SUBJECT: Survey Requirements
The Town staff would like to nake the 1991 building season a
smooth one for al1 contractors, architects, surveyors as well as
the Town. Staff has identified a few problems that surfaced a
number of times Iast surTuner which can be avoided without much
additional work. With the following policies, we think we canprevent most of these problems. If you have questionsr please
call our office and request to speak to a planner so they can
help you.
Of t.he seven poJ-icies listed below, five simply clarify the
pj-eces of information the Town currentfy requires. The last twopertain to projecLs involving setback or height variances or
those built by owner,/builders.
A. Surnrey Policy Clarifications
1-. Improvement Location Certificate (ILC) . An ILC wiL] be
required prior to any framing inspections to verify
that height and setback standards have been met. No
framing inspections will be scheduled until the ILC is
approved. PLease alLow two working days from the time
the ILC is submitted to the time the inspection can be
scheduled. Listed below are standards for the
information to be shown on the ILC. Architects and
Builders should be aware that discrepancies exist in
established monumentation in the Vail VaIley. Please
consult a surveyor to verify monumentation prior to
developing pJ-ans for a site.
2. Format for ILC Information. On the survey prepared for
the framing inspection, indicate the highest points of
the roof ridge using a syrnbol. Staff wilL indicate
on the approved field set of the buitding permit
drawings which ridge(s) need to be shot. The
contractor can then let the surveyor know what
information is needed. The roof plan does not need to
be drawn on the ILC. The planner will overlay the
survey on the approved building permit p1ans. The roof
ridge points identified with the symbol on the ILC
should align with the roof plan on the Town's set of
building permit p1ans.
3.Roof Heiqht. On the ILC, the surveyor should note the
roof material (if any) on the highest point of the
ridge which exists the day of the shooting. The
planner will add the dimensions of all other materials
(except a cold roof vent) which will be built in the
following weeks. For example, if only the ridge beam
has been constructed the day of the shooting, t,be
surveyor should note that on the survey and then the
pJ-anner wilt add the dimensions of the insulation'
sheathing, etc. to verify that the finished product
will not exceed tbe height linit. Ridge height will be
measured to the top ridge of the sheathing. On the
attached diagrams, the point identified with anasterisk is the top ridqe of the sheathing. A cold
roof vent, not exceeding 12 inches in height, neasured
fron the sheathing to the top of the shingles' j.s
considered an architectural projection and will not be
included in the height.
Setbacks. When specifying the distance of a setback on
the fLC' note the material existing on the structure
the day of the shooting. Planners will then add anywall material to what is shown on the survey in orderto deternine the final distance of the setbacks in the
same way that will be done for height. If ledges or
supports for rock veneer or any other facing material
have been built into the foundation, measure the
setback to that exterior point (see diagran below).
Final distance will be measured from the outside edgeof the exterior walI materiaL.

Benchmark. On the ILC, identify tbe benchmark used for
the basis of the elevations. If the same benchmark is
used throughout the construction process, the
measurement of a building should be consistent. As
long as the sane benchmark is used for every shooting,
the building can be neasured accurately and should not
exceed t.he height limit. Items which make good

benchrnarks are sewer inverts, secLion corners, andproperty corners. Do not' use manhole rims, Lhe asphaltin streets, or fire hydrants.
B. Suffey Requirenents for ProJects witb Variances and
Recomendationg for Orner/guilder Projects
For owner/builder projects and developments that havevariances for setback or height, Town staff believes thefollowing survey information-will be helpful . Staff
encourages all owner/builders to provide this information to
avoid project layout problems that in turn affect height and
setbacks, but rill only rcguire tbeee iteus for projects
i.nvolving variances.
6. For owner/builders, the Town strongly suggests that a
registered surveyor stake out the foundation prior to
excavati.on or pouring. Additionally, after the
foundation walls have been poured, we strongly
encourage that a surveyor shoot the elevation of the
foundation wa1L. With this information, contractorswill be able to accurately estimate the final height
before the structure is built. Contractors wiII be
abLe to compensate in the construction process to
ensure that the structure does not exceed the height
limit.
7. For all projects involving variances to the height or
setback standards, the suggestions listed in Number 6
above will be conditions of approval at the time
Planning and Environmental Commission approval is
received. All projects involving a setback variance
nust be l-aid out by a registered surveyor prior to
excavation or pouring. A11 projects involving a height
variance must be surveyed after the foundation walls
have been poured. Once the top of foundation wall has
been determined, the contractor can compensate 1n theconstruction process to ensure that the height approved
by the PEC is what is built.
The Planning staff would appreciate hearing your conments on this
nemo, and will try to ansvrer any questions you may have. If you
would like to discuss any of these issues, please do not hesitateto contact any of the planners (479-2L38). Thank you for your

