CONCEPTUAL DESIGN REVIEW
SU BMITTAL REQUIREMENTS
GEl{ERAL INFORMATIOT{
The conceptual review is intended to give the applicant a basic understanding ofthe compatibility of
the proposal with the Town's Design Guidelines. The DRB does not vote on conceptual reviews.
Complete applications must be submitted two (2) weeks prior to a scheduled DRB meeting.

II. PROCEDURE
Upon receipt of an application for conceptual design review, the Department of Cnmmunity
Development shall review the submitted materials for general compliance with the appropriate
requirements of the zoning code. If the proposal is in basic compliance with the zoning ode
requirements, the proFct shall be forwarded to the DRB for coneptual review. If the application
is not generally in ompliance with zoning code requirements, the application and submittal
materials shall be returnd to the applicant with a written explanation as to why the Community
Development Department staff has found the project not to be in compliance with zoning code
requirements,
Once a complete application has been received, the DRB shall reMew the submitted con@ptual
review application and supporting material in order to determine whether or not the project
generally complies with the design guidelines. The DRB does not vote on conceptual reviews.
ilI. DESIGN REVIEW BOARD MEETING REOUIREMENTS
For new construction and additions, the applicant must stake and tape the poect site to indicate
property lines, proposed buildings and building corners. All trees to be removed must be taped.
The applicant must ensure that staking done during the winter is not buried by snow, All site
tapings and staking must be completed prior to the day of the DRB meeting.
The applicant, or their representative, shall be prernt at the Design Review Board Hearing.
Applicanb who fail to appear before the Design Review Board on their scheduled meeting date
and who have not asked in advane that discussion on their item be postponed, will have their
items removed from the DRB agenda until such time as the item has been republished,

Dear Matt,
The Arrigoni Residence is a proposed new single family residence with a lock-of studio; however, there is an
existing home on the lot that will be completely demolished. The attached package and information is
submitted for Conceptual Review for the meeting on January 5 2005.
I The project is classifled (12-6D-2. Permitted Uses) as Two-Family PrimaryTSecondary Residential,
2 The lot area is .254 acres or | | ,465 square feet. Refer to the Topographic Survey included within this
package.
3 The fi:ont setback is 20'-0" and the sides and back are l5'-0" (12-6D-6: Setbacks).
4 Site Coverage is stated as 207o of the total site area ( l2-6D-9: Site Coverage) | | ,465 s.f. x ,20 =
7,293 s.f . maximum site coverage; our proposed she coverage is approximately | ,536 s.f.
5 The maximum allowable height is stated as 33' for a sloped roof ( l2-5D-7: Height); our proposed
maximum height is approximately 32'.

Monroe and Newell Engineers, Inc. has provided structural design sewices for the
foundations and main level floor framing of the above residence. The structure was
designed for the loads of a prefabricated timber building rvhich will be constructed by
Theo Weruli Holzbau, located in Thalheim, Switzerland.
Monroe and Newell Engineers, Inc. has reviewed the calculations of the Swiss structural
Engineer, Aktiengesellschaft Kaempf Planning and Holzbau. The purpose of our review
was to verify that these engineers have complied with the design requirements of the
Intemational Building Code, 2003 edition. The engineers have used the loads required in
this code and also analyzed the stresses in the wood members to be below the ones
allowed for the lumber used.
In summary, we believe that the structural framing above the entry level was designed in
compliance with the Intemational Building Code, 2003 edition.

BUILDING PERMIT ISSUANCE TIME FRAME
If this permlt requires a Town of Vail Fire Department Approval, Engineer's (Public Works)
review and approval, a Planning Depaftment review or Health Department review, and a
review by the Building Department, the estimated time for a total review will take as long
as three (3) weeks.
All commercial (large or small) and all multi-family permits will have to follow the above
mentioned maximum requirements. Residential and small projects should take a lesser
amount of time. However, if residential or smaller projects impact the various above
mentioned departments with regard to necessary review, these projecls may take five
(5) weeks to review and approve.
Every attempt will be made by this department to expedite this permit as soon as
possible.
I, the undersigned, understand the plan check procedure and time frame. I also
understand that if the permit is not picked up by the expiration date, that I must still pay
the plan check fee and that if I fail to do so it may affect future permits that I apply for.

