Re: Outdoor Boiler InstallationLot 4, VaiI Valley 3rd Filing
Gentlemen:
The boiler installed in the mechanical roour of the house on Lot #4,
1825 Sunburst Drive, vail , was supposed to have sufficient outputto heat both the house and the driveway snow melt system, however,
we now find that the boiler is not large enough to handle both.
The existing mechanical room is physically too smaLl to allow alarger boiler to be installed, along with combustion air and theboiler flue size constraints.
In order to correct the situation, the owner of the house, Robert
warner, Jr., would like to add an exterior boiler to heat the snow
nelt system, and the existing interior boiler would be used to heat
the house. The proposed new outdoor boiler could be installed onthe east side of the house behind a fenced enclosure similar to the
one that was approved as a trash enclosure. The enclosed site andbuilding elevations indicate the Location and size of the
enclosure.

-The broad range of models, styles and inputs in
the Raypak line of T\rpe H Hydronic Heating
Boilers makes it possible to specrfy a boiler that
is just right for the application. And whatever
model fits the BTUH input demand will also pro-
vide the highest thermal efficiency (up to 820lo)
of any atmospheric boiler available today.
Models H-133 to H-824
Nine models, from 136,000 to 825,000 BTUH
Ilput. For the space heating needs of the single
family home to the heavier demands of the mod-
erate sized apartment building, hotel, motel or
commercial-industrial structure. And special
applications too. See Page 7. Indoor or outdoor
style selection in each model. Top assemblies
are interchangeable in the field.
Models H-926 to H-1826
Seven Indoor Models, from 961,700 to 1,825,600
BTUH Input. Seven Outdoor Modeis, from
926,000 to 1,758,000 BTUH Input. To meet t]le
regutements of the larger mulu-unit residentia.l
building, hotels and institutional applications.
Models H-2100 to H4OO1
Five models hom 2,100,000 to 4,000,000 BTUH
Input. High performance boilers, designed as
iidoor units only with builr-in draft diverter, for
easy, duect flue connection, are only 68" tall,
with a 70 lbs/sq. ft. floor loading. Easy to fit
where ceilings are low and light enough for
penthouse installation.
This versatility of size and style makes Raypak
T\rpe H hydronic heating boilers easy to fit mto
new projecB or when replacing old and out-
moded boiiers.

day extension on our Temporary Certificate of occupancy in order to
cornplete the landscaping and exterior work on the house.
As you know, we had an extremely wet late spring. As a result, we
have not been able to start grading and compaction of fill until
this week. Because of this delay, we have had to delay the
completion of landscaping, stone work, and the driveway.

As I stated in ny letter to Abe Shapiro, we hope to have the landscaping
done by June Lst. However, as wet as things have been for the last
month, we are behind schedule. We will keep you posted j.f we do not
neet the original date of June L.
In your letter you also stated that the construction access road which
crosses Lot 3 should also be revegetated at this tine. It is our
understanding that the golf course wishes to keep this road open, andtherefore the road would not be revegetated. I believe all the
neighbors would prefer to elininate the road. If possible, we would be
happy to revegetate it if the golf course concurred.

A copy of your letter to Ron Phillips hlas forwarded to me on the
29th of April .
As busy as people are at the Town of Vail, I regret that you did
not contact us first concerning any questions that you may have had
relating to the three homes that we are developing on Sunburst
Drive.
Regarding the [work roadl, it is the Golf Coursels desire to keep
that road open as a work road for the golf course. We used an
existing road and that road will renain after our construction and
landscaping are complete. We would prefer to landscape directly to
the golf course. However, as of last year, the golf course found
it necessary to rnaintain the lwork roadrr.
As you are ahrare, for the last two weeks it has snowed consistently
teaving the ground snow covered, frozen and saturated. Because of
this, we have not been able to begin our landscaping. As soon as
the weather improves and the sun comes out and dries the land, we
will imrnediately begin removing any construction debris and start
final grading for landscaping. Because of the wet spring, I will
be somewhat at the nercy of landscapers who have been on a late
start throughout the valley because of the anount of precipitation
during April.

