1 REPORT OBJECTIVES AND LIMITATIONS
As discussed with Mr. Craig Snowdon and Mr. Mark Mueller, this study has the following
specific objectives:
a. Calculation of design magnitude avalanche and debris flow energy and other
characteristics at the proposed building site on Lot 7; and
b. Specification of the heights and strengths of structures intended to protect the
building against avalanches and debris flows.
This study also has the following limitations which must be understood by all those using
the recommendations of the study:
analysis is site specific, therefore cannot necessarily be applied to other

Furthermore, avalanche, debris flow, and rockfall hazard exists along Sunburst Drive and
at oth€r areas in the general vicinity. Users of this propefi should be aware of these
hazards and take precautions when they are warranted.
2 AVALANCHE AND DEBRIS FLOW CHARACTERISTICS
2.1 Avalanches
Both snow avalanches and debris avalanches discharge from the steep north-facing
basin above Lot 7 and reach the alluvial fan. The debris avalanches will stop above the
8,280-foot level (above Sunburst Drive) and will not affect Lot 7. However, snow
avalanches will attain velocities in excess of 75 mph in the steep gulch above the alluvial
fan, willtravel across Sunburst Drive and reach the golf course during extreme conditions
expected once in 100 years, on the average. The 100-year avalanche has a constant
annual probability of 1% and is the avalanche magnitude considered in land-use planning
and engineering. Smaller avalanches with return periods of 3O-100 years may reach
Sunburst Drive but will be smaller than the design avalanche. Lot 7 lies within the
"moderate hazard" or "blue" hazard zone, therefore building is permitted if structural
protection is provided.

The "design-magnitude" condition will result from a prolonged mid winter or spring storm
in which roughly 4O,0OO cubic yards of snow will be simultaneously released from the
upper basin, above 10,000 feet elevation. Study of aerial photographs taken in 1939,
1950, 1962, 1974, and 1984 indicate that the last large avalanche event occurred
between 1950 and 1962, This avalanche stopped a short distance above Sunburst Drive.
Detailed calculations of the avalanche dynamics were completed for this study through
application of the following steps:
a. The avalanche stopping position (near the south edge of the golf course) was
determined through statistical analysis of a large sample of design-magnitude
avalanches obtained in Colorado, by local observations of avalanche performance
and study of terrain on site; and
b. Application of a 3-component, stochastic, avalanche-dynamics model which
was used to compute velocities, flow thicknesses, and impact pressures at the
building.
Details of the avalanche-dynamics model output are provided in Figures A-'1 through A-
3 of the technical appendix and form the basis of the avalanche loading and structure size
specifications in Figures 1, 2, and 3.
Mitigation performance specifications to protect the proposed building from snow
avalanghe impact is discussed in Section 3 of this report.

2.2 Debris Flows
The alluvial fan above the properg has developed primarily as a result of debris flows
discharging from the gully and transporting mud, rocks and debris onto the alluvial fan
surface. Most of the energy of debris flows will be dissipated above Sunburst Drive,
however muddy water, soil, small rocks, and vegetative debris may reach or even cross
Sunburst Drive and reach Lot 7. Even during extreme conditions debris flows will not
produce structural damage at the proposed building because velocity and energy will be
small at this location. However, glass areas exposed at grade could possibly be broken
by debris transported in the llow.
Mitigation to completely protect the building from the rare debris flow events is discussed
in Section 3 of this report.

The proposed building is not exposed to rocKall hazard, therefore no rockfall mitigation
willbe required.

3 AVALANCHE AND DEBRIS FLOW MITIGATION
3.1 Avalanche Mitigation
The proposed residence can be protected from the design magnitude avalanche by
reinforcing building surfaces as illustrated in Figures 1, 2, and 3. Building surfaces "A"
through "D" (including portions of the roof above wall surfaces), will be exposed to
avalanche loads (Figures 1 and 2). Avalanche impact is maximum from the ground
surface up to a height of six feet. lmpact-pressure magnitude will decrease to zero at
a height of 18 feet above ground level. The vertical distribution of pressures is shown on
Figure 3.
The following additional points should be considered when designing reinforcement for
the avalanche loads:
a. Because the loads increase from zero to maximum in less than 0.5 seconds,
they may require treatment as impact rather than static loads. lmpact loads
produce strains in excess of numerically equivalent static loads. Final
determination of whether loads should be treated as impact or static must be made
by the structural engineer.
b. Windows and doors will also require reinforcement for the design loads if
avalanche snow is to be prevented from entering the building during design
conditions. , ,
c. Eaves and exposed roof surfaces receive uplift forces where they are exposed
on the south side of the building. This uplift force is equal to Pv, the value of
. which can be determined from Figure 3. The magnitude of Pu equals 0.5 Pn at all
heights.
d. Vegetative debris and other debris carried in the avalanche may produce small
point loads (over areas of 1 ftz or less) equal to double the loads shown in Figure
3.
3.2 Debris Flow Mitigation
Debris flows will be prevented from reaching the eastern 2/3 of the building south
exposure and all of the east exposure by the wall already planned. This stone wall is
currently planned to extend 5-7 feet above grade. The stability of this wall should be
checked to ensure it is stable against a lateral load of 100 lbs/ft2 over the lower 2.5 feet
of exposed surface.

The double car garage on the west end of the building is not protected by the stone wall.
To prevent the design debris flow from entering the building, the doors must also be
designed for a pressure of 100 lbs/ftz over the lower 2.5 teet of exposed surface.
The stone wall discussed in the previous two paragraphs will not protect the building from
the design avalanche. The avalanche velocity (approximately 25 mph at the wall), the
flow thickness, and the depth of snow on the ground when the design avalanche occurs
will prevent the wall from acting as an effective defense barrier for avalanches.
4 COMPLIANCE WITH VAIL HATARD REGUI.ATIONS
This study concludes than snow avalanche and debris flow hazard (a) exists, (b) can be
mitigated, and (c) can be designed so that it will not increase the hazard on adjacent
public or private property, given a building layout as shown on the Snowdon-Hopkins
architectural specifications of June, 1993. The proposed building lies within the
"moderate hazard" not the "high hazard" snow-avalanche zone. Specifically, the
mitigation can be designed to be fully in conformance with Town of Vail Hazard
Regulations (paragraph 18.69.052 tCl tbl).