PUBLE WORKS AND THE PUBLXC WAY PERMIT PROCESS

Fill out the attached check list with the Buildinq Permit Application.
If yes was answered to any of the questions tren a 'Public Way" permit is required. You
can pick up an application at either Community Development located at 75 Souft Fronbge
Road or Public Work, locabd at 1309 Elkhorn Drive.
Notjce sign-offs for utility companies. ALL utilities must field verifo (locate) .respective
utilities prior to signlng application. Some utility companies require up to 48 hours notice to
schedule a locaE.
A construction traffic controlistaging plan must be prepared on a sepante sheet of paper.
An approved site plan may also be used. This plan will show locations of all traffic control
devices (signs, cones, etc.) and dre work zone, (area of conshuction, staging, etc.). This
plan will expire on November 1st and will need to be resubmitted for considemtjon for
approval through tre winter. Be aware that your resubmission for winter may be denied
depending on the location of construction.
Skebh of work being performed must be submitted indicating dimensions (length, width
and deptrr of wok). This may be drawn on the traffic control plan or a site plan for the job.
Submitcompleted application to the Public Work's office for review. If required, locaEs will
bescheduledforheTownofVail electriciansand irrigationcrew. Thelocatestakeplacein
the morning, but may require up to 48 hours to peform.
The Public Work's Construction Inspector will review tfre application and approve or deny
the permit. You will be conbcted as to the sbtus and any requirements hat may be
needed. Most permits are released within 48 hours of being received, but please allow up
to one (l) week to process.
As soon as fre permit is approved, the Building Departrnent will be notified, allowing the
"Building Permit" b be released. Please do not confuse Sre 'Public Way Permit" with a
"Building Permit".
NOTE: The above process is for vvork in a public way oNLY. Public way
Permits are valid only until November 15th. A new Public Way Permit is required
each year if work is not complete. Re-application each Novernber 15th does not
mean an automatic renewal.

construction sites have adequately established proper drainage from building sites along and
adjacent to Town of Vail roads or streets.

Attached is the report for the bulk sampling of suspected asbestos-containing materials at
1718 Geneva Drive, Vail, Colorado. This report must be used for complete building
demolition purposes only.
This investigation was conducted on behalf of and for the exclusive use of Arrigoni
Woods (client), solely for use in a limited asbestos survey of the property. This report
and the findings herein shall not, in whole or in part, be disseminated or conveyed to any
other party, nor used by any other party, in whole or in part, without prior written consent
of Boulder Environmental Management.
The results of this survey are limited to materials that were assessable and foreseeable to
the inspector. Additional materials may exist behind hard surfaces. Personnel
knowledgeable of asbestos containing materials should always oversee demolition
activities. Demolition work should be halted and sampling performed by a state of
Colorado licensed building inspector if additional materials, which are suspected of
containing asbestos, are encountered.

ASBESTOS SURVEY AND BULK SAMPLING REPORT
FOR BUILDING DEMOLITION OF
I7I8 GENEVA DRIVE. VAIL. COLORADO
Introduction:
On March 3, 2005, Boulder Environmental Management, Inc.'s building inspector,
Chris Maron, conducted an asbestos-containing materials survey. The purpose of the
survey was to identify asbestos containing materials (ACM) and materials presumed to
contain asbestos (PACM) as defined by the Environmental Protection Agency (EPA) for
the purposes of eventual building demolition.
Sampling:
During the sampling process, suspect ACM was separated into three EPA categories.
These categories are thermal system insulation (TSI), surfacing ACM, and miscellaneous
ACM. TSI includes all materials used to prevent heat loss or gain or water condensation
on mechanical systems. Examples of TSI are pipe coverings, boiler insulation, duct
wrap, and mud packed fitting cement. Surfacing ACM includes all ACM that is sprayed,
trowelled, or otherwise applied to a surface. These applications are most commonly used
in fireproofing, decorative and acoustical applications. Miscellaneous materials include
all ACM not listed in the thermal system insulation or surfacing categories, such as
linoleum, vinyl asbestos flooring, and ceiling tile.
Boulder Environmental Management, Inc. followed EPA recommended sampling
guidelines for identification of asbestos in bulk matrices. A set of three (3), five (5), or
seven (7) samples were collected for each material type and analyzed by Polarized Light
Microscopy (PLM). Each sample set was systematically analyzed. Upon determination
that a sample in a set contained asbestos, analysis of the remaining samples in the set was
discontinued. If no asbestos was detected during the analyses, the suspect material was
determined to be negative for asbestos content.

Discussion:
Sample analyses results are reported in percentages ofasbestos and non-asbestos
components. The EPA defines any material that contains greater than one percent (1%)
asbestos, utilizing PLM, as being an asbestos containing material. Materials that are
identified as "non detected" are specified as not containing asbestos.