At your request, I have reviewed the revised.grading pl1n for Lot
4, Sunburst- Drive, dated zl1lgL, a copy of which you sent to me by
fiX on February 5. I have also reviewed a November 19'.1990.Ietter
to you written-by Ms. shelly Mellor.vail Toltn Planner in which she
dislussed the height of the nitigation walls. As a result of these
two revielts, I have the following conments.
1. According to the revised (2 l5l9r.) grading plan, the
walls witl not project more than 6 feet above grade thus
will now confbrrn to Town of Vail maximum beight
limitations,
2. The west side of the proposed walls, along with the
swale to be built west of the walls, will prevent any
debris flooding frorn spreading lateratty aqainst the
building from the west.
3. In other respects, the debris-flow rnitigation will
function as specified in rny previous reports.

plan, and have Art Mears approve it and send a letter to that
effect.
Art Mears is in the process of sending a letter approving raising
the grades and wall heights that are shown on the enclosed revised

response.

what would be acconplished by the properties existing
zoning.
The proposed rezoning will not further the growth of anorderly, vlable connunity. ff approved, this rezoning
eould represent the gradual deterioration of Vail.re lowdensity residential neigbborhoods. one may considerthis reguest and conclude that the uEes and developmentare generally consistent with what ie pemitted underexisting zoning. However, it 1g inportant to
understand that zonlng ln Vall has been adopted inorder to establish consistency between neighborhoods.
The anount of GRFA allocated to a lot has a directrelationship to the size of the lot. the proposalconflicts with this basic principle of zoning for the
Town of Vail. In order to preser:rre the overall fabricof these areas, it is inportant to naintaln theintegrity of the existing zoning. This proposal, byvirtue of lts devlations fron the development standardsof the underlying zonlng, ls inconsistent vlth thiscriteria.

This proposal iE generally consistent with thiscriteria. I{hite the level of developnent on Lot 4greatly exceeds allowable GRFA, the design of this

Each of the three structures are in conpllance with
Prirnary/Secondary height and setback regulrernents.
Developnent on lot 4 does, however, exceed pernitted
site coverage by 398 sguare feet and GRFA by 804 square

debris flow and rock fall zones. Lots 3 and 4 are
located in a noderate snow avalanche zone. The Townrs

This analysis of geologic hazards (snow avalanche, debris flows,
and rockfall) and specification of design criteria for structural
protection was requested by Mr. Glenn Magee and has the following
specific objectives:
a. Determination of design velocities and energies of
the geologic processes at the building sites;
b. Calculation of design loads on exposed building
surf aces at Lots 3, 4, anc'l 5; and
c. Discussion of the overall hazard increase resultinq
from the proposed construction.

Town of Vail ordinance on "geological ly-sensitive areas"
recognizes this small residual hJzard to those who may be outsicleand accepts the risk because outside total exposure represents asmall percentage of the total time. This small hazard can bereduced even further if residents become educated about thegeological processes (including snow avalanches), and heed allofficial warninqs.

Inspection.
Dan, the fol-lowing rrill need to be corrected:
f.) The wood strip between the concrete paver unit driveway andasphalt roadway will need to be replaced with a concrete bordercurb. This curb will need to be poured a minimum of l-8rt deep. Thepresent wood footer and sand patch is unacceptable. The wood stripwilt be caught by the Tolrn snowplows. The sand patch causes
moisture to get in underneath the paver units and asphalt roadway.
2') The ditch in the drainage easement on the east side of thisunit will need to be better defined. In the spring when there is
snow and ice in the ditch, the runoff has a potential to drain intothe lower unit of 1825 because the ditch has inadeguate freeboard.A ditch with at least 18'r of freeboard would help ensure the Townfrorn being liable from runoff in its easement entering the lowerunit.
3) A revocable right of way agreernent r+ill be required for thelandscaping in the right of way. ft appears that Town plows willcatch that landscaping directly adjacent to the edge of asphalt.It would be better to establish the three foot gravel shoulderreguired on Town streets before the landscaping begins to controlthe plow danaged landscaping.
