The following decisions were made by the Board of Directors of the Mountain Meadows
Homeowners Association at their October 14,2OOS meeting.
1. Design Option 'D' with stucco and stone veneer applied to exterior walls.
2. Roof Material - Tamko Heritage Series Laminated Asphalt Shingles, Thirty Year
Warranty, Rustic Slate or approved equal
3. Stone Veneer - Robinson Brick Company, Robinson Rock, Thinveneer, Trailhead
4. Exterior Paint Golors -
a. Light Stucco: Kwall Paint, 8241W,Tenderfoot (from palette selected by
the board)
b. Dark Stucco, Trim: Kwall Paint, 8705D, Barn Rafter (color to match
Bishop Park)

At your request, I conducted a site inspection on May 27,1992 of a proposed "gazebo" site
located west of the Mountain Miadows Townhomcs in East Vail. Thc purpose of my
investigation was to evaluate the exposure of the site to snow avalanches and debris flows.
BACKGROUND INFORMATION
According to Town of Vail maPs,the proposed gazebo site is located at the boundary
between thc "High"n a "Moderate"
The above hazard zonations were y intended to
io exposufii r€sidential structures or other buildings that would be occupied a large
p"rcentug" of the time, thus increasing the exposure timc of occupants. Thc samc hazar<I
ionation cannot be applied to a gazebo, other structure or land use that would be occupied
only a small percentige of the time, thus exposing occupants to minimal risk. Therefore, the
Town of Vail has traditionally allowed tennis courts and other "summer" activities in
avalanche and debris-flow areas. Examples can be found at Timberfalls and on the tennis
courts directly west of Mountain Meadows. Furthermore, numerous strcets and bike paths
also cross avalanche, debris flow, and rockfall areas within Town of Vail boundaries.
EXPOSURE OF PROPOSED GAZEBO
My site inspection has confirmed that the proposed gazebo location (approximately 100 feet
west of the small creek immediately west of Mountain Meadows and 200 feet south of
Meadow Drive), is within both debris-flow and avalanchc areas, as conectly indicated on
Vail mapping. I believe exposure to the large, dry-snow avalanche that could affect this site
is not a safety concern because such an event would occur only during a prolonged, cold
winter storm when the facility would not be occupied.
Dcbris flows, however, could reach the site during the spring or summer (possibly fall)
periods when the facility may be used. Flows have occurred at this site most recently during
ihe spring or summer of 1970 and 1978. The potentially unstable soil conditions in the small

basin above the subject area indicates that future flows are possible. Observations of debris
flows at Vait and ai other mountain sites confirm that such events may cause damage by
inundation with mud and debris, erosion, or impact. Excavation into the east side of the
alluvial fan during construction of buildings in the area and construction of a small concrete
barrier near the afex of the fan (approximately 300 feet south of thc gazebo site), has not
eliminated the hazard.
RECOMMENDATIONS
Structural reinforcement of the gazebo site for debris-flow loads is not practical, because
such reinforcement would probably cost mole than the gazebo itself. Furthermore flows
could not be diverted "*"y fro. the site by building a drainage diversion channel above the
site. Rows, unlike water runoff, tend to dam and block channels and as a result, flow in
unpredictabie directions. Because the entire lot west of the Mountain Meadows is subject to
some debris-flow cxposure, an altcmate position on the lot which would be hazard-free
cannot be found.

In addition to meeting submittal requirements, tfreapplicant must stake and tape the project site toindicate property lines, building fines and buildingcorners. AlI trees to be removed must be taped.