Conclusion:
A licensed asbestos contractor must abate the following materials prior to
demolition:
l. -25 square feet ofasbestos containing white linoleum on underlay in the
upstairs bathroom
2. 40 square feet of asbestos containing brick patterned linoleum on concrete
in the laundry room and the foyer to garage
Boulder Environmental Management will need to verify that the materials noted above
have been abated prior to signing the application for demolition required for the
demolition contractor.
The laboratory reports supporting these findings are attached. Applicable state, federal,
and local environmental regulations stipulate that all "friable" asbestos containing
building materials, 'materials that can be crumbled by hand pressure', be removed or
abated before the building can be demolished.

As requested, we have prepared this letter describing our foundation and construction
recommendations for the subject project. The recommendations presented in this letter are based
on data reviewed from previous investigations in the area and our experience -sained ftom similar
projects and subsurface conditions in the area. The information provided in this letter may be
used for design purposes and should be confirmed during the construction for the new residence.
Existing Site Conditions
The proposed residence will be constructed at 17i8 Geneva Drive in Vail, Colorado. Currently
the site is occupied by an existing residence. The residence is two-stories in height with a below
grade level. The lot is bordered on the north and south by existing single fan-rily residences.
Geneva Drive borders the site to the west, and vacant lots border the site to the east. Topographi'
of the lot is fairly level, however, the residence is constructed on a steep mountainside with an
approximate slope of 30 percent. Previous site gradin-e has been perfonned to level the site.
Vegetation on the lot consists ofgrasses, weeds, bushes, and a sparse stand ofaspen trees.
Proposed Construction
We understand the project will consist of the demolition of the existing residence and ihe
construction of a single-family residence at l7l8 Geneva Drive in Vail, Colorado. We anticipate
that the new residence will be two stories in height u'ith a below grade level and associated
driveway. We anticipate the new residence will be of cast-in-place concrete and wood frame
construction with slab-on-grade floors. Removai of the existing residence and construction of
the new residence may result in excavations of up to i5.0 feet deep. We understand that the

new residence will be at approximately the same elevation of the existing

Investigation
A geologist from our office observed the conditions of the site on December 28,2004. Because
an existing residence is located on the site, and due to the limited accessibility of the site, it is our
opinion that a formal subsurface expioration of the site is not feasible. In order to assume the
subsurface conditions below the existing residence, we reviewed several projects that were
performed in the immediate area. The preliminary recommendations made in this letter gS! be
confirmed during the demolition of the existing residence and construction of the new residence.
Subsurface Conditions
Based on our experience with similar projects in the area, we anticipate the subsurface conditions
below the residence may consist of existing fill, or naturai, red-brown to brown, pink, tan with
white, dry to very moist, stiff to hard, sandy clay with scattered gravels, cobbles and boulders.
Boulders greater than 12 inches may be encountered during removal ofthe old foundations and
construction for the new foundations.
Because an existing residence is located on the site, we anticipate that existing filI will be
encountered during the demolition of the existing residence and construction of the new
residence. We anticipate the existing filI could consist of topsoil, sandy clay, sand and gravel
with scattered cobbles and boulders, and possibly old building materials. The amount, extent,
and quality of the existing fill is unknown at this time. However. the amount, extent, and quality
of the existing fill can be better determined during the demolition of the existing residence.
Because a formal soils and foundation investigation cannot be performed at this time, we do not
knori at what depth ground water will be encountered. However, we understand that the new
foundations wiil be at approximately the same elevation as the existing foundation. Provided
that the new foundation is at the same elevation of the existing foundation, we do not anticipate

