 2, Lion's Ridge subdivision,
Filing No. 4, Town of Vail, Eagle County, Cororado. The investigation was
prepared by means of test pits and laboratory testing of samples obtained from
these pits.
This investigation presents a description of surface and subsurface
conditions encountered at the site, recommended foundation systems,
allowable design pressures, and groundwater conditions as well as design and
construction criteria influenced by the subsoils.
CONCLUSIONS
The site is located at "1473 Aspen Grove Lane in Vail, Colorado. The lot
drains from the rear to the front of the lot. The rear half of the lot slopes at
approximately a 70vo grade. The front half of the lot slopes at about a'l.4vo
grade. vegetation consists of aspen trees with grass and weed undergrolvth.
The field investigation performed on september 30, 19gg, consisted of
ex('avating, logging and sampling two test pits. The rocations of the test pits
are shown on Drawing No. 1. summaries of the test pit logs are detailed on
Figures No' I and 2. A summary of the test resurts is shown on Figure No. 3.
The test pits were excavated with a conventional backhoe. Laboratory
samples were obtained by driving a standard hand-drive sampler into
undisturbed soils.
Refer to the summary of test pit logs, Figures No. 1 and 2. Subsurface
conditions are fairly uniform, with topsoil to a depth ot four feet, underrain
by slightly silty sand. several boulders were noted on the ground surface.
No overlot grading has been done prior to this investigation.
No groundwater was encountered in either of the test pits at the time
of excavation.
A rockfall map prepared by Schmueser & Associates, Inc., dated
November 29,1984, which is a part of Ordinance No. 5 (Series of 19g5)
amending Chapter 18.69 of the Vail Municipal Cod"., identifies this rot as
being in an area of georogic sensitivity due to medium severity rockfall. The
investigation of geologic hazards and determination of mitigation
alternatives is beyond the scope of this report.
PROPOSED CONSTRUCTION 3
No specific design data has been provided, but for the purpose of this
analysis, it has been presumed that the proposed residence will consist of two
floors without a basement, and that loads will be light. If the proposed
project differs significantly from this understanding, a review should be
made after the plans are more complete.
FOI]NDATION RECOMMENDATIONS

SLAB CONSTRUCTION
Care must be taken to insure that all excavations made for the
foundations are properly backfilled with suitable material compacted in
accordance with the procedures outlined in the specifications. Before the
backfill is placed, all water and loose debris should be removed from these
excavations.
Prior to the construction of concrete floors, the subgrade should be
thoroughly proof compacted to insure a uniformly high density. special care
should be taken in areas where underground utilities have been installed.

The floor slab should be suitably reinforced to make it as rigid as
possible, and proper joints should be provided at the junctions of the slab and
the foundation walls, so that a small amount of independent movement can
occur without causing damage.
Prior to the placing of concrete floors or pavemenis on this site, the
subgrade should be proof-rolled until the grade offers a relatively unyielding
surface or until the specified degree of compaction has been achieved. Areas
of excessive yielding should be excavated and backfilled with clean,
compacted soil.
A granular mat should be provided below the floor slabs. This should
be a minimum of four inches in thickness and properly compacted.
while little or no groundwater was encountered at the time the field
investigation was conducted, it is possible that seasonal variations will cause
fluctuations, or for a perched water table to be present in the upper soils
during the spring months, or after a prolonged period of rain.
A peripheral drain system as detailed on Figure No. 4 should be
installed.

Foundation walls should be well-reinforced to minimize the effects of

When moist soils are encountered in the excavation, the ground
surface in crawl space areas should be covered with an impervious moisture
barrier sealed against the footings. This will help to red.uce humidity in the
crawl space area and will also prevent the moist foundation soils from drying
and shrinking, which could possibly cause the structure to settle.
Backfill should be moistened or dried to near its optimum moisture
content and compacted to at least 90zo of the maximum standard proctor
density. structural backfill should be compacted to at least 957o of the
maximum standard Proctor density. Excessive wetting or drying of the
exposed soils in the foundation excavation and underslab areas should be
avoided.

The final grade should have a positive slope away from the
foundation walls on all sides. A minimum of 12 inches in the first ten feet is

r€r'ommended. Downspouts and sill cocks should discharge into splash
blocks that extend beyond the limits of the backfill. Splash blocks should
slope from the foundation walls. The use of long downspout extensions in
place of splash blocks is advisable.
LAWN IRRIGATION
Do not install sprinkler systems next to foundation walls, porches or
patio slabs. If sprinkler systems are installed, the sprinkler heads should be
placed so that the spray from the heads, under full pressure, does not fall
within five feet of foundation walls, porches or patio slabs. Lawn irrigation
must be controlled.
If the future owners desire to plant next to foundation walls, porches
or patio slabs, and are willing to assume the risk of structural damage, etc.,
then it is advisable to plant only flowers and shrubbery (no lawn) of varieties
that require very little moisture. These flowers and shrubs should be hand-
watered only.
MISCELLANEOUS
Some of the soils at the site are potentially consolidating and the
owner should be cautioned that there is some risk of future damage. The
contractor is directed to those items covered under BACKFILL AND
SURFACE DRAINAGE and LAWN IRRIGATION. Our experience has

shown that damage due to swelling or consolidating soils usually results
from saturation of the foundation soils caused by improper drainage,
excessive irrigation, and poorly consolidated backfills. The elimination of the
potential sources of excessive water will greatly minimize the risks of
construction of this site.
This report has been prepared for the exclusive use of snowden smith
for the specific application to the proposed residence to be located on Lot 5,
Block 2, Lion's Ridge subdivision Filing No. 4, Town of vail, Eagle County,
Colorado.
The findings and recommendations of this report have been obtained
in accordance with accepted professional engineering practices in the field of