Contractors will be asked to read the above memo and sign the
attached statement to insure that everyone is operating with the
same understanding. Two other documents, Building Permit
Issuance Time Frame and Construction Parking and Material
Storage, must be signed before a building permit is subrnitted.
The statement on survey policies will be a third item that nust
aLso be signed prior to applying for a permit.

I am writing this letter to notify you of a need to change the roof material from a concrete tile
to a premium grade taper-sawn cedar shake. This change has been brought about by the
owner's concerns over maintenance problems due to heavy snow build-up in that vicinity. He
has heard, and continues to hear, of many problems from his neighbors on Sunburst Drive
whom have replaced sections of tile seasonally.
We will install copper flashing with the shakes and maintain a quality appearance to uphold
the integrity of the neighborhood. Please notifu me of any concerns or necessary paperwork

A11 electrical work is to be complete to the
requirements of the latest National Electrical- Code,
afl" Town of Vail Ordi-nances, and Holy Cross
Requirements.
This project wiII require a site improvement survey(ILC). This survey shall be subnitted and staff
approved prior to a request for a frame inspection.
Under no circumstances wil] a frame inspection be
done without an approved site improvement survey.
There shall be only one kitchen designated per
dwelling unit allowed by the Town of Vail ZoningRegulations. AII other such labeled areas are not
approved and shall not be rough-in constructed as
such.
Exterior surfaces with stucco shall be provi-ded with
exterior metaL lath as per UBC 4706 with 2layers ofpaper. Windows and doors are required to be
adequately flashed(not with just screed metal) . A
lath inspection is required prior stuccoapplication.
A11 new construction within the Town of Vail wi-l-l- berequired to have a Public Way Permit by TOV Public

Dear Mr. Vangelis:
As requested, Chen-Northerrq Inc., performed a subsoil study for design of foundations-at
the subject site. The study was conducted in accordance with our agreement for
geotechnical engineering services to dated August II, 1992, The data obtained and our
iecommendations based on the proposed construction and subsurface conditions
encountered are presented in this report.
Proposed Construction: Ttre proposed residence will be a two-story wood frame structure
witli a walkout basement locited on the site as shown on Fig. 1. Ground floor will be a
slab-on-grade. Cut depths on the order of 10 feet are assumed. Foundation loadings for
this type of construction are assumed to be relatively light.
If building conditions or foundation loadings are significantly different from those described
above, wJ should be notified to reevaluate the recommendations presented in this report.
Subsurface Conditions: The subsurface conditions at the site were evaluated by excavating
t*o "*ptot"tory
pits at the locations shown on Fig. 1. Exploratory pit_.s were excavated and
logged on Augult L6, lgg3. The logs of the pits are presented on Fig. 2. The subsoils
erilountered,.6elow about one foot of topsoil, consist of silty gravelly sand with scatte,re_d
cobbles. Test pit number 2 encountered fill solls to at least a depth of 7 feet and possibly
to the total depth explored of 8 feet. However, based on conversations of the Eagle Valley
Sanitation Disirict who was present at the site during our investigation, the test pit was
located in an existing sewer line trench. This trench reportedly does not cross the building
area and is not expeited to impact the proposed construction. Based on our experience in
this area the natural site soils should have relatively low compressibility under typical
residential foundation loads. Results of a gradation analyses performed on typical soil
samples obtained from the site are presented on Figs. 4 and 5. No free water was observed
in the pits at the time of excavation.
Foundation Recommendations: C.onsidering the subsoils encountered in the exploratory pits

support of the proposed residential structure. Footings should be a minimum width of