Mold
Mold tends to grow in areas that are damp and dark such as bathrooms, crawlspaces or other such
below grade areas. Recommendations for mold prevention, mitigation or remediation are outside
the scope of this investigation. We recommend that the contractor and/or owner contact a
professional Industrial Hygienist to provide specific recommendations for the prevention and./or
remediation of mold.
Existine Foundations and Utilities
An existing residence is present on the subject lot and will be demolished prior to construction of
the new residence. We recommend that all foundations and existing fiil from this structure. be
removed and, if necessary, replaced with propoiy moisture heated and compacted approved
granular structural fi ll.
Any utilities to the existing residence should be removed and the associated fill should be
replaced with approved structural fill. This includes, but is not limited to, fill in trenches for the
various utilities that could be encountered during demolition of the existing residence or during
excavation for the new residence. A representative from our office should observe the removal
of the existing foundations and fill from utilities in order to verifu that the fill and foundations
have been rernoved prior to construction of the new residence.
New granular structural fill should be moisture conditioned and compacted as recommended in
the Compacted Fill section of this letter. A representative from our office should observe, test,
and document all structural fiIl placed for the construction of the new residence.
Excavations
We anticipate that excavations of up to 15 feet deep could be required for dernolition of the
existing residence and construction of the new residence. Care needs to be exercised durine
construction so that the excavation slopes rernain stable.
We anticipate that the subsurface soil at the new foundation elevation could consist of sandy,
gravelly ciay, with scattered cobbles and boulders. These soils classifr as Type B soils in
accordance with OSHA regulations. OSHA regulations should be followed in all excavations
and cuts. [n order to maintain stability of the excavation slopes during demolition of the existing
residence and construction of the new residence, temporary shoring may be required. The need
for tanporary shoring should be evaluated during the design ofthe new residence.
Because we anticipate boulders up to l2 inches in size could be encountered in the excavations,
it is our opinion that heavy-duty construction equipment will be required to compiete the
necessary excavations. Topsoil could be encountered during construction of the new residence.
All topsoil beneath the proposed construction should be rernoved prior to any construction. The
topsoil may be used in landscape areas.

anticipate ground water will be encountered during the rernoval of the existing residence and
construction ofthe new residence. Ifground v/ater is encountered during removal ofthe existing
residence or construction for the new residence, we should be contacted immediately to provide
site-specific recommendations at that time.
Shorins
We anticipate that excavations of up to 15 feet could be required for removal of the existing
foundation and construction of the new foundation. [n order to maintain stability of the
excavation slopes during dernolition of the existing residence and construction of the new
residence, temporary shoring may be required. The need for temporary shoring should be
evaluated during the design of the new residence. If a shoring system is necessary, we
recommend a contractor specializing in shoring be contacted for design recommendations and
construction of the shorine utilized.
Foundations
We anticipate that the subswface soils at the foundation elevafions for the new residence will
consist of the natural, sandy clay with scattered gravels, cobbles and boulders. In our opinion,
the new residence may be supported by a spread footing foundation system bearing on the
natural, sandy clay. We recommend that the spread footing foundation systern be designed and
constructed to meet the followine criteria:
1. Footings should be supported by undisturbed, natural, sandy clay, with scattered
gravels, cobbles and boulders or properiy moisture conditioned and compacted fill,
as described below in Items 2, 3, 7 , 10, I 1, and 12.
2. All existing foundation elements and frll must be removed prior to construction for
the new residence.
3. Footings should extend below topsoil or soft surface soils and should be supported
by undisturbed, natural, sandy clay with scattered gravels, cobbles and boulders or
approved imported non-expansive structural fill.

Spread footings constructed on the natural sandy clay with scattered gravels'

between foundation elements. Because the soils are clayey, we anticipate that the
majority of the differential settlement will occur after construction'
6. Wall footings and foundation walls should be designed to span a distance of at
least 10.0 feet in order to account for anomalies in the soil or fill'
Foundation wall backfill should not be considered for support of load bearing
footings. Footings should be stepped and supported by undisturbed natural soils
and should not be sonstructed on foundation wall backfill. Foundation walls or
grade beams should be designed to sPan across ztn excavation backfiil zone and
should not be constructed with footings within this zone.
The base of the exterior footings should be established at a minimum depth below
the exterior ground surface, as required by the local building code. We believe that
the depth foifrost protection in the local building code in this area is 3.5 feet-
Column footings should have a minimum dimension of 24 inches square and
continuous wall footings should have a minimun width of 16 inches. Footing
widths may be greater to accommodate structural design loads'
We anticipate that cobbles and boulders could be encountered at the foundation
elevation. Rernoval of the cobbles and boulders may result in depressions and
rough bottoms in the excavation. The resulting depressions can be backfilled with
importea fill or lean concrete. Refer to the Compacted Fill section of this letter
for backfi ll requirernents.

the completed footing excavations. These materials should be removed to expose

excavation. Variations from the conditions described in this letter can occur. The
representative can observe the excavation to evaluate the exposed subsurface
conditions and evaluate our foundation and construction recommendations are
applicable.
Slabs-on-Grade
We anticipate that the subsurface soils at the floor slab elevations for the new residence will
consist of the natural sandy clay with scattered gravels, cobbles and boulders. ln our opinion, the
natural sandy clay with scattered gravels, cobbles and boulders will safely support slab-on-grade
floors with a low risk of movement. We recommend the following precautions for the
construction of slabs-on- grade:
l. Slabs-on-grad. *t O. consfucted on natural sandy clay with scattered gravels,
cobbles and boulders or properly moisture conditioned and compacted, non-
expansive structural fill.
2. All existing fiIl should be rernoved to expose undisturbed, natural, sandy clay with
scattered gravels, cobbles and boulders.
3. Slabs should be separated from exterior walls. Vertical movement of the slabs
should not be restricted.
4. Exterior slabs should be separated from the building. These slabs should be
reinforced to function as independent units. Movement of these slabs should not
be transmitted directly to the foundations or walls of the structure.
5. Frequent control joints should be provided in all slabs to reduce problems
associated with shrinkaee of concrete.
6. Fill beneath slabs-on-grade may consist of approved non-expansive structural fill.

Foundation Drainage
Surface water, especially that originating from snowmelt, tends to flow through relatively
permeable backfill typically found adjacent to foundations. The water that flows through the fili
collects on the surface of relatively impermeable soils occurring at the foundation elevation.
Both this surface water and possible gpund water can cause wet or moist below grade conditions
after construction.
We anticipate below grade areas will be constructed for the new residence. We recommend the

installation of a drain along the below grade foundation walls. The drain may consist of a
manufactured drain system and gravel. The gravel should have a maximum size of 1.5 inches
and have a maximum of 3 percent passing the No. 200 sieve. Washed concrete aggregate will be
saf-sfactory for the drainage layer. The manufactured drain should extend from the bottom of the
retaining wall to within 2 feet of subgrade elevation. The water can be drained by a perforated
pipe with collection of the water at the bottom of the wall leading to a positive gravity outlet.
Recommended details for a typical foundation wall drain are presented in the Typical Wall Drain
De:ail, Fig. 1.
Lateral Wall Loads
We anticipate that below grade walls that require lateral earth pressues for desigrr will be
constmcted for the new residence. Lateral earth pressures depend on the type of backfill and the
height and type of wall. Walls that are free to rotate sufficiently to mobilize the strength of the
backfill should be designed to resist the "active" earth pressure condition. Walls that are
resrained should be designed to resist the "at rest" earth pressure condition. Below grade
foundation walls are typically restrained. The following table presents the lateral wall pressures

Compacted Fill
Structural fill for this project may consist of natural sandy clay with scattered gravels, cobbles
and boulders or approved imported, non-expansive fiIl. The imported fill may consist of non-
expansive silty or clayey sands or gravels with up to 30 percent passing the No. 200 sieve and a
maximum plasticity index of I 0. No cobbles or boulders larger than l0 inches should be placed
in fill areas. Fill areas should be stripped of all vegetation and topsoil, scarified, and then
compacted. Topsoil may be used in landscape areas. Fill should be placed in thin loose lifts and
moisture conditioned and compacted to the recommended compaction shown in the following
table. Recommended compaction varies for the given use of the fill.
We recommend the contractor and/or owner contact us so that a representative from our office
can observe and test the placement and compaction of each lift placed of structural fill. Fill
placed behind retaining walls and below foundations, slab-on-grade floors, and exterior slabs-on-
grade is considered structural. It has been our experience that without engineering qualify
controi, poor construction techniques can occur which result in poor foundation and slab
performance.

The NX-8 is a full-feanred secruicy system that

When inslalling an NX-8 in compliance with UndeMriters Laboratories, the following instructions must be observed:
. lnitialing and indicating devices musl be rated at 11.5 to 12.4V DC residential, 12.0 V DC commercial.
r When using partitioning in Commercial Burglary applicalions, the main conlrol must be protected by a 24-hour
alarm circuit.. Force Arming and Auto Arming shall not be enabled.. For residential fire applications, the indicating devices shall be a Wheelock 34f -12 ot equivalenl'
. The "Listen-ln" feature shall not beenabled.. The Siren/BellTest shall be enabled. The auxiliary outputs controlling the audible device require a minimum cutoff
time of 15 minules for commercial burglary, 4 minutes for residential applications, or 30 minutes for commercial
burglary for Canada.r For residential fire installations, the Dynamic Battery Tesl time cannot exceed four (4) hours.
. Ringback shall be enabled on UL commercial burglary installations.
. On commercial burglary installations, the fire initiating circuits shall not be connected.
. The Entry-Guard fealure shall be disabled.r Swinger Shutdown shall be disabled.. Group Bypassing shall be disabled.. Delay before dial seizure shall be set to "0".. Total current draw from aux power con nections at terminal positions POS, AUX PWR, and SMOKE PWR must not
exceed 400 mA.. Remole Downloading shall not be used on UL listed systems.
o For residential burglary applications, lhe maximum entry and exit delay times shall be 45 and 60 seconds