removed and the footings extended down to adequate natural bearing material. Exterior
footings should be provided with adequate cover above their bearing elevations for frost
protection. Placement of footings at least 48 inches below the exterior grade is typically
used in this area. Continuous foundation walls should be reinforced top and bottom to span
local anomalies such as by assuming an unsupported length of at least 10 feet. Foundation
walls acting as retaining structures should be designed to resist a lateral earth pressure
based on an equivalent fluid unit weight of 45 pcf.
Floor Slabs: The natural on-site soils, exclusive of topsoil, are suitable to support lightly to
moderately loaded slab-on-grade construction. To reduce the effects of some differential
movement, floor slabs should be separated from all bearing walls and columns with
expansion joints which allow unrestrained vertical movement. Floor slab control joints
shoutd be used to reduce damage due to shrinkage cracking. The requirements for joint
spacing and slab reinforcement should be established by the designer based on experience
and the intended slab use. A minimum 4-inch layer of free-draining gravel should be placed
beneath basement level slabs to facilitate drainage. This material should consist of minus
2-inch aggregate with less than 507o passing the No.4 sieve and less than2%o passing the
No. 200 sieve.
All fill materials for support of floor slabs should be compacted to at \east 95Vo of ma"timum
standard Proctor density at a moisture content near optimum. Observation and testing of
fill materials should be preformed by a representative of this office during placement.
Required fill can consist of the on-site gravels devoid of vegetation, topsoil and oversized
rock.
Underdrain System: Although free water was not encountered during our exploration, it has
been our experience in mountainous areas that local perched groundwater may develop
during times of heavy precipitation or seasonal runoff. Frozen ground during spring runoff
can also create a perched condition. We recommend below grade construction, such as
retaining walls, crawl space and basement areas, be protected from wetting and hydrostatic
pressure buildup by an underdrain system.
The drains shoutd consist of drainpipe placed in the bottom of the wall backfill surrounded
above the invert level with free-draining granular material. The drain should be placed at
each level of excavation and at least I foot below lowest adjacent finish grade and sloped
at a minimum l7o to a suitable gravity outlet. Free-draining granular material used in the
underdrain system should contain less than 2%opassing the No.200 sieve, less than 507o
passing the No. 4 sieve and have a maximum size of 2 inches. The drain gravel backfill
should be at least 2 feet deep.
Surface Drainage: The following drainage precautions should be observed during

1) Inundation of the foundation excavations and underslab areas should be avoided
during construction.
2) Exterior backfill should be adjusted to near optimum moisture and compacted to at
least 95Vo of the maximum standard Proctor density in pavement and slab areas and
to at least 90Vo of the maximum standard Proctor density in landscape areas. Free-
draining wall backfill should be capped with about 2 f.eet of the on-site, finer graded
soils to reduce surface water infiltration
3) The ground surface surrounding the exterior of the building should be sloped to' clrain"away from the foundationln all directions. We recommend a minimum slope
of 12 inches in the first 10 feet in unpaved areas and a minimum slope of 3 inches
in the first 10 feet in pavement and walkway areas.
4) Roof downspours and drains should discharge well beyond the limits of all backfill.
Limitations: This report has been prepared in accordance with generally accepted soil and

practices in this area for use by the client for design purposes. The
conclusions and .e"o--endations submitted in this report are based upon the data obtained
from the exploratory pits excavated at the locations indicated on Fig. 1 and the proposed

or water conditions appear to be differenifrom those described herein, this office should
be advised at once so rievaluation of the recommendations may be made. We recommend

hazardq are 6hown by the Town of Vail'a maps ag affectlng areats
near thie property. Bnow avalanche iE also a potential hazard
near the eite.
My general {indingg are that each o{ the hazardE aFe pre6Fnt but
are {airly dietant {rom thig lot and there i6 a duplex on the
other side o{ the road which ehteldE thiE Eite qulte wel I t
atthough, even that etructure iE not in a high danger arla' ]h.eateep frttleiae well eguth of the horne iE heavily {oreeted. With
respect to the moderate debris flow hazard r I see evidence above
the duplex o{ material coming wlthin 20 feet of it. The
topography 1g {avorable in that there is a gentle elope soutth o{
this tot which reeults in very gentle,terrain at the subject lot.
I do not belleve that a large Enow avelanche capable of EeriouE
destruction is likely at thie eite. The main chute is well to
the east and the maps by l'leare ghow an "avalanche ln{Iuence zone"
well south of the lot. The propoeed mlnor mitigation to follow
ehould help to protect the home, although only debris {Iowe
appeer to be even at1 ln{requent threat to the lot.
I believe it w6uld be posBtble to improve the Eltuation with gome
poeitiva landscaplrrg at the {ront of the eite. A emaLl berm or
other such feature only 2 {eet in height could be built in the
front of the butldinE 6ite to dlvert any {Iowg around the future
home.
